Dilworth compares this appropriation of funds stating, "Any one who would introduce a measure in the legislature of Texas to appropriate a sum of money for the purpose of electing Coke Stevenson President of the United States would so shock the public conscience that he would be adjudged a lunatic. Yet that is exactly what the Department Executive Committee of the Texas Department is doing."
