Burkhart acknowledges receipt of two questionnaires completed by Subject and other papers, all found to be satisfactory, and assumes an Affidavit of Publication will be sent at the expiration of the 30 day period. He expresses his appreciation for the promptness of Subject in attending to the details of the matter.

Burkhart requests a response from Subject A-9803 on whether he intends to proceed or postpone the processing of the clemency application.

He advises of enclosed instructions which outlines the items required to make application for pardon and executive clemency.

The letter is a reply from Burkhart to Carswell advising that the application for Commutation of Sentence has been returned to the Governor's office.

Burkhart, Executive Secretary, Sacramento 14, California, dated July 11, 1951. Burkhart replies to Carswell regarding the two requests for pardon informing him, that under California law, both subjects are on life paroles, therefore, the Authority cannot refix their sentences to terminate their paroles. Subjects must apply through the Governor's office.
