Both items are related to radio repair and installation technician Gayle L. Robinson, who was a civilian employee at Mare Island Naval Shipyard during the war.

The handbook includes information regarding the chain of command and equipment for air raid wardens, duties prior to an air attack, reporting procedure, coordination of services, home preparation and response to an air raid, and how to handle specific types of attacks (magnesium bombs, gases, etc.). Throughout the manual are pages to be filled in by the individual air warden, such as: the names and telephone numbers of the administrative officers at the precinct and city levels; where to send reports; and general notes.
