Quantifying advective and nonstationary effects on eddy fluxes in the AmeriFlux network

Our goal was to study the flows within and above of a forested area and assess the degree to which horizontal subcanopy motions transport significant amounts of CO2. This process can explain why ecosystem respiration appears to be underestimated on calm nights. It is essential to understand the physical and biological mechanisms that determine relevant processes that occur on these ‘suspect’ nights.

Saltstone 3QCY12 TCLP Results

A Saltstone waste form was prepared in the Savannah River National Laboratory (SRNL) from a Tank 50H sample and Z-Area premix material for the third quarter of calendar year 2012 (3QCY12). After a 34 day cure, samples of the saltstone were collected, and the waste form was shown to meet the South Carolina Hazardous Waste Management Regulations (SCHWMR) R.61-79.261.24 and R.61-79.268.48(a) requirements for a nonhazardous waste form with respect to RCRA metals and underlying hazardous constituents. These analyses met all quality assurance specifications of USEPA SW-846.

Tank 26F-2F Evaporator Study

Tank 26F supernate sample was sent by Savannah River Remediation to Savannah River National Laboratory for evaporation test to help understand the underlying cause of the recent gravity drain line (GDL) pluggage during operation of the 2F Evaporator system. The supernate sample was characterized prior to the evaporation test. The evaporation test involved boiling the supernate in an open beaker until the density of the concentrate (evaporation product) was between 1.4 to 1.5 g/mL. It was followed by filtering and washing of the precipitated solids with deionized water. The concentrate supernate (or concentrate filtrate), the damp unwashed precipitated solids, and the wash filtrates were characterized. All the precipitated solids dissolved during water washing. A semi-quantitative X-ray diffraction (XRD) analysis on the unwashed precipitated solids revealed their composition. All the compounds with the exception of silica (silicon oxide) are known to be readily soluble in water. Hence, their dissolution during water washing is not unexpected. Even though silica is a sparingly water-soluble compound, its dissolution is also not surprising. This stems from its small fraction in the solids as a whole and also its relative freshness. Alternate Fuel Cell Membranes for Energy Independence

The overall objective of this project was the development and evaluation of novel hydrocarbon fuel cell (FC) membranes that possess high temperature performance and long term chemical/mechanical durability in proton exchange membrane (PEM) fuel cells (FC). The major research theme was synthesis of aromatic hydrocarbon polymers of the poly(arylene ether sulfone) (PAES) type containing sulfonic acid groups tethered to the backbone via perfluorinated alkylene linkages and in some cases also directly attached to the phenylene groups along the backbone. Other research themes were the use of nitrogen-based heterocyclics instead of acid groups for proton conduction, which provides high temperature, low relative humidity membranes with high mechanical/thermal/chemical stability and pendant moieties that exhibit high proton conductivities in the absence of water, and synthesis of block copolymers consisting of a proton conducting block coupled to poly(perfluorinated propylene oxide) (PFPO) blocks. CRADA 2009S001: Investigation of the Supercondcuting RF Properties of Large Grain Ingot Niobium

This CRADA intended to explore the properties of large grain ingot niobium by fabricating four single cell TESLA shaped accelerating cavities. Once the cavities were fabricated, SRF performance would be measured. Niowave received four discs of large grain ingot niobium from JLAB in February 2009. Niowave cut samples from each disc and tested the RRR. After the RRR was measured with disappointing results, the project lost interest. A no cost extension was signed in July 2009 to allow progress until June 2010, but ultimately no further work was accomplished by either party. No firm conclusions were drawn, as further investigations were not made. Large grain ingot niobium has shown real potential for high accelerating gradient superconducting cavities. However, this particular CRADA did not gather enough data to reach any conclusions in this regard.

DNV Renewables (USA) Inc. (DNV KEMA) received a grant from the U.S. Department of Energy (DOE) to develop the curriculum for a series of short courses intended to address Topic Area 5 – Workforce Development, one of the focus areas to achieve the goals outlined in 20% Wind by 2030: Increasing Wind Energy’s Contribution to Electricity Supply. The aim of the curriculum development project was to provide material for instructors to use in a training program to help professionals transition into careers in wind energy. Under this grant DNV KEMA established a “knowledge boosting” program for the wind energy industry with the following objectives: 1. Develop technical training curricula and teaching materials for six key topic areas that can be implemented in a flexible format by a knowledgeable instructor. The topic areas form a foundation that can be leveraged for subsequent, more detailed learning modules (not developed in this program). 2. Develop an implementation guidance document to accompany the curricula outlining key learning objectives, implementation methods, and guidance for utilizing the curricula. The results of these analyses indicate that there is very little evidence of fouling via excessive solids, either from the leaching studies or X-Ray Diffraction (XRD) analysis.

Weatherization Apprenticeship Program

Weatherization improvement services will be provided to Native people by Native people. The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

The Keweenaw Bay Indian Community (KBIC) is committed to preserving our natural environment and reducing the amount of fossil fuels consumed while developing "green" business manufacturing jobs on tribal lands. The Tribe's Comprehensive Strategic Plan seeks to diversify the Tribal Economy through the creation of alternative energy businesses, such as wind, solar and bio-mass facilities while protecting the waters of Lake Superior, tribal inland lakes and streams. In addition, the Community desired to utilize clean/green energy resources to promote the self-sufficiency of the Tribal Nation. The objective of the study is to preserve our environment and maintain our cultural goals of using the resources of the land wisely. To reduce our consumption of fossil fuels, mercury and carbon dioxide emissions, which harm our water and land; we have decided to evaluate the opportunities of utilizing wind power. Preliminary projections show that we may eliminate pollution from our land in a cost effective manner. This study will evaluate wind capacity and our current energy consumption while projecting the feasibility of converting to wind power for operations at our major facilities. Determination Of Reportable Radionuclides For DWPF Sludge Batch 7B (Macrobatch 9)

The DWPF is receiving radioactive sludge slurry from HLW Tank 40. The radioactive sludge slurry in Tank 40 is a blend of the heel from Sludge Batch 7a (SB7a) and Sludge Batch 7b (SB7b) that was transferred to Tank 40 from Tank 51. The blend of sludge in Tank 40 is also referred to as Macrobatch 9 (MB9). This report develops the list of reportable radionuclides and associated activities as a function of time. Twenty-seven radionuclides have been identified as reportable for DWPF SB7b. Each of these radionuclides has a half-life greater than ten years and contributes more than 0.01% of the radioactivity on a Curie basis at some point from production through the 1100 year period between 2015 and 3115. For SB7b, all of the radionuclides in the Design Basis glass are reportable except for three radionuclides: Pd-107, Cs-135, and Th-230. At no time during the 1100- year period between 2015 and 3115 did any of these three radionuclides contribute to more than 0.01% of the radioactivity on a Curie basis. The radionuclide measurements made for SB7b are the most extensive conducted to date. Ecosystem-Atmosphere Exchange of Carbon, Water and Energy over a Mixed Deciduous Forest in the Midwest

During the project period we continued to conduct long-term (multi-year) measurements, analysis, and modeling of energy and mass exchange in and over a deciduous forest in the Midwestern United States, to enhance the understanding of soil-vegetation-atmosphere exchange of carbon. At the time when this report was prepared, results from nine years of measurements (1998 - 2006) of above canopy CO2 and energy fluxes at the AmeriFlux site in the Morgan-Monroe State Forest, Indiana, USA (see Table 1), were available on the Fluxnet database, and the hourly CO2 fluxes for 2007 are presented here (see Figure 1). The annual sequestration of atmospheric carbon by the forest is determined to be between 240 and 420 g C m-2 a-1 for the first ten years. These estimates are based on eddy covariance measurements above the forest, with a gap-filling scheme based on soil temperature and photosynthetically active radiation. Data gaps result from missing data or measurements that were rejected in qua)lity control (e.g., during calm nights). Complementary measurements of ecological variables (i.e. inventory method), provided an alternative method to quantify net carbon uptake by the forest, partition carbon allocation in each ecosystem components, and reduce uncertainty on annual net ecosystem productivity (NEP). Increase Jc by Improving the Array of Nb3Sn strands for Fusion Application

During Phase I, our efforts were focusing on improving the array of subelement in the tube type strands by hardening the Sn core and the subelement matrix to effectively increase the Jc of the strands. Below is a summary of the results. 1) We were unsuccessful in improving the array using a Cu-Sn matrix approach. 2) We slightly improved the array using Sn with 1.5at%Ti doped core, and a 217-subelement restacked strand was made and drawn down without any breakage. 3) We greatly improved the array using the Glidcop Al-15 to replace the pure Cu sheath in the subelement, and a 217-subelement restacked strand was made and drawn down. Both strands have very good drawability and the array showed good improvement. 4) We also improved the array using improved wire drawing techniques using Hyper Tech’s new caterpillar wire drawing machines to enable straight wire drawing for the entire wire drawing process. 5) The 919-subelement restack strand shows its non-Cu Jc over 2100 A/mm2 at 12 T/4.2 K and AC loss of 508 mJ/cm3.

Increasing the Jc of Tube-Type Nb3Sn Strands

In this Phase I, we successfully made strands with better Cu/Sn ratio to reduce the coarse Nb3Sn grain region, thereby providing the potential of increasing the non-Cu Jc in the Phase II and scaling up to 2” billets with 331 subelements. In order to improve the strand’s high field properties, we successfully doped low amount of Ti in the subelements and made a 217-subelement wire which has been drawn down to 0.7 mm without any breakage. This strand gave subelement size of 35 µm. We will scale up the Ti-doped billet to 271-subelement in 1.5” billet in this proposed Phase II. The hexagonal shaped subelements with round Nb-Sn have been developed for a 61-subelement restack. Thus the results indicated that for 217-subelement restack in a 2” billet we have the potential to draw down this type of construction without problems while maintaining a good array to react more Nb to get higher non-Cu Jc in the Phase II.

Integrated Genome-Based Studies of Shewanella Ecophysiology

Integration of bioinformatics and experimental techniques was applied to mapping and characterization of the key components (pathways, enzymes, transporters, regulators) of the core metabolic machinery in Shewanella oneidensis and related species with main focus was on metabolic and regulatory pathways involved in utilization of various carbon and energy sources. Among the main accomplishments reflected in ten joint publications with other participants of Shewanella Federation are: (i) A systems-level reconstruction of carbohydrate utilization pathways in the genus of Shewanella (19 species). This analysis yielded reconstruction of 18 sugar utilization pathways including 10 novel pathway variants and prediction of > 60 novel protein families of enzymes, transporters and regulators involved in these pathways. Selected functional predictions were verified by focused biochemical and genetic experiments. Observed growth phenotypes were consistent with bioinformatic predictions providing strong validation of the technology and (ii) Global genomic reconstruction of transcriptional regulons in 16 Shewanella genomes. The inferred regulatory network includes 82 transcription factors, 8 riboswitches and 6 translational attenuators. Of those, 45 regulons were inferred directly from the genome context analysis, whereas others were propagated from previously characterized regulons in other species. During Phase I, our efforts were to reduce subelements deformation when fabricating Nb3Sn Rutherford cables. Our first focus is on 217-sublement tube type strand. We successfully made a few billets in ¾” OD tube with different Cu spacing between subelements, and supplied the strands to Fermi Lab for cabling. Through the rolling test characterization, these types of strands did not have enough bonding between subelements to withstand the deformation. We saw copper cracking between subelements in the deformed strands. We scaled up the billet from ¾” OD to 1.5” OD, and made two billets. This greatly improves the bonding. There is no copper cracking in the deformed strands when we scaled up the diameter of the billets. Fermi Lab successfully made cables using one of this improved strands. In their cables, no Cu cracking and no filament bridging occurred. We also successfully made a couple of billets with hex OD and round ID subelements for 61-subelement restack. Due to the lack of bonding, we could not judge its cabling property properly. But we know through this experiment, we could keep the Nb round, once we select the proper Cu spacing.

Transition metal complexes of oxazolinylboranes and cyclopentadienyl-bis(oxazolinyl)borates: Catalysts for asymmetric olefin hydroamination and acceptorless alcohol decarbonylation

The research presented and discussed in this dissertation involves the synthesis of transition metal complexes of oxazolinylboranes and cyclopentadienyl-bis(oxazolinyl)borates, and their application in catalytic enantioselective olefin hydroamination and acceptorless alcohol decarbonylation. Neutral oxazolinylboranes are excellent synthetic intermediates for preparing new borate ligands and also developing organometallic complexes. Achiral and optically active bis(oxazolinyl)phenylboranes are synthesized by reaction of 2-lithio-2-oxazolide and 0.50 equiv of dichlorophenylborane. These bis(oxazolinyl)phenylboranes are oligomeric species in solid state resulting from the coordination of an oxazoline to the boron center of another borane monomer. The treatment of chiral bis(oxazolinyl)phenylboranes with sodium cyclopentadienide provide optically active cyclopentadienyl-bis(oxazolinyl)borates H[PhB(C{sub 5}H{sub 5})(Ox{sup R}){sub 2}] [Ox{sup R} = Ox{sup 4S-iPr,Me2}, Ox{sup 4R-iPr,Me2}, Ox{sup 4S-tBu]}. These optically active proligands react with an equivalent of M(NMe{sub 2}){sub 4} (M = Ti, Zr, Hf) to afford corresponding cyclopentadienyl-bis(oxazolinyl)borato group 4 complexes {PhB(C{sub 5}H{sub 4})(Ox{sup R}){sub 2}}M(NMe{sub 2}){sub 2} in high yields. These group 4 compounds catalyze cyclization of aminoalkenes at room temperature or below, providing pyrrolidine, piperidine, and azepane with enantiomeric excesses up to 99%. Our mechanistic investigations suggest a non-insertive mechanism involving concerted C−N/C−H bond formation in the turnover limiting step of the catalytic cycle. ADDENDUM TO THE SURVEY REPORT FOR THE CHARACTERIZATION OF THE FIVE TANKS LOCATED NEAR THE OLD SALVAGE YARD AT THE Y-12 NATIONAL SECURITY COMPLEX, OAK RIDGE, TENNESSEE

The purpose if this addendum is to provide clarifying information related to two issues delaying disposal of Tank 2, located west of the Old Salvage Yard at the Y-12 National Security Complex. The two issues are as follows: 1. The discovery and documentation of apparent elevated results on the external rusty surface of Tank 2; 2. The proper interpretation and use of scan data. Oak Ridge Associated Universities (ORAU) health physics technicians (HPTs), operating under the Oak Ridge Institute for Science and Education contract, performed 100% scans over accessible interior and exterior surfaces of the five tanks located near the Old Salvage Yard, per the stakeholder-approved project-specific plan. Three types of measurements were collected, including gamma radiation measurements using a Ludlum model 44-10 gamma scintillation detector connected to a Ludlum model 2221 ratemeter/scaler; alpha radiation measurements using a Ludlum model 43-68 gas proportional detector connected to a 2221 ratemeter/scaler; and alpha-plus-beta radiation measurements also using a Ludlum model 43-68 connected to a 2221 ratermeter/scaler. The alpha-plus-beta characterization data is the primary subject of this addendum.

This thesis is the culminating project for my participation in the OECD NEA International School of Nuclear Law. This paper will begin by providing a historical background to current disarmament and denuclearization treaties. This paper will discuss the current legal framework based on current and historical activities related to denuclearization and nuclear disarmament. Then, it will propose paths forward for the future efforts, and describe the necessary legal considerations. Each treaty or agreement will be examined in respect to its requirements for: 1) limitations and implementation; 2) and verification and monitoring. Then, lessons learned in each of the two areas (limitations and verification) will be used to construct a proposed path forward at the end of this paper.
