Final Report for DUSEL R&D: BetaCage: A Screener of Ultra-Low-Level Radioactive Surface Contamination

The eventual full-size, radiopure BetaCage will be a low-background, atmospheric-pressure neon drift chamber with unprecedented sensitivity to emitters of low-energy electrons and alpha particles. We expect that the prototype BetaCage already developed will be an excellent screener of alpha particles. Both the prototype and final BetaCage will provide new infrastructure for rare-event science.

FINAL TECHNICAL REPORT: Underwater Active Acoustic Monitoring Network For Marine And Hydrokinetic Energy Projects

This project saw the completion of the design and development of a second generation, high frequency (90-120 kHz) Subsurface-Threat Detection Sonar Network (SDSN). The system was deployed, operated, and tested in Cobscook Bay, Maine near the site the Ocean Renewable Power Company TidGen™ power unit. This effort resulted in a very successful demonstration of the SDSN detection, tracking, localization, and classification capabilities in a high current, MHK environment as measured by results from the detection and tracking trials in Cobscook Bay. The new high frequency node, designed to operate outside the hearing range of a subset of marine mammals, was shown to detect and track objects of marine mammal-like target strength to ranges of approximately 500 meters. This performance range results in the SDSN system tracking objects for a significant duration - on the order of minutes - even in a tidal flow of 5-7 knots, potentially allowing time for MHK system or operator decision-making if marine mammals are present. Having demonstrated detection and tracking of synthetic targets with target strengths similar to some marine mammals, the primary hurdle to eventual automated monitoring is a dataset of actual marine mammal kinematic behavior and modifying the tracking algorithms and parameters which …

Microstructure and Property Evolution in Advanced Cladding and Duct Materials Under Long-Term Irradiation at Elevated Temperature: Critical Experiments

The in-service degradation of reactor core materials is related to underlying changes in the irradiated microstructure. During reactor operation, structural components and cladding experience displacement of atoms by collisions with neutrons at temperatures at which the radiation-induced defects are mobile, leading to microstructure evolution under irradiation that can degrade material properties. At the doses and temperatures relevant to fast reactor operation, the microstructure evolves by microchemistry changes due to radiation-induced segregation, dislocation loop formation and growth, radiation induced precipitation, destabilization of the existing precipitate structure, as well as the possibility for void formation and growth. These processes do not occur independently; rather, their evolution is highly interlinked. Radiation-induced segregation of Cr and existing chromium carbide coverage in irradiated alloy T91 track each other closely. The radiation-induced precipitation of Ni-Si precipitates and RIS of Ni and Si in alloys T91 and HCM12A are likely related. Neither the evolution of these processes nor their coupling is understood under the conditions required for materials performance in fast reactors (temperature range 300-600°C and doses to 200 dpa and beyond). Further, predictive modeling is not yet possible, as models for microstructure evolution must be developed along with experiments to characterize these key processes and provide …

Saltstone 3QCY13 TCLP Results

A Saltstone waste form was prepared in the Savannah River National Laboratory (SRNL) from a Tank 50H sample and Z-Area premix material for the third quarter of calendar year 2013 (3QCY13). After a 63 day cure, samples of the saltstone were collected, and the waste form was shown to meet the South Carolina Hazardous Waste Management Regulations (SCHWMR) R.61-79.261.24 and R.61-79.268.48(a) requirements for a nonhazardous waste form with respect to RCRA metals and underlying hazardous constituents. These analyses met all quality assurance specifications of USEPA SW-846.

Our primary hypothesis is that actinides can interact with surfaces in fundamentally different ways than other metals, metalloids, and oxyanions and that this fundamental difference requires new approaches to studying and modeling transuranic sorption to minerals and geomedia. This project supports a key mission of the SBR program to develop sufficient scientific understanding such that DOE sites will be able to incorporate coupled physical, chemical, and biological processes into decision making for environmental management and long-term stewardship, while also supporting DOE’s commitment to education, training, and collaboration with DOE user facilities.

Verification & Validation of High-Order Short-Characteristics-Based Deterministic Transport Methodology on Unstructured Grids

The research team has developed a practical, high-order, discrete-ordinates, short characteristics neutron transport code for three-dimensional configurations represented on unstructured tetrahedral grids that can be used for realistic reactor physics applications at both the assembly and core levels. This project will perform a comprehensive verification and validation of this new computational tool against both a continuous-energy Monte Carlo simulation (e.g. MCNP) and experimentally measured data, an essential prerequisite for its deployment in reactor core modeling. Verification is divided into three phases. The team will first conduct spatial mesh and expansion order refinement studies to monitor convergence of the numerical solution to reference solutions. This is quantified by convergence rates that are based on integral error norms computed from the cell-by-cell difference between the code’s numerical solution and its reference counterpart. The latter is either analytic or very fine- mesh numerical solutions from independent computational tools. For the second phase, the team will create a suite of code-independent benchmark configurations to enable testing the theoretical order of accuracy of any particular discretization of the discrete ordinates approximation of the transport equation. The Mixed Oxide Fuel Fabrication Facility (MFFF) will use colemanite bearing concrete neutron absorber panels credited with attenuating neutron flux in the criticality design analyses and shielding operators from radiation. The Savannah River National Laboratory is tasked with measuring the total density, partial hydrogen density, and partial boron density of the colemanite concrete. Sample PBC-44.2 was received on 9/20/2012 and analyzed. The average total density measured by the ASTM method C 642 was 2.03 g/cm{sup 3}, within the lower bound of 1.88 g/cm3. The average partial hydrogen density was 6.64E-02 g/cm{sup 3} as measured using method ASTM E 1311 and met the lower bound of 6.04E-02 g/cm{sup 3}. The average measured partial boron density was 1.70E-01 g/cm{sup 3} which met the lower bound of 1.65E-01 g/cm{sup 3} measured by the ASTM C 1301 method.

Samples poured 8/29/12 were received on 9/20/2012 and analyzed. The average total density of each of the samples measured by the ASTM method C 642 was within the lower bound of 1.88 g/cm{sup 3}. The average partial hydrogen density of samples 8.6.1, 8.7.1, and 8.5.3 as measured using method ASTM E 1311 met the lower bound of 6.04E-02 g/cm{sup 3}. The average measured partial boron density of each sample met the lower bound of 1.65E-01 g/cm{sup 3} measured by the ASTM C 1301 method. The average partial hydrogen density of samples 8.5.1, 8.6.3, and 8.7.3 did not meet the lower bound. The samples, as received, were not wrapped in a moist towel as previous samples and appeared to be somewhat drier. This may explain the lower hydrogen partial density with respect to previous samples.

The ability to unplug key waste transfer routes is generally essential for successful tank farms operations. All transfer lines run the risk of plugging but the cross site transfer line poses increased risk due to its longer length. The loss of a transfer route needed to support the waste feed delivery mission impacts the cost and schedule of the Hanford clean up mission. This report addresses the engineering feasibility for two pressure pulse technologies, which are similar in concept, for pipeline unplugging.

Hualapai Wind Project Feasibility Report

The Hualapai Department of Planning and Economic Development, with funding assistance from the U.S. Department of Energy, Tribal Energy Program, with the aid of six consultants has completed the four key prerequisites as follows: 1. Identify the site area for development and its suitability for construction. 2. Determine the wind resource potential for the identified site area. 3. Determine the electrical transmission and interconnection feasibility to get the electrical power produced to the marketplace. 4. Complete an initial permitting and environmental assessment to determine the feasibility for getting the project permitted. Those studies indicated a suitable wind resource and favorable conditions for permitting and construction. The permitting and environmental study did not reveal any fatal flaws. A review of the best power sale opportunities indicate southern California has the highest potential for obtaining a PPA that may make the project viable. Based on these results, the recommendation is for the Hualapai Tribal Nation to move forward with attracting a qualified wind developer to work with the Tribe to move the project into the second phase - determining the reality factors for developing a wind project. a qualified developer will bid to a utility or negotiate a PPA to make the …

This project will develop innovative approaches to characterization of the very early stages of protein aggregation that eventually can be translated to the development of early diagnostic tools and efficient treatments for Alzheimer’s, Parkinson’s and Huntington’s diseases. Funding will be used to acquire nanoimaging technology for nanoscale imaging, manipulation and analysis of biomedical materials to develop treatments that will repair disabled proteins and cure diseases that result from protein malfunction, specifically Alzheimer’s and Parkinson’s diseases. Expected outcomes include tests for early diagnosis and therapeutic treatments for these devastating neurological diseases. To elucidate the mechanisms of protein misfolding, we will establish an extensive program of experimental studies using a broad arsenal of advanced nanoscale and traditional techniques that will be integrated with molecular-scale modeling of protein misfolding and the nucleation of aggregate structures. To identify intracellular machinery or/and multicomponent complexes critically involved in protein misfolding, we will characterize interactions between targeted proteins and specific intracellular components or metabolites that impact on protein conformational pathways leading to protein misfolding accompanied by formation of toxic aggregated morphologies. This report summarizes the work of the National Fusion Collaboratory (NFC) Project to develop a persistent infrastructure to enable scientific collaboration for magnetic fusion research. The original objective of the NFC project was to develop and deploy a national FES €œGrid (FusionGrid) that would be a system for secure sharing of computation, visualization, and data resources over the Internet. The goal of FusionGrid was to allow scientists at remote sites to participate as fully in experiments and computational activities as if they were working on site thereby creating a unified virtual organization of the geographically dispersed U.S. fusion community. The vision for FusionGrid was that experimental and simulation data, computer codes, analysis routines, visualization tools, and remote collaboration tools are to be thought of as network services. In this model, an application service provider (ASP provides and maintains software resources as well as the necessary hardware resources. The project would create a robust, user-friendly collaborative software environment and make it available to the US FES community. This Grid'€™s resources would be protected by a shared security infrastructure including strong authentication to identify users and authorization to allow stakeholders to control their own resources. The One System Integrated Project Team (IPT) was formed in late 2011 as a way for improving the efficiency of delivery and treatment of highly radioactive waste stored in underground tanks at the U.S. Department of Energy's (DOE's) 586-square-mile Hanford Site in southeastern Washington State. The purpose of the One System IPT is to improve coordination and integration between the Hanford's Waste Treatment Plant (WTP) contractor and the Tank Operations Contractor (TOC). The vision statement is: One System is a WTP and TOC safety conscious team that, through integrated management and implementation of risk-informed decision and mission-based solutions, will enable the earliest start of safe and efficient treatment of Hanford's tank waste, to protect the Columbia River, environment and public. The IPT is a formal collaboration between Bechtel National, Inc. (BNI), which manages design and construction of the WTP for the U.S. Department of Energy's Office of River Protection (DOEORP), and Washington River Protection Solutions (WRPS), which manages the TOC for ORP. More than fifty-six (56) million gallons of highly radioactive liquid waste are stored in one hundred seventy-seven (177) aging, underground tanks. This grant funded experimental and theoretical activities in elementary particles physics at the Illinois Institute of Technology (IIT). The experiments in which IIT faculty collaborated included the Daya Bay Reactor Neutrino Experiment, the MINOS experiment, the Double Chooz experiment, and FNAL E871 - HyperCP experiment. Funds were used to support summer salary for faculty, salary for postdocs, and general support for graduate and undergraduate students. Funds were also used for travel expenses related to these projects and general supplies.

Thermal Analysis for Ion-Exchange Column System

Models have been developed to simulate the thermal characteristics of crystalline silicotitanate ion exchange media fully loaded with radioactive cesium either in a column configuration or distributed within a waste storage tank. This work was conducted to support the design and operation of a waste treatment process focused on treating dissolved, high-sodium salt waste solutions for the removal of specific radionuclides. The ion exchange column will be installed inside a high level waste storage tank at the Savannah River Site. After cesium loading, the ion exchange media may be transferred to the waste tank floor for interim storage. Models were used to predict temperature profiles in these areas of the system where the cesium-loaded media is expected to lead to localized regions of elevated temperature due to radiolytic decay. Normal operating conditions and accident scenarios (including loss of solution flow, inadvertent drainage, and loss of active cooling) were evaluated for the ion exchange column using bounding conditions to establish the design safety basis. The modeling results demonstrate that the baseline design using one central and four outer cooling tubes provides a highly efficient cooling mechanism for reducing the maximum column temperature. Comparison of CAISO-run Plexos output with LLNL-run Plexos output

In this report we compare the output of the California Independent System Operator (CAISO) 33% RPS Plexos model when run on various computing systems. Specifically, we compare the output resulting from running the model on CAISO's computers (Windows) and LLNL's computers (both Windows and Linux). We conclude that the differences between the three results are negligible in the context of the entire system and likely attributed to minor differences in Plexos version numbers as well as the MIP solver used in each case.

A comparison of geospatially modeled fire behavior and potential application to fire and fuels management for the Savannah River Site.

This study evaluates modeled fire behavior for the Savannah River Site in the Atlantic Coastal Plain of the southeastern U.S. using three data sources: FCCS, LANDFIRE, and SWRA. The Fuel Characteristic Classification System (FCCS) was used to build fuelbeds from intensive field sampling of 629 plots. Custom fire behavior fuel models were derived from these fuelbeds. LANDFIRE developed surface fire behavior fuel models and canopy attributes for the U.S. using satellite imagery informed by field data. The Southern Wildfire Risk Assessment (SWRA) developed surface fire behavior fuel models and canopy cover for the southeastern U.S. using satellite imagery.

EXAMINATION OF SHIPPING PACKAGES 9975-02274 AND 9975-04769

Shipping packages 9975-02274 and 9975-04769 were examined in K-Area following the identification of a non-conforming condition; the axial gap between the drum flange and upper fiberboard assembly exceeded the maximum allowed value of 1 inch. The fiberboard in package 9975-02274 had slightly elevated moisture content, up to 19% wood moisture equivalent (WME). Other compliant packages have displayed similar moisture levels locally, but not as consistently throughout the entire fiberboard assembly. Evidence of mold was observed on the lower assembly, although it appeared relatively dormant. Relatively little compaction or physical degradation was observed in this package. Due to the mold, it is recommended that the fiberboard in this package not be re-used. The fiberboard in package 9975-04769 was relatively dry (7-10% WME) and showed no sign of compaction or physical degradation. Variations in the axial gap that have been measured on this package result from variations in the height of the upper and lower fiberboard assemblies, and their relative orientation to each other. The fiberboard in this package is physically sound and considered fit for continued use.

Exploring the Possible Use of Information Barriers for future Biological Weapons Verification Regimes

This report describes a path forward for implementing information barriers in a future generic biological arms-control verification regime. Information barriers have become a staple of discussion in the area of arms control verification approaches for nuclear weapons and components. Information barriers when used with a measurement system allow for the determination that an item has sensitive characteristics without releasing any of the sensitive information. Over the last 15 years the United States (with the Russian Federation) has led on the development of information barriers in the area of the verification of nuclear weapons and nuclear components. The work of the US and the Russian Federation has prompted other states (e.g., UK and Norway) to consider the merits of information barriers for possible verification regimes. In the context of a biological weapons control verification regime, the dual-use nature of the biotechnology will require protection of sensitive information while allowing for the verification of treaty commitments. A major question that has arisen is whether - in a biological weapons verification regime - the presence or absence of a weapon pathogen can be determined without revealing any information about possible sensitive or proprietary information contained in the genetic materials being declared under a …
