Atomic and Electronic Structure of Polar Oxide Interfaces

In this project we developed fundamental understanding of atomic and electronic mechanisms for stabilization of polar oxide interfaces. An integrated experimental and theoretical methodology was used to develop knowledge on this important new class of ionic materials with limited dimensionality, with implications for multiple branches of the basic and applied energy sciences.

Final Report for SERDP Project RC-1649: Advanced Chemical Measurements of Smoke from DoD-prescribed Burns

Objectives: Project RC-1649, “Advanced Chemical Measurement of Smoke from DoD-prescribed Burns” was undertaken to use advanced instrumental techniques to study in detail the particulate and vapor-phase chemical composition of the smoke that results from prescribed fires used as a land management tool on DoD bases, particularly bases in the southeastern U.S. The statement of need (SON) called for “(1) improving characterization of fuel consumption” and “(2) improving characterization of air emissions under both flaming and smoldering conditions with respect to volatile organic compounds, heavy metals, and reactive gases.” The measurements and fuels were from several bases throughout the southeast (Camp Lejeune, Ft. Benning, and Ft. Jackson) and were carried out in collaboration and conjunction with projects 1647 (models) and 1648 (particulates, SW bases). Technical Approach: We used an approach that featured developing techniques for measuring biomass burning emission species in both the laboratory and field and developing infrared (IR) spectroscopy in particular. Using IR spectroscopy and other methods, we developed emission factors (EF, g of effluent per kg of fuel burned) for dozens of chemical species for several common southeastern fuel types. High-Energy Permanent Magnets for Hybrid Vehicles and Alternative Energy Uses

The report summarizes research undertaken by a multidisciplinary team aimed at the development of the next generation high-energy permanent magnets. The principal approach was relied on bottom-up fabrication of anisotropic nanocomposite magnets. Our efforts resulted in further development of the theoretical concept and fabrication principles for the nanocomposites and in synthesis of a range of rare-earth-based hard magnetic nanoparticles. Even though we did not make a breakthrough in the assembly of these hard magnetic particles with separately prepared Fe(Co) nanoparticles and did not obtain a compact nanocomposite magnet, our performed research will help to direct the future efforts, in particular, towards nano-assembly via coating, when the two phases which made the nanocomposite are first organized in core-shell-structured particles. Two other approaches were to synthesize (discover) new materials for the traditional singe-material magnets and the nanocomposite magnets. Integrated theoretical and experimental efforts lead to a significant advance in nanocluster synthesis technique and yielded novel rare-earth-free nanostructured and nanocomposite materials. Examination of fifteen R-Fe-X alloy systems (R = rare earth), which have not been explored earlier due to various synthesis difficulties reveal several new ferromagnetic compounds. Letter Report for Analytical Results for five Swipe Samples from the Northern Biomedical Research Facility, Muskegon Michigan

Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, received five swipe samples on December 10, 2013 from the Northern Biomedical Research Facility in Norton Shores, Michigan. The samples were analyzed for tritium and carbon-14 according to the NRC Form 303 supplied with the samples. The sample identification numbers are presented in Table 1 and the tritium and carbon-14 results are provided in Table 2. The pertinent procedure references are included with the data tables.

Technical Letter Report: Evaluation and Analysis of a Few International Periodic Safety Review Summary Reports

At the request of the United States (U.S.) government, the International Atomic Energy Agency (IAEA) assembled a team of 20 senior safety experts to review the regulatory framework for the safety of operating nuclear power plants in the United States. This review focused on the effectiveness of the regulatory functions implemented by the NRC and on its commitment to nuclear safety and continuous improvement. One suggestion resulting from that review was that the U.S. Nuclear Regulatory Commission (NRC) incorporate lessons learned from periodic safety reviews (PSRs) performed in other countries as an input to the NRC’s assessment processes. In the U.S., commercial nuclear power plants (NPPs) are granted an initial 40-year operating license, which may be renewed for additional 20-year periods, subject to complying with regulatory requirements. The NRC has established a framework through its inspection, and operational experience processes to ensure the safe operation of licensed nuclear facilities on an ongoing basis. In contrast, most other countries do not impose a specific time limit on the operating licenses for NPPs, they instead require that the utility operating the plant perform PSRs, typically at approximately 10-year intervals, to assure continued safe operation until the next assessment. The goal of this research project is to develop the methods and tools necessary to link unit processes analyzed using atomistic simulations involving interaction of vacancies and interstitials with dislocations, as well as dislocation mediation at sessile junctions and interfaces as affected by radiation, with cooperative influence on higher-length scale behavior of polycrystals. These tools and methods are necessary to design and enhance radiation-induced damage-tolerant alloys. The project will achieve this goal by applying atomistic simulations to characterize unit processes of: 1. Dislocation nucleation, absorption, and desorption at interfaces 2. Vacancy production, radiation-induced segregation of substitutional Cr at defect clusters (point defect sinks) in BCC Fe-Cr ferritic/martensitic steels 3. Investigation of interaction of interstitials and vacancies with impurities (V, Nb, Ta, Mo, W, Al, Si, P, S) 4. Time evolution of swelling (cluster growth) phenomena of irradiated materials 5.
