Laurel, National Legal Adviser, League of United Latin American Citizens advising Laurel of the official number of appropriate days that are required to announce the candidates for the National Presidency of LULAC was 45 days instead of 60. Herrera reassures Laurel of Herrera's certainty of this number: "I am very certain of it because I was the first national president after said resolution that was called upon to put said resolution into effect". Herrera goes on to inform Laurel that Herrera's candidacy for national president had already been submitted to the Houston Council Number 60.
