After the first Gulf war, in 1991, a new the peace process was begun, with Israel and the Palestinians discussing a five-year period of interim self-rule leading to a final settlement. Israel and Syria discussed Israeli withdrawal from the Golan Heights in exchange for peace. Israel and Jordan discussed relations. Israel and Lebanon focused on Israel’s withdrawal from its self-declared security zone in south Lebanon and reciprocal Lebanese actions.

The 109th Congress is reviewing a number of programs that aid poor and low-income families with children. These programs include the TANF and child care block grants, child support enforcement, abstinence education, transitional Medicaid (known as Transitional Medical Assistance), Head Start, and the Workforce Investment Act. Other potential policy initiatives, such as social security and tax reform, also would likely affect low-income families with children. This report focuses on programs and policy initiatives that are being raised in the context of reviewing and reauthorizing welfare programs: TANF, the Child Care and Development Block Grant, Child Support Enforcement, Transitional Medical Assistance (TMA), Abstinence Education, initiatives to promote responsible fatherhood, and initiatives to promote rearing children in married-couple families.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 24.5 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 64% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

An issue over the years has been the inaccurate rulemaking to carry out fuel economy ratings and the in-use fuel economy has failed to meet the rated fuel economy. Various amendments and acts are being passed to ensure the accuracy to the fuel economy readings and take other factors into account when measuring them.

This report summarizes the focus of U.S.-Egyptian relations in terms of security policy and maintaining the 1979 Egyptian-Israeli peace-treaty. Moreover, the report suggests the importance of sustaining the relationship to protect U.S. interests, but also the cost of the relationship that is displayed in the $2 billion in economic and military assistance the U.S. provides Egypt with annually.

In the second session, Congress continues to confront an array of issues related to the public lands managed by the Bureau of Land Management (BLM) and the national forests managed by the U.S. Forest Service (FS). The Administration continues to address public lands and national forests through budgetary, regulatory, and other actions. Several key issues of ongoing congressional and administrative interest are covered in this report.

In the 108th Congress, debate over energy efficiency programs has focused on budget, oil, natural gas, and electricity issues, and provisions in the omnibus energy policy bill, S. 2095, H.R. 6, and S. 14/S. 1149. The Bush Administration’s FY2005 budget request for the Department of Energy’s (DOE’s) Energy Efficiency Program sought $875.9 million, including $543.9 for R&D and $332.0 million for grants. In the first session, the omnibus energy bill (H.R. 6) had several significant tax and regulatory measures for energy efficiency. It did not pass the Senate due to concerns about cost and an MTBE “safe harbor” provision.

Renewable energy is derived from resources that are generally not depleted by human use, such as the sun, wind, and water movement. This report discusses various aspects of policy regarding renewable energy including tax credits and budget legislation.

In approving the FY2001 agriculture appropriations act, Congress codified the lifting of unilateral sanctions on commercial sales of food, agricultural commodities, medicine, and medical products to Iran, Libya, North Korea, and Sudan, and extended this policy to Cuba (as enacted in by the Trade Sanctions Reform and Export Enhancement Act of 2000, or TSRA). Congressional opponents of TSRA's prohibitions on private U.S. financing of agricultural sales, public financing of eligible exports, and tourist travel to Cuba have introduced bills since 2000 to repeal these provisions. Though several amendments to repeal or relax TSRA provisions relative to Cuba were adopted by committees or passed during floor debate, all were dropped in conference action. Administration officials continually signal to conferees they will advise the President to veto any bill that would change TSRA's prohibitions against Cuba.

From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.

This report discusses issues debated in the 107th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). This issue brief discusses the Airport Improvement Program and its complement, the Passenger Facility Charge (PFC). After a brief history of federal support for airport construction and improvement, the report describes AIP funding, its source of revenues, funding distribution, the types of projects the program funds, AIP and PFC policy issues, and the allowable use of AIP funds for airport security purposes.

On April 10, 2003, the House passed comprehensive energy legislation, H.R. 6 (247- 175). The bill was a composite of four measures – H.R. 39, reported from the House Committee on Resources, H.R. 238, marked up by the House Science Committee, H.R. 1531, reported from Ways and Means, and an unnumbered bill reported out of the Energy and Commerce Committee. Unlike comprehensive energy legislation (H.R. 4) debated in the 107th Congress, H.R. 6 includes a section on electricity which has stirred some controversy. H.R. 6 would provide authorization for exploration and development of the Arctic National Wildlife Refuge (ANWR).
