Our Changing Planet: The U.S. Climate Change Science Program for Fiscal Year 2008

This report describes the activities and plans of the Climate Change Science Program (CCSP), which incorporates the U.S. Global Change Research Program, established under the Global Change Research Act of 1990, and the Climate Change Research Initiative, established by the President in 2001. CCSP coordinates and integrates scientific research on climate and global change supported by 13 participating departments and agencies of the U.S. Government. The document describes a wide range of advances in understanding the underlying processes responsible for climate variability and change, such as advances in understanding of climate change at high latitudes. It also describes progress on understanding the ongoing and projected effects of climate change on nature and society, including the interconnected relationships between climate, forests, and wildfire. The document also describes how observational and predictive capabilities are being improved and used to create tools to support decision making at local, regional, and national scales to cope with environmental variability and change.

Scenarios of Greenhouse Gas Emissions and Atmospheric Concentrations

This and a companion report constitute one of twenty-one Synthesis and Assessment Products called for in the Strategic Plan for the U.S. Climate Change Science Program. These studies are structured to provide high-level, integrated research results on important science issues with a particular focus on questions raised by decision-makers on dimensions of climate change directly relevant to the U.S. One element of the CCSP's strategic vision is to provide decision support tools for differentiating and evaluating response strategies. Scenario-based analysis is one such tool. The scenarios in this report explore the implications of alternative stabilization levels of anthropogenic greenhouse gases (GHGs) in the atmosphere, and they explicitly consider the economic and technological foundations of such response options. Such scenarios are a valuable complement to other scientific research contained in the twenty-one CCSP Synthesis and Assessment Products. The companion to the research reported here, Global-Change Scenarios: Their Development and Use, explores the broader strategic frame for developing and utilizing scenarios in support of climate decision making.

A Bill : House Bill 2460

On April 3, 2007, Governor Mike Beebe of Arkansas established a Governor's Commission on Global Warming with the signing of HB2460. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.
