Until joining Richardson in July 1971, Mr. Hughey worked for the cities of Wichita Falls, Texas, and Los Alamos, [New Mexico]. In 1974, he was named "Outstanding Young Man of Richardson" by the Richardson Jaycees. He is past president of the North Texas City Management Association and a former member of the Texas City Management Association's Ethics and Professional Standards Committee.
