Divided-Tenure, Divided Recovery: How Policy and Land Tenure Shape Disaster Recovery for Mobile Homeowners

People who live in mobile homes have heightened vulnerability to disasters, due in part to mobile homes increasingly occupying high-hazard risk lands and the precarious ownership status known as divided-tenure. Divided-tenure is when an individual owns a mobile home and rents the land underneath. To identify the challenges associated with divided-tenure and disaster recovery from a policy perspective, this study analyzed the content of key HUD policies and performed a comparative policy analysis of purchase opportunity laws (requirements of landowners to give mobile homeowners an opportunity to purchase the property their home resides on) in three states: California, Florida, and New York. Content analysis indicated few direct references to mobile homes. Inconsistencies and confusing messaging were found in the existing federal guidance. The lack of consistent terminology and guidance on addressing divided-tenure, limits mobile homeowner's options for disaster recovery, including eligibility for federal disaster aid and potentially participation in relocation or buyout programs. The three selected states' purchase opportunity laws reviewed in this study were rated as weak. Policies lacked alignment with federal documents and opportunities for mobile homeowners were difficult to navigate. Disasters, Smart Growth and Economic Resilience: An Empirical Analysis of Florida Cities

This dissertation examines the relationship between economic resilience, disaster experience, and smart growth policies at the local government level. The study is based upon three research questions that examine spatial distribution of economic resilience in Florida cities, and examines the impact of disaster experience, and smart growth policies adopted by local governments on economic resilience. Based upon the bounce-forward approach (Cowell, 2013; Klein et al. 2003), economic resilience is defined using three dimensions—economic stability, economic equity, and economic diversity. The spatial analysis is conducted by mapping economic resilience scores across 780 Census Designated Places in Florida through standard deviation method of classification, and conducting cluster-outlier analysis. Results suggest difference in economic resilience within coastal and inland communities—with higher scores mostly situated inland. East Central Florida, Tampa Bay, and South Florida were identified as high economic resilience clusters, and Northwest Florida was identified as low resilience cluster. Impact of disaster experience, and smart growth policies on economic resilience was examined based upon logic of focusing events by Birkland (1997, 2010). A Study of the Omnibus Budget Reconciliation Act of 1987 and the Amendments of 1989 and 1990. Mandatory Education for Nursing Assistants and Their Effect on Job Performance in Two Counties in Florida

The purpose of this study was to focus on the Omnibus Budget Reconciliation Act of 1987 and the amendments of 1989 and 1990. Nursing assistants were placed in cluster groups of 300-hours, 120-hours, and 0-hours. Each subject's job performance of nursing care was observed using the Francis's Task Performance Rating Scale. The purpose of the analysis was to determine (1) if there was a significant difference in job performance of patient care between program completers and the challengers, (2) if there was a significant difference in the job performance of patient care between 300-hour and 120-hour, and (3) if there was a significant difference between the content required in OBRA mandated nursing assistant programs and actual job performance skills needed in patient care. It was determined that program completers' job performance of patient care was significantly different from the challengers.
