Methyl bromide, like chlorofluorocarbons (CFCs), has been implicated by scientists in contributing to stratospheric ozone depletion, which may pose health threats to living organisms due to increased exposure to harmful ultraviolet (UV) radiation. Methyl bromide is currently used widely as a pesticide in international agricultural commerce.

A Clean Air Option: Cash for Clunkers

The Clean Air Act Amendments of 1990 encourage states to pursue market-based approaches to improve air quality. An Accelerated Vehicle Retirement (AVR) program, commonly referred to as "Cash for Clunkers," is designed to provide an economic incentive for the owners of highly polluting vehicles to retire their automobiles permanently from use and to provide greater flexibility for private industry to reduce emissions by sponsoring such a program. The implementation of AVR programs can be controversial. This report discusses the AVR program debate and includes information on completed AVR pilot projects in selected states.

On June 14th, 1999, the Fish and Wildlife Service (FWS) called for public comment on its current procedures for designating critical habitat. In addition, a proposal is before the Senate (S.1100) to move the time at which critical habitat must be designated for a species under the Endangered Species Act (ESA) from being (basically) concurrent with the listing of the species to the time a recovery plan is finalized for that species. This report is written as background for considering the current legislative proposal and the FWS notice and may be updated as circumstances warrant.

In the 107th Congress, S. 2797 (S.Rept. 107-222) would have provided $8.30 billion for EPA in FY2003. H.R. 5605 (H.Rept. 107- 740) would have provide $8.20 billion. Both bills would restore much of the water infrastructure funding but there was no final action by the end of Congress. Continuing resolutions funded at the same level as in FY2002. In the 108th Congress, P.L. 108-7 (H.J.Res. 2) provides EPA with $8.08 billion for FY2003.

The Debt Limit: Why It Rose After Four Years of Surpluses and the Debt Changes Since

In December 2002, the Administration began warning Congress that the debt limit ($6.4 trillion) would be reached in the first half of 2002. As the limit was approached in February 2003, the Administration resorted to suspension of certain internal fund investments to avoid a default. The adoption of the budget resolution (H.Con.Res. 95; April 11, 2003) for FY2004 generated legislation (H.J.Res. 51) — deemed passed by the House — that would increase the debt limit to $7.4 trillion.

The Tobacco Settlement: Issues

Since 1994, 41 states and Puerto Rico have sued the tobacco industry to recover the medical costs of treating smokers. On June 20, 1997, a group of state attorneys general and industry lawyers announced that they had reached a settlement that would protect the tobacco companies from civil liability in return for annual industry payments of $365.5 billion over 25 years to reimburse states for their tobacco-related medical costs, and pay for tobacco control programs to reduce tobacco use among teenagers.

Freedom of Speech and Press: Exceptions to the First Amendment

The First Amendment to the United States Constitution provides that “Congress shall make no law... abridging the freedom of speech, or of the press....” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.
