The memo lists the thirteen steps Bonilla has taken on behalf of League of United Latin American Citizens (LULAC) since his election as president. The second memo, dated June 25, 1979, is addressed to "All National Officers, State Directors, District Directors, and Council Presidents". In the memo, Bonilla conveys that the past president, Pena, has no LULAC money to forward to the current council. Bonilla suggests an emergency meeting of the National Executive Board.
