6 Batch Injection and Slipped Beam Tune Measurements in Fermilab?s Main Injector

During NOVA operations it is planned to run the Fermilab Recycler in a 12 batch slip stacking mode. In preparation for this, measurements of the tune during a six batch injection and then as the beam is decelerated by changing the RF frequency have been carried out in the Main Injector. The coherent tune shifts due to the changing beam intensity were measured and compared well with the theoretically expected tune shift. The tune shifts due to changing RF frequency, required for slip stacking, also compare well with the linear theory, although some nonlinear affects are apparent at large frequency changes. These results give us confidence that the expected tunes shifts during 12 batch slip stacking Recycler operations can be accommodated.

6-D weak-strong beam-beam simulation study of proton lifetime in presence of head-on beam-beam compensation in the RHIC

In this note we summarize the calculated particle loss of a proton bunch in the presence of head-on beam-beam compensation in the Relativistic Heavy Ion Collider (RHIC). To compensate the head-on beam-beam effect in the RHIC 250 GeV polarized proton run, we are introducing a DC electron beam with the same transverse profile as the proton beam to collide with the proton beam. Such a device is called an electron lens (e-lens). In this note we first present the optics and beam parameters and the tracking setup. Then we calculate and compare the particle loss of a proton bunch with head-on beam-beam compensation, phase advance of k{pi} between IP8 and the center of the e-lens and second order chromaticity correction. We scanned the proton beam's linear chromaticity, working point and bunch intensity. We also scanned the electron beam's intensity, transverse beam size. The effect of the electron-proton transverse offset in the e-lens was studied. In the study 6-D weak-strong beam-beam interaction model a la Hirata is used for proton collisions at IP6 and IP8. The e-lens is modeled as 8 slices. Each slice is modeled with as drift - (4D beam-beam kick) - drift.

8(a) Program: Fourteen Ineligible Firms Received $325 Million in Sole-Source and Set-Aside Contracts

A letter report issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) helps socially and economically disadvantaged small businesses gain access to federal contracting opportunities through its 8(a) program. To participate, firms must be at least 51 percent owned and controlled by an individual who meets SBA's criteria of socially and economically disadvantaged. The firm must also qualify as a small business. Once certified, 8(a) firms are eligible to receive sole-source and set-aside contracts for up to 9 years. GAO was asked to (1) determine whether ineligible firms are participating in the 8(a) program, (2) proactively test SBA's controls over the 8(a) application process, and (3) determine what vulnerabilities, if any, exist in SBA's fraud prevention system. To identify cases, GAO reviewed SBA data and complaints to GAO's fraud hotline. To perform its proactive testing, GAO created four bogus businesses and applied for 8(a) certification. GAO did not attempt to project the extent of fraud and abuse in the program."

8(a) Program: The Importance of Effective Fraud Prevention Controls

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our prior investigation of the Small Business Administration's (SBA) 8(a) Business Development Program. SBA's 8(a) program, named for a section of the Small Business Act, is a development program created to help small, disadvantaged businesses compete in the American economy and access the federal procurement market. To participate in the program, a firm must be certified as meeting several criteria, including: be a small business as defined by SBA; be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States; and show potential for success. Upon certification, firms can obtain federal contracts without competing fully and openly for the work. For example, agencies are permitted to enter into sole-source contracts after soliciting and negotiating with only one 8(a) company. They also can participate in restricted competitions for federal contracts, known as set-asides, open to only 8(a) companies. A major thrust in bioenergy research is to develop innovative methods for deconstructing plant cell wall polymers, such as cellulose and lignin, into simple monomers that can be biologically converted to ethanol and other fuels. Current techniques for monitoring a broad array of cell wall materials and specific degradation products are expensive and time consuming. To monitor various polymers and assay their breakdown products, molecular probes for detecting specific carbohydrates and lignins are urgently needed. These new probes would extend the limited biochemical techniques available, and enable realtime imaging of ultrastructural changes in plant cells. Furthermore, degradation of plant biomass could be greatly accelerated by the development of catalysts that can hydrolyze key cell wall polysaccharides and lignin. The objective of this project was to develop cheap and efficient DNA reagents (aptamers) used to detect and quantify polysaccharides, lignin, and relevant products of their breakdown. A practical goal of the research was to develop electrochemical aptamer biosensors, which could be integrated into microfluidic devices and used for high-throughput screening of enzymes or biological systems that degrade biomass. A 10,000 groove/mm multilayer coated grating for EUV spectroscopy

Ultra-high spectral resolution in the EUV and soft x-ray energy ranges requires the use of very high line density gratings with optimal design resulting in use of a Blazed Multilayer Grating (BMG) structure. Here we demonstrate the production of near-atomically perfect Si blazed substrates with an ultra-high groove density (10,000 l/mm) together with the measured and theoretical performance of an Al/Zr multilayer coating on the grating. A 1st order absolute efficiency of 13percent and 24.6percent was achieved at incidence angles of 11o and 36o respectively. Cross-sectional TEM shows the effect of smoothing caused by the surface mobility of deposited atoms and we correlate this effect with a reduction in peak diffraction efficiency. This work shows the high performance that can be achieved with BMGs based on small-period anisotropic etched Si substrates, but also the constraints imposed by the surface mobility of deposited species.

The 10-20-30 Plan and Persistent Poverty Counties

This report discusses the 10-20-30 plan of reallocating funds in rural development programs toward counties with systemic poverty levels defined as 20% of the population being at or below poverty level for 30 years. This report explains why targeting funds to persistent poverty counties might be of interest, how "persistent poverty" is defined and measured, and how different interpretations of the definition and different data source selections could yield different lists of counties identified as persistently poor. This report does not compare the 10-20-30 plan's advantages and disadvantages against other policy options, nor does it examine the range of programs or policy goals for which the 1020-30 plan might be an appropriate policy tool.

The Advanced Test Reactor (ATR), located in the ATR Complex of the Idaho National Laboratory (INL), was constructed in the 1960s for the purpose of irradiating reactor fuels and materials. Other irradiation services, such as radioisotope production, are also performed at ATR. The ATR is fueled with high-enriched uranium (HEU) matrix (UAlx) in an aluminum sandwich plate cladding. The National Nuclear Security Administration Global Threat Reduction Initiative (GTRI) strategic mission includes efforts to reduce and protect vulnerable nuclear and radiological material at civilian sites around the world. Converting research reactors from using HEU to low-enriched uranium (LEU) was originally started in 1978 as the Reduced Enrichment for Research and Test Reactors (RERTR) Program under the U.S. Department of Energy (DOE) Office of Science. Within this strategic mission, GTRI has three goals that provide a comprehensive approach to achieving this mission: The first goal, the driver for the modification that is the subject of this determination, is to convert research reactors from using HEU to LEU. The replacement of the ATR Control Complex's obsolete computer based Reactor Data Acquisition System (RDAS) and its safety-related Lobe Power Calculation and Indication System (LPCIS) software application is vitally important to ensure the ATR remains available to support this national mission. The RDAS supports safe operation of the reactor by providing 'real-time' plant status information (indications and alarms) for use by the reactor operators via the Console Display System (CDS). The RDAS is a computer support system that acquires analog and digital information from various reactor and reactor support systems. The RDAS information is used to display quadrant and lobe powers via a display interface more user friendly than that provided by the recorders and the Control Room upright panels. RDAS provides input to the Nuclear Engineering ATR Surveillance Data System (ASUDAS) for fuel burn-up analysis and the production of cycle data for experiment sponsors and the generation of the Core Safety Assurance Package (CSAP). RDAS also archives and provides for retrieval of historical plant data which may be used for event reconstruction, data analysis, training and safety analysis. Near term replacement of aging and obsolescent original ATR equipment has become important to ensure ATR capability in support of NE’s long term national missions. To that end, a mission needs statement has been prepared for a non-major system acquisition which is comprised of three interdependent subprojects. The first project, subject of this determination, will replace the existent diesel-electrical bus (E-3) and associated switchgear. More specifically, INL proposes transitioning ATR to 100% commercial power with appropriate emergency backup to include: • Provide commercial power as the normal source of power to the ATR loads currently supplied by diesel-electric power. • Provide backup power to the critical ATR loads in the event of a loss of commercial power. • Replace obsolescent critical ATR power distribution equipment, e.g., switchgear, transformers, motor control centers, distribution panels. Completion of this and two other age-related projects (primary coolant pump and motor replacement and emergency firewater injection system replacement) will resolve major age related operational issues plus make a significant contribution in sustaining the ATR safety and reliability profile. 10 CFR 850 defines a contractor as any entity, including affiliated entities, such as a parent corporation, under contract with DOE, including a subcontractor at any tier, with responsibility for performing work at a DOE site in furtherance of a DOE mission. The Chronic Beryllium Disease Prevention Program (CBDPP) applies to beryllium-related activities that are performed at the Lawrence Livermore National Laboratory (LLNL). The CBDPP or Beryllium Safety Program is integrated into the LLNL Worker Safety and Health Program and, thus, implementation documents and responsibilities are integrated in various documents and organizational structures. Program development and management of the CBDPP is delegated to the Environment, Safety and Health (ES&H) Directorate, Worker Safety and Health Functional Area. As per 10 CFR 850, Lawrence Livermore National Security, LLC (LLNS) periodically submits a CBDPP to the National Nuclear Security Administration/Livermore Site Office (NNSA/LSO). A 10-Hz Terawatt Class Ti:Sapphire Laser System: Development and Applications

We developed a two stage Ti:Sapphire laser system to generate 16 mJ/80fs laser pulses at the pulse repetition rate of 10 Hz. The key deriver for the present design is implementing a highly efficient symmetric confocal pre-amplifier and employing a simple, inexpensive synchronization scheme relying only on a commercial digital delay-generator. We characterized the amplified pulses in spatial-, spectral-, and temporal-domains. The laser system was used to investigate various nonlinear optical processes, and to modify the optical properties of metal- and semiconductor-surfaces. We are currently building a third amplifier to boost the laser power to the multi-terawatt range.
