Community Development: Limited Information on the Use and Effectiveness of Tax Expenditures Could Be Mitigated through Congressional Attention

A letter report issued by the Government Accountability Office with an abstract that begins "GAO identified 23 community development tax expenditures available in fiscal year 2010. For example, five ($1.5 billion) targeted economically distressed areas, and nine ($8.7 billion) supported specific activities such as rehabilitating structures for business use. The design of each community development tax expenditure appears to overlap with that of at least one other tax expenditure in terms of the areas or activities funded. Federal tax laws and regulations permit use of multiple tax expenditures or tax expenditures with other federal spending programs, but often with limits. For instance, employers cannot claim more than one employment tax credit for the same wages paid to an individual. Besides IRS, administering many community development tax expenditures involves other federal agencies as well as state and local governments. For example, the National Park Service oversees preservation standards for the 20 percent historic rehabilitation tax credit. Fragmented administration and program overlap can result in administrative burden, such as applications to multiple federal agencies to fund the needs of a distressed area or finance a specific."

Correspondence issued by the Government Accountability Office with an abstract that begins "U.S. government (USG), non-USG coalition, and DOD contractor personnel perform various roles in the ANP training program. These roles include: (1) serving as advisors and mentors to build ministerial capacity in areas such as financial and human resource management at the Afghan Ministry of Interior; (2) serving as mentors and trainers to develop Afghan commanders’ abilities to operate training sites and provide training to ANP recruits in areas such as criminal investigation, weapons, survival skills, and physical fitness; and (3) serving as embedded mentors to help deployed ANP units develop civilian policing skills. DOD contractor personnel also provide maintenance, logistics, and security support at training sites.As of November 2011, about 778 USG, non-USG coalition, and DOD contractor personnel provided ANP training and mentoring at 23 NATO-managed sites. Approximately 66 percent of these trainers and mentors were non-USG coalition personnel, 21 percent were USG personnel, and the remaining 13 percent were DOD contractor personnel. In addition, about 2,825 DOD contractor personnel provided maintenance, logistics, and security services at 12 NATO-managed training sites."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses possible strategies for improving the rate of federal employment of individuals with disabilities. This testimony is based on our October 2010 report that discussed barriers to the employment of people with disabilities in the federal workforce and leading practices that could be used to overcome these barriers. To identify these barriers and leading practices, we solicited the views of a wide range of knowledgeable individuals through a survey and forum held at GAO on July 20, 2010. Participants in the forum concluded (1) Top leadership commitment is key to implementing and sustaining improvements in the employment of individuals with disabilities. (2) Accountability is critical to success. (3) Regularly surveying the workforce on disability issues provides agencies with important information on potential barriers. (4) Better coordination within and across agencies could improve employment outcomes for employees with disabilities. (5) Training for staff at all levels can disseminate leading practices throughout the agency. (6) Career development opportunities inclusive of people with disabilities can facilitate advancement and increase retention. Testimony issued by the Government Accountability Office with an abstract that begins "This report discusses our efforts to evaluate the Department of Defense's (DOD) and the U.S. Coast Guard's oversight and implementation of their respective sexual assault prevention and response programs. Our findings build upon our previous work related to sexual assault in the military services. DOD and the Coast Guard have taken a number of positive steps to increase program awareness and to improve their prevention and response to occurrences of sexual assault, but additional actions are needed to strengthen their respective programs. As we have previously reported, sexual assault is a crime with a far-reaching negative impact on the military services in that it undermines core values, degrades mission readiness and esprit de corps, subverts strategic goodwill, and raises financial costs. Since we reported on these implications in 2008, incidents of sexual assault have continued to occur; in fiscal year 2008, DOD reported nearly 3,000 alleged sexual assault cases, and the Coast Guard reported about 80. However, it remains impossible to accurately analyze trends or draw conclusions from these data because DOD and the Coast Guard have not yet standardized their respective reporting requirements."

Southwest Border Security: Additional Actions Needed to Better Assess Fencing's Contributions to Operations and Provide Guidance for Identifying Capability Gaps

Border fencing is intended to benefit border security operations in various ways, according to officials from the U.S. Border Patrol (Border Patrol), which is within the Department of Homeland Security's (DHS) U.S. Customs and Border Protection (CBP). For example, according to officials, border fencing supports Border Patrol agents' ability to execute essential tasks, such as identifying illicit-cross border activities. CBP collects data that could help provide insight into how border fencing contributes to border security operations, including the location of illegal entries. However, CBP has not developed metrics that systematically use these, among other data it collects, to assess the contributions of border fencing to its mission. For example, CBP could potentially use these data to determine the extent to which border fencing diverts illegal entrants into more rural and remote environments, and border fencing's impact, if any, on apprehension rates over time. Developing metrics to assess the contributions of fencing to border security operations could better position CBP to make resource allocation decisions with the best information available to inform competing mission priorities and investments.
