This memorandum of understanding (MOU) reaffirms the commitment to the development of a new model of U.S.-China military-to-military relations, which is an integral part of the bilateral relationship between the two nations.

This memorandum of understanding (MOU) describes the purpose, principles, and processes of an effort to strengthen adherence to existing international law and norms, to improve operational safety at sea and in the air, to enhance mutual trust, and to develop a new model of military-to-military relations between the United States and the People's Republic of China.

This report to Congress is pursuant to the National Defense Authorization Act for Fiscal Year 2000 containing in both classified and unclassified form, information on the military and security developments involving the People's Republic of China. The report addresses the current and probable future course of military-technological development of the People's Liberation Army and the tenants and probable development of Chinese security strategy and military strategy, and of the military organizations and operational concepts supporting such developments.
