Private Health Insurance: Expiration of the Health Coverage Tax Credit Will Affect Participants' Costs and Coverage Choices as Health Reform Provisions Are Implemented

A letter report issued by the Government Accountability Office with an abstract that begins "Expiration of the Health Coverage Tax Credit (HCTC) and implementation of Patient Protection and Affordable Care Act (PPACA) premium tax credits, cost-sharing subsidies, and Medicaid expansion will affect HCTC participants' costs for health plans in multiple ways. Projections from GAO's analysis of 2010 Internal Revenue Service (IRS) data show that most HCTC participants in 2014 will likely be eligible for less generous tax credits under PPACA than the HCTC. Specifically, about 69 percent of HCTC participants will likely be ineligible for either a PPACA premium tax credit or Medicaid, or they will likely receive a PPACA premium tax credit less generous than the HCTC. On the other hand, GAO's analysis also found that at least 23 percent will likely be eligible for PPACA premium tax credits more generous than the HCTC. In addition to the PPACA premium tax credit, up to 28 percent of all HCTC participants will likely be eligible for PPACA cost-sharing subsidies--subsidies that will help them pay for deductibles and copays--depending in part on whether or not their state expands Medicaid under PPACA. Numerical simulation studies of the long-term evolution of a CO2 plume in a saline aquifer with a sloping caprock

We have used the TOUGH2-MP/ECO2N code to perform numerical simulation studies of the long-term behavior of CO{sub 2} stored in an aquifer with a sloping caprock. This problem is of great practical interest, and is very challenging due to the importance of multi-scale processes. We find that the mechanism of plume advance is different from what is seen in a forced immiscible displacement, such as gas injection into a water-saturated medium. Instead of pushing the water forward, the plume advances because the vertical pressure gradients within the plume are smaller than hydrostatic, causing the groundwater column to collapse ahead of the plume tip. Increased resistance to vertical flow of aqueous phase in anisotropic media leads to reduced speed of updip plume advancement. Vertical equilibrium models that ignore effects of vertical flow will overpredict the speed of plume advancement. The CO{sub 2} plume becomes thinner as it advances, yet the speed of advancement remains constant over the entire simulation period of up to 400 years, with migration distances of more than 80 km. Our simulations include dissolution of CO{sub 2} into the aqueous phase and associated density increase, and molecular diffusion. However, no convection develops in the aqueous phase because it …

Purdue Hydrogen Systems Laboratory

The Hydrogen Systems Laboratory in a unique partnership between Purdue University's main campus in West Lafayette and the Calumet campus was established and its capabilities were enhanced towards technology demonstrators. The laboratory engaged in basic research in hydrogen production and storage and initiated engineering systems research with performance goals established as per the USDOE Hydrogen, Fuel Cells, and Infrastructure Technologies Program. In the chemical storage and recycling part of the project, we worked towards maximum recycling yield via novel chemical selection and novel recycling pathways. With the basic potential of a large hydrogen yield from AB, we used it as an example chemical but have also discovered its limitations. Further, we discovered alternate storage chemicals that appear to have advantages over AB. We improved the slurry hydrolysis approach by using advanced slurry/solution mixing techniques. We demonstrated vehicle scale aqueous and non-aqueous slurry reactors to address various engineering issues in on-board chemical hydrogen storage systems. We measured the thermal properties of raw and spent AB. Further, we conducted experiments to determine reaction mechanisms and kinetics of hydrothermolysis in hydride-rich solutions and slurries. The construction of a engineering test model of a radiation resistant quadrupole is described. The cold-iron quadrupole uses coils fabricated from metal-oixide (synthetic spinel) insulated Cable-In-Conduit-Conductor (CICC). The superconductor is NbTi in a copper matrix. The quadrupole is designed to produce a pole-tip field of 2 T with an operating current of 7,000 A.

Particle beam self-modulation instability in tapered and inhomogeneous plasma

The particle beam self-modulation instability in tapered and inhomogeneous plasmas is analyzed via an evolution equation for the beam radius. For a sufficiently fast taper the instability is suppressed, and the condition for growth suppression is derived. The form of the taper to phase lock a trailing witness bunch in the plasma wave driven by a self-modulated beam is determined, which can increase the energy gain by several orders of magnitude. Growth of the instability places stringent constraints on the initial background plasma density fluctuations.

At-tank supplemental pretreatment including both filtration and small column ion exchange is currently under evaluation to facilitate salt waste retrieval and processing in the Hanford tank farms. Spherical resorcinol formaldehyde (sRF) resin is the baseline ion exchange resin for use in the Waste Treatment and Immobilization Plant (WTP). This document provides background and technical rationale to assist in determining whether spherical resorcinol formaldehyde (sRF) is also the appropriate ion exchange resin for supplemental LAW pretreatment processes and compares sRF with crystalline silicotitanate (CST) as potential supplemental pretreatment ion exchange media.

WASTE LOADING ENHANCEMENTS FOR HANFORD LAW GLASSES VLS-10R1790-1 FINAL REPORT REV 0 12/1/2010

About 50 million gallons of high-level mixed waste is currently stored in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity waste fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed in an engineered facility on the Hanford site while the IHLW product will likely be directed to a national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) Facility and LAW glass waste form. Adaptation of a cubic smoothing spline algortihm for multi-channel data stitching at the National Ignition Facility

Some diagnostics at the National Ignition Facility (NIF), including the Gamma Reaction History (GRH) diagnostic, require multiple channels of data to achieve the required dynamic range. These channels need to be stitched together into a single time series, and they may have non-uniform and redundant time samples. We chose to apply the popular cubic smoothing spline technique to our stitching problem because we needed a general non-parametric method. We adapted one of the algorithms in the literature, by Hutchinson and deHoog, to our needs. The modified algorithm and the resulting code perform a cubic smoothing spline fit to multiple data channels with redundant time samples and missing data points. The data channels can have different, time-varying, zero-mean white noise characteristics. The method we employ automatically determines an optimal smoothing level by minimizing the Generalized Cross Validation (GCV) score. In order to automatically validate the smoothing level selection, the Weighted Sum-Squared Residual (WSSR) and zero-mean tests are performed on the residuals. Further, confidence intervals, both analytical and Monte Carlo, are also calculated. In this paper, we describe the derivation of our cubic smoothing spline algorithm. We outline the algorithm and test it with simulated and experimental data.

The Radio and Optical Luminosity Evolution of Quasars II - The SDSS Sample

We determine the radio and optical luminosity evolutions and the true distribution of the radio loudness parameter R, defined as the ratio of the radio to optical luminosity, for a set of more than 5000 quasars combining SDSS optical and FIRST radio data. We apply the method of Efron and Petrosian to access the intrinsic distribution parameters, taking into account the truncations and correlations inherent in the data. We find that the population exhibits strong positive evolution with redshift in both wavebands, with somewhat greater radio evolution than optical. With the luminosity evolutions accounted for, we determine the density evolutions and local radio and optical luminosity functions. The intrinsic distribution of the radio loudness parameter R is found to be quite different than the observed one, and is smooth with no evidence of a bi-modality in radio loudness. The results we find are in general agreement with the previous analysis of Singal et al., 2011 which used POSS-I optical and FIRST radio data.
