Federal Health Centers
This report provides an overview of the federal health center program including its statutory authority, program requirements, and appropriation levels. The report then describes health centers in general, where they are located, their patient population, and some outcomes associated with health center use. It also describes some federal programs available to assist health center operations including the FQHC designation for Medicare and Medicaid payments. The report concludes with a brief discussion of issues for Congress such as the potential effect of the ACA on health centers, the health center workforce, and financial considerations for health centers in the context of changing federal and state budgets.

Progress on a Be Cavity Design
Previous RF experiments with normal-conducting cavities have demonstrated that there is a significant degradation in maximum gradient when the cavity is subjected to a strong axial magnetic field. We have developed a model suggesting that a cavity with beryllium walls may perform better than copper cavities. In this paper we outline the issues that led us to propose fabricating a Be-wall cavity. We also discuss a concept for fabricating such a cavity and mention some of the manufacturing issues we expect to face.

SciDAC-Center for Plasma Edge Simulation Report
The Common Component Architecture (CCA) effort is the embodiment of a long-range program of research and development into the formulation, roles, and use of component technologies in high-performance scientific computing. CCA components can interoperate with other components in a variety of frameworks, including SCIRun2 from the University of Utah. The SCIRun2 framework is also developing the ability to connect components from a variety of different models through a mechanism called meta-components. The meta component model operates by providing a plugin architecture for component models. Abstract components are manipulated and managed by the SCIRun2 framework, while concrete component models perform the actual work and communicate with each other directly. We will leverage the SCIRun2 framework and the Kepler system to orchestrate components in the Fusion Simulation Project (FSP) and to provide a CCA-based interface with Kepler. The groundwork for this functionality is being performed with the Scientific Data Management center. The SDM center is developing CCA-compliant interfaces for expressing and executing workflows and create workflow components based on SCIRun and Ptolemy (Kepler) execution engines, including development of uniform interfaces for selecting, starting, and monitoring scientific workflows. This brief report provides information on legislation that authorizes the designation of any foreign government as a state sponsor of acts of international terrorism. It addresses the statutes and how they each define acts of international terrorism; establish a list to limit or prohibit aid or trade; provide for systematic removal of a foreign government from a list, including timeline and reporting requirements; authorize the President to waive restrictions on a listed foreign government; and provide (or do not provide) Congress with a means to block a delisting. It closes with a summary of delisting in the past.

Accelerator Challenges and Opportunities for Future Neutrino Experiments
There are three types of future neutrino facilities currently under study, one based on decays of stored beta-unstable ion beams (?Beta Beams?), one based on decays of stored muon beams (?Neutrino Factory?), and one based on the decays of an intense pion beam (?Superbeam?). In this paper we discuss the challenges each design team must face and the R&D being carried out to turn those challenges into technical opportunities. A new program, the Muon Accelerator Program, has begun in the U.S. to carry out the R&D for muon-based facilities, including both the Neutrino Factory and, as its ultimate goal, a Muon Collider. The goals of this program will be briefly described.
