Libya: Unrest and U.S. Policy
This report discusses the revolution and current conflict in Libya. The current crisis was triggered in mid-February 2011 by a chain of events in Benghazi and other eastern cities that quickly spiraled out of Qadhafi's control. Although Libyan opposition groups had called for a so-called "day of rage" on February 17 to commemorate protests that had occurred five years earlier, localized violence erupted prior to the planned national protests. As of April 25, U.S. and coalition officials stated that coalition military operations had destroyed the ability of the Libyan military to control Libyan airspace and had reduced the capability of Libyan ground forces by roughly 30%-40%.

Staffing for Adequate Fire and Emergency Response: The SAFER Grant Program
The Staffing for Adequate Fire and Emergency Response Act (the "SAFER Act") was enacted by the 108th Congress as part of the FY2004 National Defense Authorization Act. Coast Guard Deepwater Acquisition Programs: Background, Oversight Issues, and Options for Congress
This report provides background information and oversight issues for Congress on the Coast Guard's Deepwater acquisition programs for replacing and modernizing the service's aging fleet of deepwater-capable ships and aircraft. The Coast Guard's FY2012 budget appears to request $957.2 million in acquisition funding for Deepwater programs, including $271.6 million for aircraft, $512.0 million for surface ships and boats, and $173.6 million for other items. Congress's decisions on Deepwater acquisition programs could substantially affect Coast Guard capabilities and funding requirements, as well as contractors involved in these programs.

Renewable Energy Programs and the Farm Bill: Status and Issues
This report focuses on those policies contained in the 2008 farm bill (the Food, Conservation, and Energy Act of 2008; P.L. 110-246) that support agriculture-based renewable energy, especially biofuels. The introductory sections briefly describe how these policies evolved and how they fit into the larger context of U.S. biofuels policy. Then, the policies specific to the 2008 farm bill are defined in terms of their function, goals, administration, funding, and implementation status. The FCC's Authority to Regulate Net Neutrality After Comcast v. FCC
This report discusses the major debate over the government's role in the Internet that is currently occurring. Legally, the question appears to be whether the Federal Communications Commission (FCC or Commission) currently has the authority to regulate the ways in which Internet Service Providers (ISPs) manage Internet traffic over their networks. The FCC adopted an Internet Policy Statement in 2005 that expressed the agency's support for a policy of non-discrimination toward Internet traffic, subject to reasonable network management.
