2011 Idaho National Laboratory Water Use Report and Comprehensive Well Inventory (Revision 20)

This 2011 Idaho National Laboratory Water Use Report and Comprehensive Well Inventory (Revision 20) provides water use information (monthly annual average and total annual volume) for production and potable water wells at the Idaho National Laboratory for Calendar Year 2011. It also provides detailed information for new, modified, and abandoned (decommissioned) wells and holes. One new well was drilled and completed and one well was modified in Calendar Year 2011. A total of 14 wells and boreholes were reported as decommissioned. Detailed construction information for the new and modified wells is provided. Details are provided for the wells and boreholes that have been decommissioned, and if available, construction diagrams. Location maps are included, provided survey information was available. This report is being submitted in accordance with the Water Rights Agreement between the State of Idaho and the United States, for the United States Department of Energy (dated 1990) and the subsequent Partial Decree for Water Right 34-10901 issued June 20, 2003.

Photosynthesis is the biological process that converts solar energy into chemical energy. Elucidation of the mechanisms of photosynthetic energy conversion at a molecular level is fundamentally important for understanding the biology of photosynthetic organisms, for optimizing biological solar fuels production, and for developing biologically inspired approaches to solar energy conversion. The 2011 Gordon Conference on Photosynthesis will present cutting-edge research focusing on the biochemical aspects of photosynthesis, including: (1) structure, assembly, and function of photosynthetic complexes; (2) the mechanism of water splitting by PSII; (3) light harvesting and quenching; (4) alternative electron transport pathways; (5) biosynthesis of pigments and cofactors; and (6) improvement of photosynthesis for bioenergy and food production. Reflecting the interdisciplinary nature of photosynthesis research, a diverse group of invited speakers will represent a variety of scientific approaches to investigate photosynthesis, such as biochemistry, molecular genetics, structural biology, systems biology, and spectroscopy. Highly interactive poster sessions provide opportunities for graduate students and postdocs to present their work and exchange ideas with leaders in the field. 2011 Superconductivity Gordon Research Conference (June 5-10, 2011, Waterville Valley Resort, Waterville Valley, New Hampshire)

The 2011 Gordon Research Conference on Superconductivity will commemorate the 100th anniversary of the discovery of superconductivity by providing a forum for discussion of the latest experimental and theoretical advances in this field. The conference will bring together experts to address the current challenges in understanding correlated superconductors - from cuprates and pnictides to heavy fermion superconductors. The fundamental mechanisms of superconducting pairing, the underlying explanations for thermodynamic phase diagrams including potential importance of competing phases, the correspondence between these phenomena, and the transport and spectroscopic properties of these materials will be among the themes of the conference. We will also discuss the feasibility of using lessons learned from the study of known superconductors as a guide to the future discovery of novel and higher temperature superconductors. Speakers will be strongly encouraged to present new, unpublished work, which will ensure that discussions evoke and explore new research directions. The participation of young scientists at the graduate student or post-doctoral level will be encouraged by the offering of selected presentations, focused discussions with invited speakers, and poster sessions. In addition, the organizers have earmarked funds to facilitate attendance of members of groups underrepresented in science and engineering.

The United States Agency for International Development (USAID) is pleased to provide the following report pursuant to House Report 114-154 accompanying H.R. 2772, which details “the number of people employed by USAID, the category of employment (direct hire, personal service contractor, Participating Agency Service Agreement, and similar categories), the veteran status of direct hires employed by USAID, the office or overseas post to which they are assigned or detailed, the appropriation account used to fund the employees, specific legislative authority needed to hire the employees, and, if hired by another Federal agency, the additional administrative expenses charged by that agency,” and, “staffing levels and position titles for all Washington-based and overseas employees by bureau, office or other unit.” USAID utilizes multiple hiring mechanisms to accomplish its work and deliver on its mission to end extreme poverty. Congress has provided authorities to USAID that allow for multiple employment arrangements. This allows the Agency to provide effective project design, implementation, and oversight of USAID-managed and co-managed programs. The nature of the work is usually the primary driver in determining the most appropriate type of employment mechanism. 2D Spatial Frequency Considerations in Comparing 1D Power Spectral Density Measurements

The frequency footprint of ID and 2D profiling instruments needs to be carefully considered in comparing ID surface roughness spectrum measurements made by different instruments. Contributions from orthogonal direction frequency components can not be neglected. The use of optical profiling instruments is ubiquitous in the measurement of the roughness of optical surfaces. Their ease-of-use and non-contact measurement method found widespread use in the optics industry for measuring the quality of delicate optical surfaces. Computerized digital data acquisition with these instruments allowed for quick and easy calculation of surface roughness statistics, such as root-mean-square (RMS) roughness. The computing power of the desktop computer allowed for the rapid conversion of spatial domain data into the frequency domain, enabling the application of sophisticated signal processing techniques to be applied to the analysis of surface roughness, the most powerful of which is the power spectral density (PSP) function. Application of the PSD function to surface statistics introduced the concept of 'bandwidth-limited' roughness, where the value of the RMS roughness depends critically upon the spatial frequency response of the instrument. Different instruments with different spatial frequency response characteristics give different answers when measuring the same surface.

3013/9975 Surveillance Program Interim Summary Report

The K-Area Materials Storage (KAMS) Documented Safety Analysis (DSA) requires a surveillance program to monitor the safety performance of 3013 containers and 9975 shipping packages stored in KAMS. The SRS surveillance program [Reference 1] outlines activities for field surveillance and laboratory tests that demonstrate the packages meet the functional performance requirements described in the DSA. The SRS program also supports the complexwide Integrated Surveillance Program (ISP) [Reference 2] for 3013 containers. The purpose of this report is to provide a summary of the SRS portion of the surveillance program activities through fiscal year 2010 (FY10) and formally communicate the interpretation of these results by the Surveillance Program Authority (SPA). Surveillance for the initial 3013 container random sampling of the Innocuous bin and the Pressure bin has been completed and there has been no indication of corrosion or significant pressurization. The maximum pressure observed was less than 50 psig, which is well below the design pressure of 699 psig for the 3013 container [Reference 3]. The data collected during surveillance of these bins has been evaluated by the Materials Identification and Surveillance (MIS) Working Group and no additional surveillance is necessary for these bins at least through FY13. 3D Equilibrium Effects Due to RMP Application on DIII-D

The mitigation and suppression of edge localized modes (ELMs) through application of resonant magnetic perturbations (RMPs) in Tokamak plasmas is a well documented phenomenon [1]. Vacuum calculations suggest the formation of edge islands and stochastic regions when RMPs are applied to the axisymmetric equilibria. Self-consistent calculations of the plasma equilibrium with the VMEC [2] and SPEC [3] codes have been performed for an up-down symmetric shot (142603) in DIII-D. In these codes, a self-consistent calculation of the plasma response due to the RMP coils is calculated. The VMEC code globally enforces the constraints of ideal MHD; consequently, a continuously nested family of flux surfaces is enforced throughout the plasma domain. This approach necessarily precludes the observation of islands or field-line chaos. The SPEC code relaxes the constraints of ideal MHD locally, and allows for islands and field line chaos at or near the rational surfaces. Equilibria with finite pressure gradients are approximated by a set of discrete "ideal-interfaces" at the most irrational flux surfaces and where the strongest pressure gradients are observed.
