The Expeditionary Fighting Vehicle (EFV) is an armored amphibious vehicle program that originated two decades ago to replace the 1970s-era Amphibious Assault Vehicle (AAV). The EFV has experienced a variety of developmental difficulties, resulting in significant program delays and cost growth. While the Marine Corps and Department of Defense remain optimistic about the future of the EFC program, there continue to be major concerns about the EFV's reliability and escalating costs.

The Navy is procuring a new type of surface combatant called the Littoral Combat Ship (LCS). The Navy wants to procure a total of 55 LCSs. A policy owner with unneeded life insurance can surrender the policy to the insurer for its cash surrender value. Or, the owner may receive more by selling the policy to a third-party investor through a life settlement. These transactions have involved high-dollar-amount policies covering older persons. Despite their potential benefits, life settlements can have unintended consequences for policy owners, such as unexpected tax liabilities. Also, policy owners commonly rely on intermediaries to help them, and some intermediaries may engage in abusive practices. As requested, this report addresses how the life settlement market is organized and regulated, and what challenges policy owners, investors, and others face in connection with life settlements. GAO reviewed and analyzed studies on life settlements and applicable state and federal laws; surveyed insurance regulators and life settlement providers; and interviewed relevant market participants, state and federal regulators, trade associations, and market observers."

A letter report issued by the Government Accountability Office with an abstract that begins "Over 9 million passengers departed from U.S. ports on cruise ships in 2008, and according to agency officials, cruise ships are attractive terrorist targets. GAO was asked to review cruise ship security, and this report addresses the extent to which (1) the Coast Guard, the lead federal agency on maritime security, assessed risk in accordance with the Department of Homeland Security's (DHS) guidance and identified risks; and (2) federal agencies, cruise ship and facility operators, and law enforcement entities have taken actions to protect cruise ships and their facilities. GAO reviewed relevant requirements and agency documents on maritime security, analyzed 2006 through 2008 security operations data, interviewed federal and industry officials, and made observations at seven ports. GAO selected these locations based on factors such as the number of sailings from each port. A letter report issued by the Government Accountability Office with an abstract that begins "The illicit drug trade remains a challenge to the overall U.S. counterinsurgency campaign in Afghanistan. Afghanistan produces over 90 percent of the world's opium, which competes with the country's licit agriculture industry, provides funds to insurgents, and fuels corruption in Afghanistan. Since 2005, the United States has allotted over $2 billion to stem the production, consumption, and trafficking of illicit drugs while building the Afghan government's capacity to conduct counternarcotics activities on its own. In this report, GAO (1) examines how the U.S. counternarcotics strategy in Afghanistan has changed; (2) assesses progress made and challenges faced within the elimination/eradication, interdiction, justice reform, public information, and drug demand reduction program areas; and (3) assesses U.S. agencies' monitoring and evaluation efforts. To address these objectives, GAO obtained pertinent program documents and interviewed relevant U.S. and Afghan officials. For example, it has reduced crew sizes on some of its surface ships and has moved from instructor-led to more computer-based training. In House Report 111-166, which accompanied the National Defense Authorization Act for Fiscal Year 2010, the House Armed Services Committee directed GAO to review the training, size, composition, and capabilities of the Navy's ship crews. This report assesses the extent to which the Navy (1) used valid assumptions and standards in determining crew sizes for cruisers and destroyers, and (2) has measured the impact of changes to its training programs, including on the time it takes personnel to achieve various qualifications. Cleanup of sites on active and base realignment and closure installations is the responsibility of the military service--Air Force, Army, Navy, or Marine Corps--that currently controls the land, and the Army has delegated execution of cleanup of formerly used defense sites (FUDS) to the U.S. Army Corps of Engineers (Corps). GAO was mandated to assess the (1) MMRP staffing and funding levels; (2) progress DOD has made in cleaning up munitions response sites; (3) extent to which DOD has established MMRP performance goals; and (4) extent to which DOD collects data on factors influencing project duration, as well as the accuracy of its cleanup cost estimates. A letter report issued by the Government Accountability Office with an abstract that begins "The National Weather Service's (NWS) weather products are a vital component of the Federal Aviation Administration's (FAA) air traffic control system. In addition to providing aviation weather products developed at its own facilities, NWS also provides on-site staff at each of FAA's en route centers--the facilities that control high-altitude flight outside the airport tower and terminal areas. NWS's on-site staff is called a center weather service unit. For several years, NWS and FAA have been exploring options for improving the aviation weather services provided at en route centers. GAO agreed to (1) determine the status of the agencies' efforts to restructure aviation weather services, (2) assess the agencies' progress in establishing performance baselines in order to measure the effect of any changes, and (3) evaluate plans to address key challenges. In addition, Congress authorized the Departments of Defense (DOD) and State (State) to jointly establish and operate a program to offer temporary employment to Iraqi special immigrant visa (SIV) holders in the United States. GAO was requested to assess the extent to which (1) NNSA has implemented contingency and disaster recovery planning and testing for its classified supercomputing systems, (2) the laboratories are able to share supercomputing capacity for recovery operations, and (3) NNSA tracks the costs for contingency and disaster recovery planning for supercomputing assets.
