Research Tax Credit: Current Law and Policy Issues for the 114th Congress
Technological innovation is a primary engine of long-term economic growth, and research and development (R&D) serves as the lifeblood of innovation. The federal government encourages businesses to invest more in R&D than they otherwise would in several ways, including a tax credit for increases in spending on qualified research above a base amount. This report describes the current status of the credit, summarizes its legislative history, discusses policy issues it raises, and describes legislation to modify and extend it.

Spaceflight fascinates and inspires many Americans, but in a time of constrained federal budgets, it must compete with a multitude of other national priorities. As the 114th Congress conducts oversight and considers authorization and appropriations legislation for the National Aeronautics and Space Administration (NASA), an overarching question will be how NASA should move forward within budget constraints. This report discusses a number of issues that arise within the framework of that question. This report focuses on several proposals for a new Authorization for Use of Military Force (AUMF) specifically targeting the Islamic State made during the 113th and 114th Congresses. This report examines the timing of certain stages of the budget reconciliation process and the extent to which the submission due date included in a reconciliation instruction is a predictor for the timing of committee response. Specifically, it provides information on the dates by which committees have been directed to respond to reconciliation directives and the timing of House and Senate committees in responding to such directives in the past 14 Congresses (101st-114th Congresses).
