The report describes the efforts of hundreds of public health workers and clinical providers across Texas, at local and state levels. These include epidemiologists and technicians; public health clinicians; food safety, facility safety, and sanitation workers; laboratorians, private and public; providers, also both private and public, who identify and report diseases to public health; providers and entities that participate in ongoing disease surveillance, and the support and auxiliary staff who help keep them all going. It also represents the contributions of members of the public whose cooperation, information, and insight into events make it possible for disease investigations to be successful.

This report provides the Higher Education Coordinating Board analysis, which includes two main findings: 1) students enrolling with the CPC [College Preparatory Course] exemption perform similarly to students enrolled in entry-level college reading/writing-intensive courses but do not perform as well as students enrolled in entry-level college math courses, and 2) the CPCs may be underused.

This report describes the state’s new higher education strategic plan to assigns a new urgency to accelerating completions for the population of underprepared students. The previous plan, Closing the Gaps by 2015, included access to and success in higher education as its major goals; the new plan build on these goals and continues to focus on completions in higher education.
