This report covers the dispute between the U.S with its neighbors Canada and Mexico, who say that the recent country-of-origin labeling (COOL) system implemented by the U.S. Department of Agriculture is unfair and does not meet its original objectives. Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties
This report briefly discusses the process used to enact U.S. trade agreements such as the North American Free Trade Agreement (NAFTA), World Trade Organization agreements, and bilateral free trade agreements (FTAs). Chinese Tire Imports: Section 421 Safeguards and the World Trade Organization (WTO)
This report covers the Chinese-filed World Trade Organization (WTO) complaint against the U.S. over Section 421 of the Trade Acts of 1941, which has been renewed several times since. Meeting the Renewable Fuel Standard (RFS) Mandate for Cellulosic Biofuels: Questions and Answers
This report discusses the background of the Renewable Fuel Standard (RFS) and answers some common questions about it. The RFS was expanded under the Energy Independence and Security Act of 2007 in an effort to reduce dependence on foreign oil, promote biofuel use, and stabilize transportation fuel prices, among other goals. Over a 15-year period, the RFS seeks to establish a market for biofuels in the transportation sector by requiring that increasing amounts of biofuels be blended into transportation fuel.

Water Quality Issues in the 112th Congress: Oversight and Implementation
This report looks at ways which the 112th Congress can introduce legislation to safeguard water quality in the U.S., and reasons for doing so. Although progress has been made in achieving the goals established in the Clean Water Act (CWA) to restore and maintain the chemical, physical, and biological integrity of the nation's waters, long-standing problems persist, and new problems have emerged. Water quality problems are diverse, ranging from pollution runoff, to toxic substances discharged from factories and sewage treatment plants.

Reducing the Budget Deficit: Tax Policy Options
This report analyzes various revenue options for deficit reduction, highlighting proposals made by the President's Fiscal Commission and the Debt Reduction Task Force. Others, such as House Budget Committee Chairman Paul Ryan and the Obama Administration, have noted the importance of tax reform as part of a deficit reduction plans.
