The 10-20-30 Plan and Persistent Poverty Counties

This report discusses the 10-20-30 plan of reallocating funds in rural development programs toward counties with systemic poverty levels defined as 20% of the population being at or below poverty level for 30 years. This report explains why targeting funds to persistent poverty counties might be of interest, how "persistent poverty" is defined and measured, and how different interpretations of the definition and different data source selections could yield different lists of counties identified as persistently poor. This report does not compare the 10-20-30 plan's advantages and disadvantages against other policy options, nor does it examine the range of programs or policy goals for which the 1020-30 plan might be an appropriate policy tool.

2010 Census: Key Enumeration Activities Are Moving Forward, but Information Technology Systems Remain a Concern

Testimony issued by the Government Accountability Office with an abstract that begins "In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings and uncertainty over the ultimate cost of the census, now estimated at around $15 billion. The U.S. Census Bureau (Bureau) has since made improvements to various IT systems and taken other steps to mitigate the risks of a successful census. However, last year, GAO noted that a number of challenges and uncertainties remained, and much work remained to be completed under very tight time frames. As requested, this testimony provides an update on the Bureau's readiness for an effective headcount, covering (1) the status of key IT systems; (2) steps the Bureau has taken to revise its cost estimates; and (3) the extent to which critical enumeration activities, particularly those aimed at hard-to-count populations, are on track. The testimony is based on previously issued and ongoing GAO work."

2010 Census: Operational Changes Made for 2010 Position the U.S. Census Bureau to More Accurately Classify and Identify Group Quarters

Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Census Bureau (Bureau) is tasked with conducting an accurate count of people living in dwellings known as group quarters as part of the 2010 Census. Group quarters consist of college dormitories, prisons, nursing homes, and other facilities typically owned or managed by an entity providing housing, services, or both for the residents. During the 2000 Census, for a variety of reasons, group quarters were sometimes counted more than once, missed, or included in the wrong location. As requested, this testimony will focus on (1) the extent to which the Bureau has strengthened its procedures for counting group quarters compared to the 2000 Census, and (2) particular challenges and opportunities for an accurate group quarters count in Brooklyn. The testimony is based on previously issued and ongoing GAO work in New York and elsewhere."

2020 Census: Local Administrative Records and Their Use in the Challenge Program and Decennial

A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau (Bureau) issued significant changes to rules governing the records that communities use to challenge the Bureau's population estimates. Previously, the Bureau routinely accepted all challenges, largely without regard to the data sources cited or provided so long as they supported the calculations and covered the appropriate reporting periods. According to Bureau officials, these changes are based on research that shows that estimates based on some methods and records (e.g., births, deaths, and migration) are substantially more accurate than estimates based on others. Among other changes, the Bureau modified procedures so that challenges by subcounty governments to the Bureau's estimates of people living in housing units will no longer affect countylevel population estimates. Moving forward, any such challenge resulting in an increase in the estimate of a subcounty population will be offset by a downward revision to the population estimate of all other communities in the same county. Also, the Bureau plans to routinely review population challenges in light of each community's population growth trend.Corroborating data will be required for challenges inconsistent with the trend."
