This report aggregates various issues surrounding federal crime control into five broad themes: violent crime control, combating fraud and theft, drug control, sentencing reform, and state and local justice assistance. Within these themes, the report examines more specific issues that confronted the 111th Congress. Issues discussed under the umbrella of violent crime control include hate crimes, gangs, and gun control. Issues related to the federal government's efforts to combat fraud and theft include identity theft and organized retail crime.

This report discusses the use of biomass as an energy feedstock, which is emerging as a potentially viable alternative to address U.S. energy security concerns, foreign oil dependence, rural economic development, and diminishing sources of conventional energy. Biomass (organic matter that can be converted into energy) may include food crops, crops for energy (e.g., switchgrass or prairie perennials), crop residues, wood waste and byproducts, and animal manure. This report discusses legislation regarding biomass, the evolving definition of biomass, and the positions of supporters and detractors of biomass as an alternative energy source.

It is organized into six major program areas: aviation system finance; airport financing; FAA management and organizational issues; system capacity and safety; environmental issues; and airline industry issues. In several cases, provisions that appear in various unrelated sections of proposed legislation have been rearranged in this report in an effort to group and discuss related items in an issue-driven or programmatic context. Since this report is primarily written as a means of communicating key legislative provisions under consideration in the ongoing FAA reauthorization process, it does not go into detail regarding the specific policy issues behind these legislative proposals.
