Synthetic Drugs: Overview and Issues for Congress

Regulatory Incentives for Electricity Transmissions-Issues and Cost Concerns
This report will focus on issues related to the need for transmission incentives, and consumer cost concerns related to these incentives. Given the changes that FERC cites in the electric industry, the question arises as to whether the need for transmission incentives continues. FERC is bound by EPACT to make incentives available, and is not proposing to end the incentives. However, with concerns raised over the effects of transmission incentives on consumer rates, implications of related federal policies on the electric power sector, additional FERC regulatory policies for transmission, and the aging of electricity infrastructure among key issues, the need for continuing transmission incentives may be a matter for Congress to consider.

The Army Corps of Engineers' Nationwide Permits Program: Issues and Regulatory Developments
Congressional interest in wetlands permit regulatory programs has been evident in the past in oversight hearings and in connection with bills to fund the Corps' regulatory programs. For some time, there has been a stalemate over legislation that would revise wetlands regulatory law and that could, if enacted, modify the nationwide permit program. During this time, no consensus has emerged on whether or how to reform overall wetlands policy legislatively. Recently, Obama Administration initiatives and actions intended to restrict harmful effects of surface coal mining activities in Appalachia have drawn congressional attention and criticism that is likely to continue in the 112th Congress and that could include oversight of the Corps' regulatory program generally.

Libya: Transition and U.S. Policy
This report discusses the revolution and current conflict in Libya. The current crisis was triggered in mid-February 2011 by a chain of events in Benghazi and other eastern cities that quickly spiraled out of Qadhafi's control. Although Libyan opposition groups had called for a so-called "day of rage" on February 17 to commemorate protests that had occurred five years earlier, localized violence erupted prior to the planned national protests. As of April 25, U.S. and coalition officials stated that coalition military operations had destroyed the ability of the Libyan military to control Libyan airspace and had reduced the capability of Libyan ground forces by roughly 30%-40%.

U.S. Immigration Policy on Temporary Admissions
This report begins with a discussion of the policy tensions surrounding temporary admissions. It follows with a synthesis of the nonimmigrant categories according to the purpose of the visa. It discusses the periods of admission and length of stay and then summarizes grounds for inadmissibility and removal as well as reasons for termination of status. It also describes the circumstances under which nonimmigrants may work in the United States. The second portion of the report analyzes trends in temporary migration. It describes changes over time in nonimmigrant visas issued and nonimmigrant admissions. Various data on nonimmigrants who establish residence in the United States are also discussed.
