Navy CG(X) Cruiser Program: Background for Congress
The Navy's FY2011 budget proposes canceling the CG(X) program as unaffordable and instead building an improved version of the Arleigh Burke (DDG-51) class Aegis destroyer called the Flight III version. This report provides background information on the CG(X) program as it existed prior to its proposed cancellation. Biomass: Comparison of Definitions in Legislation Through the 111th Congress
This report discusses the use of biomass as an energy feedstock, which is emerging as a potentially viable alternative to address U.S. energy security concerns, foreign oil dependence, rural economic development, and diminishing sources of conventional energy. Biomass (organic matter that can be converted into energy) may include food crops, crops for energy (e.g., switchgrass or prairie perennials), crop residues, wood waste and byproducts, and animal manure. This report discusses legislation regarding biomass, the evolving definition of biomass, and the positions of supporters and detractors of biomass as an alternative energy source.

The Status of the Basel III Capital Adequacy Accord
The new Basel Capital Adequacy Accord (Basel III) is an agreement among countries' central banks and bank supervisory authorities on the amount of capital banks must hold as a cushion against losses and insolvency. Basel III is of concern to Congress mainly because it could put U.S. financial institutions at a competitive disadvantage in world financial markets. This report follows the basic elements of the Basel III documents on the types of capital requirements and their phase-in schedule, which were approved by the Basel member central bank governors on September 12, 2010. The elements are the new definition of Tier 1 capital, the minimum common equity capital, the capital conservation buffer, countercyclical capital buffer, liquidity coverage ratio, global leverage ratio, and wind-down government capital injections. The report concludes with some implications drawn from its content.

Navy Aegis Ballistic Missile Defense (BMD) Program: Background and Issues for Congress

U.S. National Science Foundation: Major Research Equipment and Facility Construction
The Major Research Equipment and Facilities Construction (MREFC) account of the National Science Foundation (NSF) supports the acquisition and construction of major research facilities and equipment that are to extend the boundaries of science, engineering, and technology. The FY2011 request for the NSF is $7,424.4 million, approximately $551.9 million above the FY2010 estimate. Navy Irregular Warfare and Counterterrorism Operations: Background and Issues for Congress
The Navy for several years has carried out a variety of irregular warfare (IW) and counterterrorism (CT) activities, and has taken some steps in recent years to strengthen its ability to conduct such activities. Among the most readily visible of the Navy's current IW operations are those being carried out by Navy sailors serving ashore in Iraq and Afghanistan. The Navy's IW and CT activities pose a number of potential oversight issues for Congress, including the definition of Navy IW activities, specific Navy IW budget priorities, and how much emphasis to place on IW and CT activities in future Navy budgets.

DOD Leases of Foreign-Built Ships: Background for Congress
The Department of Defense (DOD) in recent years has leased some foreign-built cargo ships for total periods, including options and renewals, of almost 10 years -- a length of time that some observers argue effectively circumvents a legal requirement that U.S. military ships be built in U.S. shipyards. These observers, particularly the American Shipbuilding Association (ASA), have proposed reducing the current five-year legal limit on ship leases to two years for foreign-built ships. DOD has opposed the idea, arguing that its ship leases are the most cost-effective way to meet its needs for the ships in question. This report briefly discusses this issue, as well as related legislation.

Water Infrastructure Projects Designated in EPA Appropriations: Trends and Policy Implications
This report discusses appropriations for Environmental Protection Agency (EPA) water infrastructure programs, focusing on congressional special project designations in the account that funds these programs. While some Members of Congress, interest groups, and Administration officials are critical of these types of congressional actions, there is little indication that the practice will cease. Navy Virginia (SSN-774) Class Attack Submarine Procurement: Background and Issues for Congress
The Navy has been procuring Virginia (SSN-774) class nuclear-powered attack submarines (SSNs) at a rate of one per year for the past several years, and a total of 12 boats have been procured through FY2010. The Navy's proposed FY2011 budget increases the procurement rate to two boats per year. This report discusses the Navy's proposed FY2011 budget, which requests $3,441.5 million in procurement funding to complete the procurement cost of the 13th and 14th Virginia-class boats.

State Statutes Governing Hate Crimes
Concerns about hate crimes have become increasingly prominent among policymakers at all levels of government in recent years. This report compiles state statutes pertaining to hate crimes, including in the context of federal legislation such as the Violent Crime Control and Law Enforcement Act of 1994 and the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act (the latter of which was signed by President Obama on October 28, 1999).

Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force
he increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. The scientific community has been divided over proposals to impose stricter immigration limits on people with scientific and technical skills. Attempts to settle upon the balance between the needs for a highly skilled scientific and technical workforce, and the need to protect and ensure job opportunities, salaries, and working conditions of U.S. scientific personnel, will continue to be debated. This report addresses these issues.

Waste, Fraud, and Abuse in Agency Travel Card Programs
The Travel and Transportation Reform Act of 1998 required federal employees to use travel charge cards to pay for the expenses of official government travel. The dollar volume of travel card transaction has nearly doubled from FY1999 to FY2009.
