FINAL REPORT TESTING OF IRON PHOSPHATE LAW GLASS (VSL-11R2340-1) 04/25/2011 REV 0 06/10/2011

About 50 million gallons of high-level mixed waste is currently stored in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity waste fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed in an engineered facility on the Hanford site while the IHLW product will likely be directed to a national deep geological disposal facility for high-level nuclear waste. The ILA W and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The objectives of the work reported herein were to assess the corrosion of Inconel 690 and 693 in the FeP glass developed by MS&T and to measure key high temperature properties of the LAW iron phosphate glass. This Addendum establishes a new family of content envelopes consisting of small quantities of radioactive materials. These content envelopes and specific packing configurations are shown to be subcritical. However, the dose rates of some payloads must be measured and shown to comply with applicable radiation limits. Authorization for shipment of the content envelop requires acceptance of this Addendum by the DOE-HQ certifying official as a supplement to the 9977 SARP Revision 2 and DOE-HQ�s subsequent revision of the CoC Revision 10 (which is based on SARP Addendum 2 and SARP Addendum 4) to authorize the additional content envelope. The Small Gram Quantity Content Envelopes and packing configurations will be incorporated in the next revision of the 9977 SARP.

INSPIRE and SPIRES Log File Analysis

SPIRES, an aging high-energy physics publication data base, is in the process of being replaced by INSPIRE. In order to ease the transition from SPIRES to INSPIRE it is important to understand user behavior and the drivers for adoption. The goal of this project was to address some questions in regards to the presumed two-thirds of the users still using SPIRES. These questions are answered through analysis of the log files from both websites. A series of scripts were developed to collect and interpret the data contained in the log files. The common search patterns and usage comparisons are made between INSPIRE and SPIRES, and a method for detecting user frustration is presented. The analysis reveals a more even split than originally thought as well as the expected trend of user transition to INSPIRE.

Southwestern Regional Partnership For Carbon Sequestration (Phase 2) Pump Canyon CO2- ECBM/Sequestration Demonstration, San Juan Basin, New Mexico

Within the Southwest Regional Partnership on Carbon Sequestration (SWP), three demonstrations of geologic CO{sub 2} sequestration are being performed -- one in an oilfield (the SACROC Unit in the Permian basin of west Texas), one in a deep, unmineable coalbed (the Pump Canyon site in the San Juan basin of northern New Mexico), and one in a deep, saline reservoir (underlying the Aneth oilfield in the Paradox basin of southeast Utah). The Pump Canyon CO{sub 2}-enhanced coalbed methane (CO{sub 2}/ECBM) sequestration demonstration project plans to demonstrate the effectiveness of CO{sub 2} sequestration in deep, unmineable coal seams via a small-scale geologic sequestration project. The site is located in San Juan County, northern New Mexico, just within the limits of the high-permeability fairway of prolific coalbed methane production. The study area for the SWP project consists of 31 coalbed methane production wells located in a nine section area. CO{sub 2} was injected continuously for a year and different monitoring, verification and accounting (MVA) techniques were implemented to track the CO{sub 2} movement inside and outside the reservoir. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. Enhancing the US Power Infrastructure

The primary motivation for this set of research activities was to develop a foundation in several aspects of power in order to position Cleveland State University to lead a multiuniversity effort to secure funding for enhanced power system projects and to be able to eventually secure a NASA Space Power Systems Center status through the competitive bidding process. This was accomplished by focusing on these major project areas, (1) the design of the next generation nuclear-electric power generation system, (2) the design of a distributed, fault-tolerant, and modular power system, and (3) the development of the dynamics and control of active magnetic bearings for flywheel energy storage without using conventional sensors.

The 2010 Oil Spill: Criminal Liability Under Wildlife Laws

This report highlights the possible ways to prosecute those who caused the 2010 oil spill in the Gulf of Mexico. The report suggests that prosecution can be done under laws such as the ESA (Endangered Species Act) or the MMPA (Marine Mammal Protection Act) both of which provide for civil and criminal punishment. However, the most likely law to be used will be the MBTA (Migratory Bird Treatment Act) which makes it a crime to kill migratory birds. The report suggests that the MBTA would be the best method to prosecute for criminal liability.

Improving the Monitoring, Verification, and Accounting of CO{sub 2} Sequestered in Geologic Systems with Multicomponent Seismic Technology and Rock Physics Modeling

Research done in this study showed that P-SV seismic data provide better spatial resolution of geologic targets at our Appalachian Basin study area than do P-P data. This finding is important because the latter data (P-P) are the principal seismic data used to evaluate rock systems considered for CO{sub 2} sequestration. The increase in P-SV{sub 1} resolution over P-P resolution was particularly significant, with P-SV{sub 1} wavelengths being approximately 40-percent shorter than P-P wavelengths. CO{sub 2} sequestration projects across the Appalachian Basin should take advantage of the increased resolution provided by converted-shear seismic modes relative to P-wave seismic data. In addition to S-wave data providing better resolution of geologic targets, we found S-wave images described reservoir heterogeneities that P-P data could not see. Specifically, a channel-like anomaly was imaged in a key porous sandstone interval by P-SV{sub 1} data, and no indication of the feature existed in P-P data. If any stratigraphic unit is considered for CO{sub 2} storage purposes, it is important to know all heterogeneities internal to the unit to understand reservoir compartmentalization. A1.5 Fusion Performance

Analysis and radiation hydrodynamics simulations for expected high-gain fusion target performance on a demonstration 1-GWe Laser Inertial Fusion Energy (LIFE) power plant in the mid-2030s timeframe are presented. The required laser energy driver is 2.2 MJ at a 0.351-{micro}m wavelength, and a fusion target gain greater than 60 at a repetition rate of 16 Hz is the design goal for economic and commercial attractiveness. A scaling-law analysis is developed to benchmark the design parameter space for hohlraum-driven central hot-spot ignition. A suite of integrated hohlraum simulations is presented to test the modeling assumptions and provide a basis for a near-term experimental resolution of the key physics uncertainties on the National Ignition Facility (NIF). The NIF is poised to demonstrate ignition by 2012 based on the central hot spot (CHS) mode of ignition and propagating thermonuclear burn [1]. This immediate prospect underscores the imperative and timeliness of advancing inertial fusion as a carbon-free, virtually limitless source of energy by the mid-21st century to substantially offset fossil fuel technologies. Mid-Atlantic Wind - Overcoming the Challenges

This study, supported by the US Department of Energy, Wind Powering America Program, Maryland Department of Natural Resources and Chesapeake Bay Foundation, analyzed barriers to wind energy development in the Mid-Atlantic region along with options for overcoming or mitigating them. The Mid-Atlantic States including Delaware, Maryland, North Carolina and Virginia, have excellent wind energy potential and growing demand for electricity, but only two utility-scale projects have been installed to date. Reasons for this apathetic development of wind resources were analyzed and quantified for four markets. Specific applications are: 1) Appalachian mountain ridgeline sites, 2) on coastal plains and peninsulas, 3) at shallow water sites in Delaware and Chesapeake Bays, Albemarle and Pamlico Sounds, and 4) at deeper water sites off the Atlantic coast. Each market has distinctly different opportunities and barriers. The primary barriers to wind development described in this report can be grouped into four categories; state policy and regulatory issues, wind resource technical uncertainty, economic viability, and public interest in environmental issues. The properties of these typologies are not mutually independent and do interact. 1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e‐machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ‐ commercial grade software is used to design a hybrid electric vehicle, hardware‐in‐the‐loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride‐and‐drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Neutron-Enhanced Calorimetry for Hadrons (NECH): Final Report

We present the results of a project to apply scintillator technology recently developed at Louisiana Tech University to hadronic calorimetry. In particular, we developed a prototype calorimeter module incorporating scintillator embedded with metal oxide nanoparticles as the active layers. These metal oxide nanoparticles of gadolinium oxide, have high cross-sections for interactions with slow neutrons. As a part fo this research project, we have developed a novel method for producing plastic scintillators with metal oxide nanoparticles evenly distributed through the plastic without aggregation.We will test the performance of the calorimeter module in test beam and with a neutron source, in order to measure the response to the neutron component of hadronic showers. We will supplement our detector prototyping activities with detailed studies of the effect of neutron component on the resolution of hadronic energy measurements, particular in the next generation of particle flow calorimeters.

RACORO aerosol data processing

The RACORO aerosol data (cloud condensation nuclei (CCN), condensation nuclei (CN) and aerosol size distributions) need further processing to be useful for model evaluation (e.g., GCM droplet nucleation parameterizations) and other investigations. These tasks include: (1) Identification and flagging of 'splash' contaminated Twin Otter aerosol data. (2) Calculation of actual supersaturation (SS) values in the two CCN columns flown on the Twin Otter. (3) Interpolation of CCN spectra from SGP and Twin Otter to 0.2% SS. (4) Process data for spatial variability studies. (5) Provide calculated light scattering from measured aerosol size distributions. Below we first briefly describe the measurements and then describe the results of several data processing tasks that which have been completed, paving the way for the scientific analyses for which the campaign was designed. The end result of this research will be several aerosol data sets which can be used to achieve some of the goals of the RACORO mission including the enhanced understanding of cloud-aerosol interactions and improved cloud simulations in climate models.

Integrating Natural Gas Hydrates in the Global Carbon Cycle

We produced a two-dimensional geological time- and basin-scale model of the sedimentary margin in passive and active settings, for the simulation of the deep sedimentary methane cycle including hydrate formation. Simulation of geochemical data required development of parameterizations for bubble transport in the sediment column, and for the impact of the heterogeneity in the sediment pore fluid flow field, which represent new directions in modeling methane hydrates. The model is somewhat less sensitive to changes in ocean temperature than our previous 1-D model, due to the different methane transport mechanisms in the two codes (pore fluid flow vs. bubble migration). The model is very sensitive to reasonable changes in organic carbon deposition through geologic time, and to details of how the bubbles migrate, in particular how efficiently they are trapped as they rise through undersaturated or oxidizing chemical conditions and the hydrate stability zone. The active margin configuration reproduces the elevated hydrate saturations observed in accretionary wedges such as the Cascadia Margin, but predicts a decrease in the methane inventory per meter of coastline relative to a comparable passive margin case, and a decrease in the hydrate inventory with an increase in the plate subduction rate.
