Washington River Protection Solutions (WRPS), operator of High Level Radioactive Waste (HLW) Tank Farms at the Hanford Site, is taking an over 20-year leap in technology, replacing systems that were monitored with clipboards and obsolete computer systems, as well as solving major operations and maintenance hurdles in the area of process automation and information management. While WRPS is fully compliant with procedures and regulations, the current systems are not integrated and do not share data efficiently, hampering how information is obtained and managed.

Algebraic Multigrid (AMG) solvers are an essential component of many large-scale scientific simulation codes. Their continued numerical scalability and efficient implementation is critical for preparing these codes for exascale. Our experiences on modern multi-core machines show that significant challenges must be addressed for AMG to perform well on such machines. We discuss our experiences and describe the techniques we have used to overcome scalability challenges for AMG on hybrid architectures in preparation for exascale.

As part of an ongoing study co-funded by the Bonneville Power Administration, under its Technology Innovation Grant Program, and the U.S. Department of Energy, the Pacific Northwest National Laboratory (PNNL) has developed an approach and modeling tool for assessing the net benefits of using energy storage located close to the customer in the distribution grid to manage demand. PNNL in collaboration with PSE and Primus Power has evaluated the net benefits of placing a zinc bromide battery system at two locations in the PSE system (Baker River / Rockport and Bainbridge Island). Energy storage can provide a number of benefits to the utility through the increased flexibility it provides to the grid system. Applications evaluated in the assessment include capacity value, balancing services, arbitrage, distribution deferral and outage mitigation. This report outlines the methodology developed for this study and Phase I results.

Under the Clean Water Act (CWA), an applicant for a federal license or permit to conduct any activity that may result in a discharge to waters of the United States must provide the federal agency with a Section 401 certification. This report discusses the certification, which provides states with two distinct powers: one, the power indirectly to deny federal permits or licenses by withholding certification; and two, the power to impose conditions upon federal permits by placing limitations on certification.

It focuses on UMRA's requirement that the Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

Over the past four years, REAC/TS has presented a number of case reports from its Radiation Accident Registry. Victims of radiological or nuclear incidents must meet certain dose criteria for an incident to be categorized as an “accident” and be included in the registry. Although the greatest numbers of “accidents” in the United States that have been entered into the registry involve radiation devices, the greater percentage of serious accidents have involved sealed sources of one kind or another. But if one looks at the kinds of accident scenarios that have resulted in extreme consequence, i.e., death, the greater share of deaths has occurred in medical settings.

This report discusses the Supreme Court's rejection of cases submitted by two detainees at Guantanamo Bay (Ali Hamza Ahmad Suliman al Bahlul & Abd Al-Rahim Hussein Al-Nashiri) challenging the current military commission system under the Military Commissions Act (MCA). The Department of Energy (DOE) uses illness and injury surveillance to monitor morbidity and assess the overall health of the work force. Data collected from each participating site include health events and a roster file with demographic information. The source data files are maintained in a relational data base, and are used to obtain stratified tables of health event counts and person time at risk that serve as the starting point for Poisson regression analysis. The explanatory variables that define these tables are age, gender, occupational group, and time. Typical response variables of interest are the number of absences due to illness or injury, i.e., the response variable is a count. Poisson regression methods are used to describe the effect of the explanatory variables on the health event rates using a log-linear main effects model. Results of fitting the main effects model are summarized in a tabular and graphical form and interpretation of model parameters is provided. An analysis of deviance table is used to evaluate the importance of each of the explanatory variables on the event rate of interest and to determine if interaction terms should be considered in the analysis.
