This report discusses how deficit finance can help governments manage their economies and how large and persistent deficits can lead to severe economic problems.

The longitudinal coherence of free-electron laser (FEL) radiation can be enhanced by seeding the FEL with high harmonics of an optical laser pulse. The radiation produced by high-harmonic generation (HHG), however, has a fast-varying temporal profile that can violate the slowly varying envelope approximation and limited frequency window that is employed in conventional free-electron laser simulation codes. Here we investigate the implications of violating this approximation on the accuracy of simulations. On the basis of both analytical considerations and 1D numerical studies, it is concluded that, for most realistic scenarios, conventional FEL codes are capable of accurately simulating the FEL process even when the seed radiation violates the slowly varying envelope approximation. We additionally discuss the significance of filtering the harmonic content of broadband HHG seeds.

The Energy Independence and Security Act of 2007 (EISA) was passed with the goal 'to move the United States toward greater energy independence and security.' Energy security and independence cannot be achieved unless the United States addresses the issue of energy consumption in the building sector and significantly reduces energy consumption in buildings. Commercial and residential buildings account for approximately 40% of the U.S. energy consumption and emit 50% of CO{sub 2} emissions in the U.S. which is more than twice the total energy consumption of the entire U.S. automobile and light truck fleet. A 50%-80% improvement in building energy efficiency in both new construction and in retrofitting existing buildings could significantly reduce U.S. energy consumption and mitigate climate change. Reaching these aggressive building efficiency goals will not happen without significant Federal investments in areas of computational and mathematical sciences. Applied and computational mathematics are required to enable the development of algorithms and tools to design, control and optimize energy efficient buildings. H{sub 2}Gen, with the support of the Department of Energy, successfully designed, built and field-tested two steam methane reformers with 578 kg/day capacity, which has now become a standard commercial product serving customers in the specialty metals and PV manufacturing businesses. We demonstrated that this reformer/PSA system, when combined with compression, storage and dispensing (CSD) equipment could produce hydrogen that is already cost-competitive with gasoline per mile driven in a conventional (non-hybrid) vehicle. We further showed that mass producing this 578 kg/day system in quantities of just 100 units would reduce hydrogen cost per mile approximately 13% below the cost of untaxed gasoline per mile used in a hybrid electric vehicle. If mass produced in quantities of 500 units, hydrogen cost per mile in a FCEV would be 20% below the cost of untaxed gasoline in an HEV in the 2015-2020 time period using EIA fuel cost projections for natural gas and untaxed gasoline, and 45% below the cost of untaxed gasoline in a conventional car. This 20% to 45% reduction in fuel cost per mile would accrue even though hydrogen from this 578 kg/day system would cost approximately $4.14/kg, well above the DOE hydrogen cost targets of $2.50/kg by …

The effect of pressure on the crystal structure of white phosphorus has been studied up to 22.4 GPa. The ?alpha phase was found to transform into the alpha' phase at 0.87 +- 0.04 GPa with a volume change of 0.1 +- 0.3 cc/mol. A fit of a second order Birch- Murnaghan equation to the data gave Vo = 16.94 ? 0.08 cc/mol and Ko = 6.7 +- 0.5 GPa for the alpha phase and Vo = 16.4 +- 0.1 cc/mol and Ko = 9.1 +- 0.3 GPa for the alpha' phase. The alpha' phase was found to transform to the A17 phase of black phosphorus at 2.68 +- 0.34 GPa and then with increasing pressure to the A7 and then simple cubic phase of black phosphorus. A fit of a second order Birch-Murnaghan equation to our data combined with previous measurements gave Vo = 11.43 +- 0.05 cc/mol and Ko = 34.7 +- 0.5 GPa for the A17 phase, Vo = 9.62 +- 0.01 cc/mol and Ko = 65.0 +- 0.6 GPa for the A7 phase and , Vo = 9.23 +- 0.01 cc/mol and Ko = 72.5 +- 0.3 GPa for the simple cubic phase.

3s{sub 1/2} - 3p{sub 3/2} and 3p{sub 1/2} - 3d{sub 3/2} transitions have been studied in potassium-like W{sup 55+} through neon-like W{sup 64}+ ions at the electron-beam ion trap facility in Livermore. The wavelengths of the lines have been measured in high resolution relative to well known reference lines from oxygen and nitrogen ions. Using the high-energy SuperEBIT electron-beam ion trap and an R = 44.3 m grazing-incidence soft x-ray spectrometer, the lines were observed with a cryogenic charge-coupled device camera. The wavelength data for the sodium-like and magnesium-like tungsten lines are compared with theoretical predictions for ions along the isoelectronic sequences.

The United States and the other 153 members of the World Trade Organization (WTO) have been engaged in a set or "round" of negotiations called the Doha Development Agenda (DDA) since December 2001. The DDA's main objective is to refine and expand the rules by which WTO members conduct foreign trade with one another. This report is designed to assist the 112th Congress to understand and monitor progress of the negotiations and the major issues that the negotiators are addressing. The report provides a brief background section on the significance of services to the U.S. economy. It then explains briefly the General Agreement on Trade in Services (GATS) and the structure and agenda of the services negotiations in the DDA round, including U.S. objectives in the negotiations. Advances in basic methodologies have played a major role in the dramatic progress in macromolecular crystallography over the past decade, both in terms of overall productivity and in the increasing complexity of the systems being successfully tackled. The 2010 Gordon Research Conference on Diffraction Methods in Structural Biology will, as in the past, focus on the most recent developments in methodology, covering all aspects of the process from crystallization to model building and refinement, complemented by examples of structural highlights and complementary methods. Extensive discussion will be encouraged and it is hoped that all attendees will participate by giving oral or poster presentations, the latter using the excellent poster display area available at Bates College. The relatively small size and informal atmosphere of the meeting provides an excellent opportunity for all participants, especially younger scientists, to meet and exchange ideas with leading methods developers.
