Person-To-Person Lending: New Regulatory Challenges Could Emerge as the Industry Grows

A letter report issued by the Government Accountability Office with an abstract that begins "Over the last decade, Internet-based platforms have emerged that allow individuals to lend money to other individuals in what has become known as person-to-person lending. These online platforms present a new source of credit for borrowers and a potential investment opportunity for those with capital to lend. Both for-profit and nonprofit options exist, allowing for income-generating and philanthropic lending to a variety of people and groups around the world. The Dodd- Frank Wall Street Reform and Consumer Protection Act directed GAO to conduct a study of person-toperson lending. This report addresses (1) how the major person-to-person lending platforms operate and how lenders and borrowers use them; (2) the key benefits and risks to borrowers and lenders and the current system for overseeing these risks; and (3) the advantages and disadvantages of the current and alternative regulatory approaches. To do this work, GAO reviewed relevant literature, analyzed regulatory proceedings and filings, and interviewed federal and state officials and representatives of the three major person-to-person lending platforms currently operating in the United States. Air Force Working Capital Fund: Budgeting and Management of Carryover Work and Funding Could Be Improved

A letter report issued by the Government Accountability Office with an abstract that begins "Three Air Force depots support combat readiness by providing repair services to keep Air Force units operating worldwide. To the extent that the depots do not complete work at year end, the work and related funding will be carried into the next fiscal year. Carryover is the reported dollar value of work that has been ordered and funded by customers but not completed at the end of the fiscal year. GAO was asked to determine the extent to which: (1) budget information on depot maintenance carryover approximated actual results from fiscal years 2006 through 2010 and, if not, any needed actions to improve budgeting for carryover; (2) depot maintenance carryover exceeded the allowable amount and any adjustments were made to the allowable amount; and (3) there was growth in carryover at the depots and the reasons for the growth. To address these objectives, GAO (1) reviewed relevant carryover guidance, (2) obtained and analyzed reported carryover and related data at the Air Logistics Centers (ALC), and (3) interviewed DOD and Air Force officials."

Correspondence issued by the Government Accountability Office with an abstract that begins "Since 2000, the Navy has undertaken a number of initiatives to achieve greater efficiencies and reduce costs. For example, it reduced the workforce requirements for some of its ships and transitioned away from instructor-led training programs to more computer-based training. In June 2010, we reported the Navy lacked a firm analytical basis for some of the reductions it made to ship crew sizes and therefore could not be assured it had appropriately sized its crews to maintain material readiness and accomplish necessary tasks aboard its ships. We also reported the Navy lacked outcome-based performance measures to evaluate the impact of changes to training on trainees' job performance, knowledge, skills, and abilities once they report to their ships and therefore could not fully determine the effectiveness of the training changes it implemented and whether further adjustments were necessary. We recommended the Navy validate the underlying assumptions and standards it uses to calculate workforce requirements and, as necessary, based on this assessment, reevaluate its cruiser and destroyer workload requirements. We also recommended the Navy develop additional metrics to measure the effectiveness of its training. The Navy concurred with our recommendations. …

Defense Acquisitions: DOD Can Improve Its Management of Configuration Steering Boards

A letter report issued by the Government Accountability Office with an abstract that begins "GAO has previously reported that requirements changes are factors in poor cost and schedule outcomes on Department of Defense (DOD) weapon programs. In 2007, DOD introduced Configuration Steering Boards (CSBs) to review requirement and configuration changes that could adversely affect programs. In 2008, Congress made annual CSB meetings a requirement for all of the military departments' major defense acquisition programs. In response to the Senate report accompanying the bill for the Ike Skelton National Defense Authorization Act for Fiscal Year 2011, GAO assessed (1) the extent to which DOD has complied with the statutory requirements for CSBs, and (2) the extent to which CSBs have been effective in controlling requirements and mitigating cost and schedule risks. To conduct this work, GAO surveyed DOD's major defense acquisition programs, reviewed CSB documentation, and interviewed relevant military service and program officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Children's deaths from maltreatment are especially distressing because they involve a failure on the part of adults who were responsible for protecting them. Questions have been raised as to whether the federal National Child Abuse and Neglect Data System (NCANDS), which is based on voluntary state reports to the Department of Health and Human Services (HHS), fully captures the number or circumstances of child fatalities from maltreatment. GAO was asked to examine (1) the extent to which HHS collects and reports comprehensive information on child fatalities from maltreatment, (2) the challenges states face in collecting and reporting this information to HHS, and (3) the assistance HHS provides to states in collecting and reporting data on child maltreatment fatalities. GAO analyzed 2009 NCANDS data--the latest data available--conducted a nationwide Web-based survey of state child welfare administrators, visited three states, interviewed HHS and other officials, and reviewed research and relevant federal laws and regulations."

Analysis of the Tank 5F Feed and Bleed Residual Solids

Savannah River Remediation (SRR) is preparing Tank 5F for closure. As part of Tank 5F Closure Mechanical Cleaning, SRR conducted a 'Feed and Bleed' process in Tank 5F. Following this 'Feed and Bleed' Mechanical Cleaning in Tank 5F, SRR collected two tank heel samples (referred to as sample 1 and sample 2) under Riser 5 to determine the composition of the material remaining in the tanks. This document describes sample analysis results. The conclusions from this analysis follow. (1) The anions measured all had a concentration less than 250 mg/kg, except for oxalate, which had a concentration of 2100-2400 mg/kg. (2) The measured cations with the highest concentration were iron (432,000-519,000 mg/kg), nickel (54,600-69,300 mg/kg), and manganese (35,200-42,100 mg/kg). All other cations measured less than 13,000 mg/kg. (3) The radionuclides present in the highest concentration are {sup 90}Sr (3.0 x 10{sup 10} dpm/g), {sup 137}Cs (6.8 x 10{sup 8} dpm/g), and {sup 241}Am (1.4 x 10{sup 8} - 1.8 x 10{sup 8} dpm/g). (4) The particle size analysis shows a large fraction of particles greater than 100 {micro}.

This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission’s (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2010 annual reports submitted by five of the seven categories of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. Because there are no geologic repositories for high-level waste currently licensed and no NRC-licensed low-level waste disposal facilities currently in operation, only five categories will be considered in this report. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Annual reports for 2010 were received from a total of 190 NRC licensees. The summation of reports submitted by the 190 licensees indicated that 192,424 individuals were monitored, 81,961 of whom received a measurable dose. When adjusted for transient workers who worked at more than one licensee during the year, there were actually 142,471 monitored individuals and 62,782 who received a measurable dose. Cleanroom Energy Efficiency: Metrics and Benchmarks

Cleanrooms are among the most energy-intensive types of facilities. This is primarily due to the cleanliness requirements that result in high airflow rates and system static pressures, as well as process requirements that result in high cooling loads. Various studies have shown that there is a wide range of cleanroom energy efficiencies and that facility managers may not be aware of how energy efficient their cleanroom facility can be relative to other cleanroom facilities with the same cleanliness requirements. Metrics and benchmarks are an effective way to compare one facility to another and to track the performance of a given facility over time. This article presents the key metrics and benchmarks that facility managers can use to assess, track, and manage their cleanroom energy efficiency or to set energy efficiency targets for new construction. These include system-level metrics such as air change rates, air handling W/cfm, and filter pressure drops. Operational data are presented from over 20 different cleanrooms that were benchmarked with these metrics and that are part of the cleanroom benchmark dataset maintained by Lawrence Berkeley National Laboratory (LBNL). Theoretical and Experimental Studies of Magneto-Rayleigh-Taylor Instabilities

Magneto-Rayleigh-Taylor instability (MRT) is important to magnetized target fusion, wire-array z-pinches, and equation-of-state studies using flyer plates or isentropic compression. It is also important to the study of the crab nebula. The investigators performed MRT experiments on thin foils, driven by the mega-ampere linear transformer driver (LTD) facility completed in their laboratory. This is the first 1-MA LTD in the USA. Initial experiments on the seeding of MRT were performed. Also completed was an analytic study of MRT for a finite plasma slab with arbitrary magnetic fields tangential to the interfaces. The effects of magnetic shear and feedthrough were analyzed.

Group velocity and pulse lengthening of mismatched laser pulses in plasma channels

Analytic solutions are presented to the non-paraxial wave equation describing an ultra-short, low-power, laser pulse propagating in aplasma channel. Expressions for the laser pulse centroid motion and laser group velocity are derived, valid for matched and mismatchedpropagation in a parabolic plasma channel, as well as in vacuum, for an arbitrary Laguerre-Gaussian laser mode. The group velocity of amismatched laser pulse, for which the laser spot size is strongly oscillating, is found to be independent of propagation distance andsignificantly less than that of a matched pulse. Laser pulse lengthening of a mismatched pulse owing to laser mode slippage isexamined and found to dominate over that due to dispersive pulse spreading for sufficiently long pulses. Analytic results are shown tobe in excellent agreement with numerical solutions of the full Maxwell equations coupled to the plasma response. Implications for plasmachannel diagnostics are discussed.

On a Pioneering Polymer Electrolyte Fuel Cell Model

"Polymer Electrolyte Fuel Cell Model" is a seminal work that continues to form the basis for modern modeling efforts, especially models concerning the membrane and its behavior at the continuum level. The paper is complete with experimental data, modeling equations, model validation, and optimization scenarios. While the treatment of the underlying phenomena is limited to isothermal, single-phase conditions, and one-dimensional flow, it represents the key interactions within the membrane at the center of the PEFC. It focuses on analyzing the water balance within the cell and clearly demonstrates the complex interactions of water diffusion and electro-osmotic flux. Cell-level and system-level water balance are key to the development of efficient PEFCs going forward, particularly as researchers address the need to simplify humidification and recycle configurations while increasing the operating temperature of the stack to minimize radiator requirements.

Experimental Investigation of Active Feedback Control of Turbulent Transport in a Magnetized Plasma

A new and unique basic plasma science laboratory device - the HelCat device (HELicon-CAThode) - has been constructed and is operating at the University of New Mexico. HelCat is a 4 m long, 0.5 m diameter device, with magnetic field up to 2.2 kG, that has two independent plasmas sources - an RF helicon source, and a thermionic cathode. These two sources, which can operate independently or simultaneously, are capable of producing plasmas with a wide range of parameters and turbulence characteristics, well suited to a variety of basic plasma physics experiments. An extensive set of plasma diagnostics is also operating. Experiments investigating the active feedback control of turbulent transport of particles and heat via electrode biasing to affect plasma ExB flows are underway, and ongoing.

Inclusive pi^0, eta, and direct photon production at high transverse momentum in p+p and d+Au collisions at sqrt(s_NN) = 200 GeV

We report a measurement of high-p{sub T} inclusive {pi}{sup 0}, {eta}, and direct photon production in p + p and d + Au collisions at {radical}s{sub NN} = 200 GeV at midrapidity (0 < {eta} < 1). Photons from the decay {pi}{sup 0} {yields} {gamma}{gamma} were detected in the Barrel Electromagnetic Calorimeter of the STAR experiment at the Relativistic Heavy Ion Collider. The {eta} {yields} {gamma}{gamma} decay was also observed and constituted the first {eta} measurement by STAR. The first direct photon cross section measurement by STAR is also presented, the signal was extracted statistically by subtracting the {pi}{sup 0}, {eta}, and {omega}(782) decay background from the inclusive photon distribution observed in the calorimeter. The analysis is described in detail, and the results are found to be in good agreement with earlier measurements and with next-to-leading order perturbative QCD calculations.

Development of a Hydrogen Isotope Extrapolation Curve for Platinum Catylized Zeolite

Experiments were conducted in 2003 and 2004 with protium and deuterium to demonstrate the hydrogen exchange properties of various catalyzed zeolites for tritium stripping purposes. A column was loaded with the experimental material and purged with either H{sub 2} or D{sub 2} as shown in Figure 1 and the effluent monitored with a Prisma Quadrupole. The purge gas was switched when the column outlet concentrations reached >95% of the purge isotope. Outlet concentrations were calculated as the sum of the purge isotope in the elemental form plus the purge isotope in the oxide form (the purge stream was humidified as it passed through the column) divided by the total hydrogen isotopes in the effluent. 1.5 wt.% Pt on CBV 780 zeolite, manufactured by Zeolist International, had the best exchange characteristics, high capacity and fast kinetics, of the materials tested. This memorandum describes an approach to extrapolate previously unpublished hydrogen for deuterium exchange data collected earlier on 1.5 wt.% Pt on CBV 780 to lower concentrations for potential engineering applications.
