Hybrid Organic-Inorganic Composite Solar Cells for Efficient, Low Cost, Photoelectric Energy Conversion

Cadmium selenide nanoparticles and nanoclusters were prepared and added to polymer solar cells to improve their photon capture ability. These nanoparticles did exhibit some beneficial effects on the photon conversion efficiencies of selected polymer solar cells. Ternary bulk heterojunction systems based on composites of methyl viologen-doped, CdSe nanoparticles blended with poly (3-hexothiopene) (P3HT) and 6, 6-phenyl C{sub 61}-butyric acid methyl ester (PCBM) were also tested. It was found that the devices with methyl viologen-doped CdSe nanoparticles do produce more photocurrent in a region surrounding the absorption peak of the particles (560 to 660nm) when compared to pristine P3HT:PCBM devices. Gold nanorods were also prepared and tested in some solar cells. These nanorods did produce a very small enhancement in photon absorbance, but the observed increase the photon conversion efficiency was not sufficient to make the effort worthwhile. Our goals were (1) to prepare cadmium sulfide and cadmium selenide clusters and nanoparticles to be tested as photon absorbers to enhance the photon conversion efficiency of polymer solar polymer solar cells and (2) to prepare gold and silver nanorods to be added to polymer solar cells to enhance their photon capture capability. Technical Readiness and Gaps Analysis of Commercial Optical Materials and Measurement Systems for Advanced Small Modular Reactors

This report intends to support Department of Energy’s Office of Nuclear Energy (DOE-NE) Nuclear Energy Research and Development Roadmap and industry stakeholders by evaluating optical-based instrumentation and control (I&C) concepts for advanced small modular reactor (AdvSMR) applications. These advanced designs will require innovative thinking in terms of engineering approaches, materials integration, and I&C concepts to realize their eventual viability and deployability. The primary goals of this report include: 1. Establish preliminary I&C needs, performance requirements, and possible gaps for AdvSMR designs based on best available published design data. 2. Document commercial off-the-shelf (COTS) optical sensors, components, and materials in terms of their technical readiness to support essential AdvSMR in-vessel I&C systems. 3. Identify technology gaps by comparing the in-vessel monitoring requirements and environmental constraints to COTS optical sensor and materials performance specifications. 4. Outline a future research, development, and demonstration (RD&D) program plan that addresses these gaps and develops optical-based I&C systems that enhance the viability of future AdvSMR designs. The development of clean, affordable, safe, and proliferation-resistant nuclear power is a key goal that is documented in the Nuclear Energy Research and Development Roadmap. Northern Ireland: The Peace Process

Since 1969, over 3,500 people have died as a result of political violence in Northern Ireland, which is a part of the United Kingdom. The British and Irish governments as well as the Northern Ireland political parties participating in the peace talks announced an agreement, the Good Friday Agreement (also known as the Belfast Agreement), which called for devolved government in which unionist and nationalist parties would share power. U.S. administrations and many Members of Congress have actively supported the Northern Ireland peace process. For decades, the United States has provided development aid through the International Fund for Ireland (IFI). In recent years, congressional hearings have focused on the peace process, police reforms, and the status of public inquiries into several murders in Northern Ireland in which collusion between the security forces and paramilitary groups is suspected. Many such issues related to Northern Ireland may continue to be of interest in the 112th Congress.

RESULTS FOR THE FIRST QUARTER 2012 TANK 50 WAC SLURRY SAMPLE: CHEMICAL AND RADIONUCLIDE CONTAMINANT RESULTS

This report details the chemical and radionuclide contaminant results for the characterization of the 2012 First Quarter sampling of Tank 50 for the Saltstone Waste Acceptance Criteria (WAC). Information from this characterization will be used by Waste Solidification Engineering (WSE) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System. The following conclusions are drawn from the analytical results provided in this memorandum: (1) The concentrations of the reported chemical and radioactive contaminants were less than their respective WAC targets or limits unless noted in this section; (2) The reported detection limit for {sup 94}Nb is above the requested limit from Reference 2 but below the estimated limit in Reference 3; (3) {sup 247}Cm and {sup 249}Cf are above the requested limits from Reference 2. however, they are below the limits established in Reference 3; (4) The reported detection limit for Norpar 13 is greater than the limit from Table 4 and Attachment 8.2 of the WAC; (5) The reported detection limit for Isopar L is greater than the …

TANK 40 FINAL SB5 CHEMICAL CHARACTERIZATION RESULTS PRIOR TO NP ADDITION

A sample of Sludge Batch 5 (SB5) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). This sample was also analyzed for chemical composition including noble metals. Prior to radionuclide inventory analyses, a final sample of the H-canyon Np stream will be added to bound the Np addition anticipated for Tank 40. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to DWPF as SB5. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB5 sample was transferred from the shipping container into a 4-L high density polyethylene vessel and solids allowed to settle overnight. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 239 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon{reg_sign} vessels and four in Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. Safety of Hydrogen Systems Installed in Outdoor Enclosures

The Hydrogen Safety Panel brings a broad cross-section of expertise from the industrial, government, and academic sectors to help advise the U.S. Department of Energy’s (DOE) Fuel Cell Technologies Office through its work in hydrogen safety, codes, and standards. The Panel’s initiatives in reviewing safety plans, conducting safety evaluations, identifying safety-related technical data gaps, and supporting safety knowledge tools and databases cover the gamut from research and development to demonstration and deployment. The Panel’s recent work has focused on the safe deployment of hydrogen and fuel cell systems in support of DOE efforts to accelerate fuel cell commercialization in early market applications: vehicle refueling, material handling equipment, backup power for warehouses and telecommunication sites, and portable power devices. This paper resulted from observations and considerations stemming from the Panel’s work on early market applications. This paper focuses on hydrogen system components that are installed in outdoor enclosures. These enclosures might alternatively be called “cabinets,” but for simplicity, they are all referred to as “enclosures” in this paper. These enclosures can provide a space where a flammable mixture of hydrogen and air might accumulate, creating the potential for a fire or explosion should an ignition occur.
