Air Pollution: Emissions from Older Electricity Generating Units

A letter report issued by the General Accounting Office with an abstract that begins "Although fossil fuels--coal, natural gas, and oil--account for more than two thirds of the nation's electricity, generating units that burn these fuels are major sources of airborne emissions that pose health and environmental risks. To limit emissions and protect air quality, the Environmental Protection Agency regulates emissions of sulfur dioxide and nitrogen oxides from a variety of sources including electricity generating units that burn fossil fuels, other industrial sources, and automobiles. Older electricity generating units--those that began operating before 1972--emit 59 percent of the sulfur dioxide, 47 percent of the nitrogen oxides, and 42 percent of all electricity produced by fossil-fuel units. Units that began operating in or after 1972 are responsible for the remainder of the emissions and electricity production. For equal quantities of electricity generated, older units, in the aggregate, emitted twice as much sulfur dioxide and 25 percent more nitrogen oxides than newer units which must meet the new source standards for these substances. Most of Alaska's Native villages are located on the coast or on riverbanks. In addition to the many federal and Alaska state agencies that respond to flooding and erosion, Congress established the Denali Commission in 1998 to, among other things, provide economic development services and to meet infrastructure needs in rural Alaska communities. Congress directed GAO to study Alaska Native villages affected by flooding and erosion and to 1) determine the extent to which these villages are affected, 2) identify federal and state flooding and erosion programs, 3) determine the current status of efforts to respond to flooding and erosion in nine villages, and 4) identify alternatives that Congress may wish to consider when providing assistance for flooding and erosion."

These fires included the largest and costliest fire in Oregon in the past century--the Biscuit Fire. Following a lightning storm, five fires were discovered in the Siskiyou National Forest over a 3- day period beginning July 13. These fires eventually burned together to form the Biscuit Fire, which burned nearly 500,000 acres in southern Oregon and Northern California and cost over $150 million to extinguish. GAO evaluated (1) whether policies and procedures were in place for acquiring needed firefighting resources during the initial days of the Biscuit Fire, and the extent to which these policies and procedures were followed when the fire was first identified; (2) what resource management issues, if any, affected the ability of personnel to fight the fire; and (3) what differences, if any, existed in key certification standards for personnel among federal and state agencies and whether these differences affected efforts to respond to the fire. Part of this mission is controlling the passage of travelers through official ports of entry into the United States. Facilitating the flow of people while preventing the illegal entry of travelers requires an effective and efficient process that authenticates a traveler's identity. Generally, identifying travelers at the ports of entry is performed by inspecting their travel documents, such as passports and visas, and asking them questions. Technologies called biometrics can automate the identification of individual travelers by one or more of their distinct physiological characteristics. Biometrics have been suggested as a way of improving the nation's ability to determine whether travelers are admissible to the United States."

GAO studied the propriety of practices for bidding, awarding, and monitoring contracts and the adequacy of controls to monitor fuel and other payments to vendors. The network was moved to the Federal Reserve Bank of Atlanta (FRB Atlanta) in September 1998 and renamed Check Relay. Check Relay's internal controls are designed to ensure that each step of the contract evaluation and approval process conforms to FRB Atlanta and Federal Reserve System policies and that appropriate senior officials review and approve contract terms. Check Relay also ensures that all payments to vendors conform to contract terms. Another set of controls verifies that the amount of fuel used by Check Relay's vendors is consistent with expected levels and that fuel is provided only to the appropriate recipients. Testimony issued by the General Accounting Office with an abstract that begins "Consumer complaints against household good carriers have soared in the last five years, yet the Department of Transportation (DOT) has done little to oversee the industry. Although DOT does not collect nationwide information on consumer complaints against household good movers, it estimates that it receives about 4,000 complaints each year. Consumer protection in the interstate household goods moving industry is a relatively low priority for DOT compared with its primary mission of promoting motor carrier safety. The Federal Motor Carrier Safety Administration (FMCSA) has fallen behind in its recent efforts to improve industry oversight and consumer protection. FMCSA has failed to meet the milestones for completing many of its efforts and has extended its deadlines by as much as a year. In addition, DOT has not completed a study on the effectiveness of arbitration as a way to settle household goods disputes, even though the law mandated that the study be completed by 1997. DOT now plans to conduct the study between 2003 and 2005. This testimony summarizes a March report (GAO-01-318)."

Most purchase card transactions are for small purchases, less than $2,500. While agencies estimate that using purchase cards saves hundreds of millions of dollars in administrative costs, the rapid growth of the purchase card presents opportunities for agencies to negotiate discounts with major vendors, thereby better leveraging agencies' buying power. To discover whether agencies were doing this, we examined program management and cardholder practices at the Departments of Agriculture, Army, Navy, Air Force, Interior, Justice, Transportation, and Veterans Affairs. GAO also examined why agencies may not have explored these opportunities."

The judiciary wants to maintain its one-judge, one-courtroom policy because of concerns about the effect of shared courtroom space on judicial administration. The judiciary has not, however, determined whether courtroom sharing may be possible among senior judges--the likeliest candidates for such an arrangement because of their reduced caseloads. Some active and senior judges in areas with a courtroom shortage are currently sharing space. Many of these judges oppose courtroom sharing because they believe that it interferes with the courts business and harms the judicial process. The judiciary plans to have some senior judges share space in future courthouse projects. Significant courtroom sharing appears unlikely in the near future, even among senior judges."

New information security provisions introduced by Congress will be a major catalyst for federal agencies to improve their security program management. To help maintain the momentum that the new information security reform provisions have generated, federal agencies must act quickly to implement strong security program management. A key element of the strategy outlined in Presidential Decision Directive (PDD) 63 was establishing the National Infrastructure Protection Center as "a national focal point" for gathering information on threats and facilitating the federal government's response to computer-based incidents. The center has begun critical infrastructure protection efforts to establish a foundation for future governmentwide efforts. However, the analytical and information-sharing capabilities that PDD 63 asserts are needed to protect the nation's critical infrastructures have not yet been achieved."

The Department of Defense (DOD) also provides benefits for persons severely disabled by physical or mental problems through its Individual Case Management Program for Persons with Extraordinary Conditions (ICMP-PEC) and for less severely disabled active duty dependents through its Program for Persons with Disabilities (PFPWD). Recently, military families and advocacy groups have raised concerns about accessing ICMP-PEC benefits. Also, the DOD Authorization Act for 2001 entitled military retirees age 65 and older and their dependents and survivors to TRICARE benefits for life which may have caseload and cost effects on ICMP-PEC. As of June 2001, 38 ICMP-PEC participants were projected to receive $6 million in services in fiscal year 2001, Their annual per-case costs were projected to range from $13,000 to $382,000. ICMP-PEC now lacks a clear purpose, well-defined eligibility criteria and benefits, and an efficient application process.
