The approach included support for state-based, multi-agency biomass working groups; direct technical assistance to states and private developers; and extensive networking and partnership-building activities to share objective information and best practices.

Final Technical Report

Our team of investigators from MIT (Michael Laub) and Stanford (Harley McAdams and Lucy Shapiro) conducted a multi-faceted, systematic experimental analysis of the 106 Caulobacter two-component signal transduction system proteins (62 histidine kinases and 44 response regulators) to understand how they coordinate cell cycle progression, metabolism, and response to environmental changes. These two-component signaling proteins were characterized at the genetic, biochemical, and genomic levels. The results generated by our laboratories have provided numerous insights into how Caulobacter cells sense and respond to a myriad of signals. As nearly all bacteria use two-component signaling for cell regulation, the results from this project help to deepen our general understanding of bacterial signal transduction. The tools and approaches developed can be applied to other bacteria. In particular, work from the Laub laboratory now enables the systematic, rational rewiring of two-component signaling proteins, a major advance that stands to impact synthetic biology and the development of biosensors and other designer molecular circuits. Results are summarized from our work. Each section lists publications and publicly-available resources which result from the work described.

A letter report issued by the Government Accountability Office with an abstract that begins "The Centers for Medicare & Medicaid Services (CMS) is responsible for providing beneficiaries timely and accurate information about Medicare. Receiving nearly 30 million calls in 2007, 1-800-MEDICARE, operated by a contractor, is the most common way members of the public get program information. The help line provides services both to English-speaking and limited English proficiency (LEP) callers. In this report, GAO describes (1) the extent to which access performance standards and targets have been met by the current contractor, (2) the efforts by CMS to provide LEP callers access to help line services and wait times experienced by these callers, and (3) CMS's oversight of callers' access to 1-800-MEDICARE and the information's accuracy. To conduct this work, GAO reviewed documents and analyzed help line data through July 2008. In addition, GAO interviewed agency staff, industry experts, and officials at four federal agencies with high call volume contact centers."

A letter report issued by the Government Accountability Office with an abstract that begins "Although competitive oil and natural gas markets generally provide incentives for companies to invest in research and development (R&D), some industry experts believe these companies may underinvest in certain areas. A recent GAO report noted important criteria for the Department of Energy (DOE) to consider in evaluating its oil and natural gas R&D efforts--including the likelihood that industry would perform the research without federal funding. The Office of Management and Budget has raised similar concerns. In this context, GAO was asked to review (1) how much U.S. industry has invested in oil and natural gas R&D over the last 10 years, and the current focus of these activities; (2) how DOE's oil and natural gas R&D funding and activities compare with industry's; and (3) to what extent DOE ensures that its oil and natural gas R&D would not occur without federal funding. SRNL LDRD ANNUAL REPORT 2008

The Laboratory Director is pleased to have the opportunity to present the 2008 Laboratory Directed Research and Development (LDRD) annual report. This is my first opportunity to do so, and only the second such report that has been issued. As will be obvious, SRNL has built upon the excellent start that was made with the LDRD program last year, and researchers have broken new ground in some important areas. In reviewing the output of this program this year, it is clear that the researchers implemented their ideas with creativity, skill and enthusiasm. It is gratifying to see this level of participation, because the LDRD program remains a key part of meeting SRNL's and DOE's strategic goals, and helps lay a solid scientific foundation for SRNL as the premier applied science laboratory. I also believe that the LDRD program's results this year have demonstrated SRNL's value as the EM Corporate Laboratory, having advanced knowledge in a spectrum of areas, including reduction of the technical risks of cleanup, separations science, packaging and transportation of nuclear materials, and many others. A discontinuous Galerkin front tracking method for two-phase flows with surface tension

A Discontinuous Galerkin method for solving hyperbolic systems of conservation laws involving interfaces is presented. The interfaces are represented by a collection of element boundaries and their position is updated using an arbitrary Lagrangian-Eulerian method. The motion of the interfaces and the numerical fluxes are obtained by solving a Riemann problem. As the interface is propagated, a simple and effective remeshing technique based on distance functions regenerates the grid to preserve its quality. Compared to other interface capturing techniques, the proposed approach avoids smearing of the jumps across the interface which leads to an improvement in accuracy. Numerical results are presented for several typical two-dimensional interface problems, including flows with surface tension.

Kootenai River Fisheries Investigation : Stock Status of Burbot : Project Progress Report 2008 Annual Report.

Objectives of this investigation were to (1) monitor the population status and recruitment of burbot Lota lota in the Kootenai River, Idaho and British Columbia, Canada during the winter of 2006-2007; (2) evaluate the selective withdrawal system in place at Libby Dam to maintain the river temperature near Bonners Ferry between 1-4 C (November-December) to improve burbot migration and spawning activity; and (3) determine if a hatching success of 10% of eyed burbot embryos could be achieved through extensive rearing and produce fingerlings averaging 9.8 cm in six months. Water temperature did not fall below the upper limit (4 C) until mid-January but was usually maintained between 1-4 C January through February and was acceptable. Snowpack was characterized by a 101% of normal January runoff forecast. Adult burbot were sampled with hoop nets and slat traps. Only three burbot were captured in hoop nets, all at Ambush Rock (rkm 244.5). No burbot were caught in either slat traps or juvenile sampling gear, indicating the population is nearly extirpated. Burbot catch per unit effort in hoop nets was 0.003 fish/net d. Extensive rearing was moved to a smaller private pond and will be reported in the 2008-2009 annual report.

The Savannah River National Laboratory (SRNL) was requested to generate a document for the Washington State Department of Ecology and the U.S. Environmental Protection Agency that would cover the following topics: (1) A description of the mineral structures produced by Fluidized Bed Steam Reforming (FBSR) of Hanford type Low Activity Waste (LAW including LAWR which is LAW melter recycle waste) waste, especially the cage structured minerals and how they are formed. (2) How the cage structured minerals contain some contaminants, while others become part of the mineral structure (Note that all contaminants become part of the mineral structure and this will be described in the subsequent sections of this report). (3) Possible contaminant release mechanisms from the mineral structures. (4) Appropriate analyses to evaluate these release mechanisms. (5) Why the appropriate analyses are comparable to the existing Hanford glass dataset. Analysis of community structure in networks of correlated data

We present a reformulation of modularity that allows the analysis of the community structure in networks of correlated data. The new modularity preserves the probabilistic semantics of the original definition even when the network is directed, weighted, signed, and has self-loops. This is the most general condition one can find in the study of any network, in particular those defined from correlated data. We apply our results to a real network of correlated data between stores in the city of Lyon (France).

Size reduction of complex networks preserving modularity

The ubiquity of modular structure in real-world complex networks is being the focus of attention in many trials to understand the interplay between network topology and functionality. The best approaches to the identification of modular structure are based on the optimization of a quality function known as modularity. However this optimization is a hard task provided that the computational complexity of the problem is in the NP-hard class. Here we propose an exact method for reducing the size of weighted (directed and undirected) complex networks while maintaining invariant its modularity. This size reduction allows the heuristic algorithms that optimize modularity for a better exploration of the modularity landscape. We compare the modularity obtained in several real complex-networks by using the Extremal Optimization algorithm, before and after the size reduction, showing the improvement obtained. We speculate that the proposed analytical size reduction could be extended to an exact coarse graining of the network in the scope of real-space renormalization.

Direct-Cooled Power Electronics Substrate

The goal of the Direct-Cooled Power Electronics Substrate project is to reduce the size and weight of the heat sink for power electronics used in hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs). The concept proposed in this project was to develop an innovative power electronics mounting structure, model it, and perform both thermal and mechanical finite-element analysis (FEA). This concept involved integrating cooling channels within the direct-bonded copper (DBC) substrate and strategically locating these channels underneath the power electronic devices. This arrangement would then be directly cooled by water-ethylene glycol (WEG), essentially eliminating the conventional heat sink and associated heat flow path. The concept was evaluated to determine its manufacturability, its compatibility with WEG, and the potential to reduce size and weight while directly cooling the DBC and associated electronics with a coolant temperature of 105 C. This concept does not provide direct cooling to the electronics, only direct cooling inside the DBC substrate itself. FINAL REPORT: A Study of the Abundance and 13C/12C Ratio of Atmospheric Carbon Dioxide to Advance the Scientific Understanding of Terrestrial Processes Regulating the GCC

The main objective of this project was to continue research to develop carbon cycle relationships related to the land biosphere based on remote measurements of atmospheric CO2 concentration and its isotopic composition. The project continued time-series observations of atmospheric carbon dioxide and isotopic composition begun by Charles D. Keeling at remote sites, including Mauna Loa, the South Pole, and eight other sites. The program also included the development of methods for measuring radiocarbon content in the collected CO2 samples and carrying out radiocarbon measurements in collaboration with Tom Guilderson of Lawrence Berkeley National Laboratory (LLNL). The radiocarbon measurements can provide complementary information on carbon exchange rates with the land and oceans and emissions from fossil-fuel burning. Using models of varying complexity, the concentration and isotopic measurements were used to establish estimates of the spatial and temporal variations in the net CO2 exchange with the atmosphere, the storage of carbon in the land and oceans, and variable isotopic discrimination of land plants.
