Advanced Safeguards Approaches for New Fast Reactors

This third report in the series reviews possible safeguards approaches for new fast reactors in general, and the ABR in particular. Fast-neutron spectrum reactors have been used since the early 1960s on an experimental and developmental level, generally with fertile blanket fuels to “breed” nuclear fuel such as plutonium. Whether the reactor is designed to breed plutonium, or transmute and “burn” actinides depends mainly on the design of the reactor neutron reflector and the whether the blanket fuel is “fertile” or suitable for transmutation. However, the safeguards issues are very similar, since they pertain mainly to the receipt, shipment and storage of fresh and spent plutonium and actinide-bearing “TRU”-fuel. For these reasons, the design of existing fast reactors and details concerning how they have been safeguarded were studied in developing advanced safeguards approaches for the new fast reactors. In this regard, the design of the Experimental Breeder Reactor-II “EBR-II” at the Idaho National Laboratory (INL) was of interest, because it was designed as a collocated fast reactor with a pyrometallurgical reprocessing and fuel fabrication line – a design option being considered for the ABR. Advanced Safeguards Approaches for New TRU Fuel Fabrication Facilities

This second report in a series of three reviews possible safeguards approaches for the new transuranic (TRU) fuel fabrication processes to be deployed at AFCF – specifically, the ceramic TRU (MOX) fuel fabrication line and the metallic (pyroprocessing) line. The most common TRU fuel has been fuel composed of mixed plutonium and uranium dioxide, referred to as “MOX”. However, under the Advanced Fuel Cycle projects custom-made fuels with higher contents of neptunium, americium, and curium may also be produced to evaluate if these “minor actinides” can be effectively burned and transmuted through irradiation in the ABR. A third and final report in this series will evaluate and review the advanced safeguards approach options for the ABR. In reviewing and developing the advanced safeguards approach for the new TRU fuel fabrication processes envisioned for AFCF, the existing international (IAEA) safeguards approach at the Plutonium Fuel Production Facility (PFPF) and the conceptual approach planned for the new J-MOX facility in Japan have been considered as a starting point of reference. The pyro-metallurgical reprocessing and fuel fabrication process at EBR-II near Idaho Falls also provided insight for safeguarding the additional metallic pyroprocessing fuel fabrication line planned for AFCF.

The Carolina Bay Restoration Project - Final Report 2000-2006.

A Wetlands Mitigation Bank was established at SRS in 1997 as a compensatory alternative for unavoidable wetland losses. Prior to restoration activities, 16 sites included in the project were surveyed for the SRS Site Use system to serve as a protective covenant. Pre-restoration monitoring ended in Fall 2000, and post restoration monitoring began in the Winter/Spring of 2001. The total interior harvest in the 16 bays after harvesting the trees was 19.6 ha. The margins in the opencanopy, pine savanna margin treatments were thinned. Margins containing areas with immature forested stands (bay 5184 and portions of bay 5011) were thinned using a mechanical shredder in November 2001. Over 126 hectares were included in the study areas (interior + margin). Planting of two tree species and the transplanting of wetland grass species was successful. From field surveys, it was estimated that approximately 2700 Nyssa sylvatica and 1900 Taxodium distichum seedlings were planted in the eight forested bays resulting in an average planting density of ≈ 490 stems ha-1. One hundred seedlings of each species per bay (where available) were marked to evaluate survivability and growth. Fracture-Flow-Enhanced Solute Diffusion into Fractured Rock

We propose a new conceptual model of fracture-flow-enhanced matrix diffusion, which correlates with fracture-flow velocity, i.e., matrix diffusion enhancement induced by rapid fluid flow within fractures. According to the boundary-layer or film theory, fracture flow enhanced matrix diffusion may dominate mass-transfer processes at fracture-matrix interfaces, because rapid flow along fractures results in large velocity and concentration gradients at and near fracture-matrix interfaces, enhancing matrix diffusion at matrix surfaces. In this paper, we present a new formulation of the conceptual model for enhanced fracture-matrix diffusion, and its implementation is discussed using existing analytical solutions and numerical models. In addition, we use the enhanced matrix diffusion concept to analyze laboratory experimental results from nonreactive and reactive tracer breakthrough tests, in an effort to validate the new conceptual model.

JV Task 77 - Health Implications of Mercury - Selenium Interactions

Exposure to mercury (Hg) commonly results from eating fish containing bioaccumulated methylmercury (MeHg). However, conflicting observations and conclusions have arisen from the ongoing human studies of MeHg exposure from fish consumption. Resolving these uncertainties has important implications for human health since significant nutritional benefits will be lost if fish consumption is needlessly avoided. Selenium (Se), an important nutrient that is abundant in ocean fish, has a potent protective effect against Hg toxicity. This protective effect was thought to be due to the high binding affinities between Hg and Se resulting in Se sequestration of Hg to prevent its harmful effects. However, it is imperative to consider the opposing effect of Hg on Se physiology. Crucial proteins that require Se normally protect the brain and hormone-producing glands from oxidative damage. MeHg is able to cross all biological barriers and enter cells in these tissues, where its high Se affinity results in Se sequestration. Sequestration in association with Hg prevents Se from participating in proteins that perform essential antioxidant activities. Supplemental dietary Se is able to replace Se sequestered by Hg and maintain normal antioxidant protection of brain and glands. The goal of this research project was to assess the potency of …

Nanostructured Solid Oxide Fuel Cell Electrodes

The ability of Solid Oxide Fuel Cells (SOFC) to directly and efficiently convert the chemical energy in hydrocarbon fuels to electricity places the technology in a unique and exciting position to play a significant role in the clean energy revolution. In order to make SOFC technology cost competitive with existing technologies, the operating temperatures have been decreased to the range where costly ceramic components may be substituted with inexpensive metal components within the cell and stack design. However, a number of issues have arisen due to this decrease in temperature: decreased electrolyte ionic conductivity, cathode reaction rate limitations, and a decrease in anode contaminant tolerance. While the decrease in electrolyte ionic conductivities has been countered by decreasing the electrolyte thickness, the electrode limitations have remained a more difficult problem. Nanostructuring SOFC electrodes addresses the major electrode issues. The infiltration method used in this dissertation to produce nanostructure SOFC electrodes creates a connected network of nanoparticles; since the method allows for the incorporation of the nanoparticles after electrode backbone formation, previously incompatible advanced electrocatalysts can be infiltrated providing electronic conductivity and electrocatalysis within well-formed electrolyte backbones. Soft Error Vulnerability of Iterative Linear Algebra Methods

Devices become increasingly vulnerable to soft errors as their feature sizes shrink. Previously, soft errors primarily caused problems for space and high-atmospheric computing applications. Modern architectures now use features so small at sufficiently low voltages that soft errors are becoming significant even at terrestrial altitudes. The soft error vulnerability of iterative linear algebra methods, which many scientific applications use, is a critical aspect of the overall application vulnerability. These methods are often considered invulnerable to many soft errors because they converge from an imprecise solution to a precise one. However, we show that iterative methods can be vulnerable to soft errors, with a high rate of silent data corruptions. We quantify this vulnerability, with algorithms generating up to 8.5% erroneous results when subjected to a single bit-flip. Further, we show that detecting soft errors in an iterative method depends on its detailed convergence properties and requires more complex mechanisms than simply checking the residual. Finally, we explore inexpensive techniques to tolerate soft errors in these methods.

Anthropogenic radionuclides in the environment

Studies of radionuclides in the environment have entered a new era with the renaissance of nuclear energy and associated fuel reprocessing, geological disposal of high-level nuclear wastes, and concerns about national security with respect to nuclear non-proliferation. This work presents an overview of anthropogenic radionuclide contamination in the environment, as well as the salient geochemical behavior of important radionuclides. We first discuss the following major anthropogenic sources and current development that contribute to the radionuclide contamination of the environment: (1) nuclear weapons program; (2) nuclear weapons testing; (3) nuclear power plants; (4) commercial fuel reprocessing; (5) geological repository of high-level nuclear wastes, and (6) nuclear accidents. Then, we summarize the geochemical behavior for radionuclides {sup 99}Tc, {sup 129}I, and {sup 237}Np, because of their complex geochemical behavior, long half-lives, and presumably high mobility in the environment. Biogeochemical cycling and environment risk assessment must take into account speciation of these redox-sensitive radionuclides.

Aviation Security: Vulnerabilities Exposed Through Covert Testing of TSA's Passenger Screening Process

Testimony issued by the Government Accountability Office with an abstract that begins "In August 2006, the Transportation Security Administration (TSA) substantially modified its passenger screening policies based on the alleged transatlantic bomb plot uncovered by British authorities. With the aim of closing security gaps revealed by the alleged plot, the revised policies severely restricted the amount of liquids, gels, and aerosols TSA allowed passengers to bring through the checkpoint. At the Committee's request, GAO tested whether security gaps exist in the passenger screening process. To perform this work, GAO attempted to (1) obtain the instructions and components needed to create devices that a terrorist might use to cause severe damage to an airplane and threaten the safety of passengers and (2) test whether GAO investigators could pass through airport security checkpoints undetected with all the components needed to create the devices. GAO conducted covert testing at a nonrepresentative selection of 19 airports across the country. After concluding its tests, GAO provided TSA with two timely briefings to help it take corrective action. In these briefings, GAO suggested that TSA consider several actions to improve its passenger screening program, including aspects of human capital, processes, and technology. A letter report issued by the Government Accountability Office with an abstract that begins "The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) established a voluntary outpatient prescription drug benefit, which is administered by the Centers for Medicare and Medicaid Services (CMS). CMS relies extensively on contractors to help it carry out its basic mission. Congress appropriated to CMS $1 billion for start-up administrative costs to implement provisions of MMA. Because CMS had discretion on how to use the appropriation, Congress asked GAO to determine (1) how CMS used the $1 billion MMA appropriation, (2) whether CMS's contracting practices and related internal controls were adequate to avoid waste and to prevent or detect improper payments, and (3) whether payments to contractors were properly supported as a valid use of government funds. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Energy (DOE) maintains emergency response capabilities and assets to quickly respond to potential nuclear and radiological threats in the United States. These capabilities are primarily found at DOE's two key emergency response facilities--the Remote Sensing Laboratories at Nellis Air Force Base, Nevada, and Andrews Air Force Base, Maryland. These capabilities took on increased significance after the attacks of September 11, 2001, because of heightened concern that terrorists may try to detonate a nuclear or radiological device in a major U.S. city. DOE is not the only federal agency responsible for addressing nuclear and radiological threats. The Department of Homeland Security (DHS) is responsible for preparing the country to prevent and respond to a potential nuclear or radiological attack. A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, the Department of Veterans Affairs (VA) significantly revised its in-house approach to managing and selling properties that become subject to foreclosure proceedings due to defaults by veterans on mortgages guaranteed by the department. VA contracted this function out to a private firm--Ocwen Financial Corporation (Ocwen)--after determining that doing so would increase the program's efficiency. VA oversees the Ocwen contract, which terminates in 2008, through onsite property inspections and other means. GAO was asked to (1) describe VA's inspection and other oversight findings and (2) evaluate VA's overall contract oversight program to determine whether any lessons can be learned prior to the implementation of the next contract in 2008. DEVELOPMENT OF AN IMPROVED SODIUM TITANATE FOR THE PRETREATMENT OF HIGH LEVEL NUCLEAR WASTE AT THE SAVANNAH RIVER SITE

High-level nuclear waste produced from fuel reprocessing operations at the Savannah River Site (SRS) requires pretreatment to remove Cs-137, Sr-90 and alpha-emitting radionuclides (i.e., actinides) prior to disposal onsite as low level waste. Separation processes planned at SRS include sorption of Sr-90 and alpha-emitting radionuclides onto monosodium titanate (MST) and caustic side solvent extraction, for {sup 137}Cs removal. The predominant alpha-emitting radionuclides in the highly alkaline waste solutions include plutonium isotopes Pu-238, Pu-239 and Pu-240. This paper describes recent results to produce an improved sodium titanate material that exhibits increased removal kinetics and capacity for Sr-90 and alpha-emitting radionuclides compared to the baseline MST material.

Evaluating Zoltan for Static Load Balancing on BlueGene Architectures

The purpose of this TechBase was to evaluate the Zoltan load-balancing library from Sandia National Laboratories as a possible replacement for ParMetis, which had been the load balancer of choice for nearly a decade but does not scale to the full 64,000 processors of BlueGene/L. This evaluation was successful in producing a clear result, but the result was unfortunately negative. Although Zoltan presents a collection load-balancing algorithms, none were able to meet or exceed the combined scalability and quality of ParMetis on representative datasets.

Feasibility Evaluation and Retrofit Plan for Cold Crucible Induction Melter Deployment in the Defense Waste Processing Facility at Savannah River Site - 8118

Cold crucible induction melters (CCIM) have been proposed as an alternative technology for waste glass melting at the Defense Waste Processing Facility (DWPF) at Savannah River Site (SRS) as well as for other waste vitrification facilities. Proponents of this technology cite high temperature operation, high tolerance for noble metals and aluminum, high waste loading, high throughput capacity, and low equipment cost as the advantages over existing Joule Heated Melter (JHM) technology. This paper describes the CCIM technology and identifies technical challenges that must be addressed in order to implement CCIMs in the DWPF. The CCIM uses induction heating to maintain molten glass at high temperature. A water-cooled helical induction coil is connected to an AC current supply, typically operating at frequencies from 100 KHz to 5 MHz. The oscillating magnetic field generated by the oscillating current flow through the coil induces eddy currents in conductive materials within the coil. Those oscillating eddy currents, in turn, generate heat in the material. In the CCIM, the induction coil surrounds a 'Cold Crucible' which is formed by metal tubes, typically copper or stainless steel. Fission Product Gamma-Ray Line Pairs Sensitive to Fissile Material and Neutron Energy

The beta-delayed gamma-ray spectra from the fission of {sup 235}U, {sup 238}U, and {sup 239}Pu by thermal and near-14-MeV neutrons have been measured for delay times ranging from 1 minute to 14 hours. Spectra at all delay times contain sets of prominent gamma-ray lines with intensity ratios that identify the fissile material and distinguish between fission induced by low-energy or high-energy neutrons.
