Electric Reliability: Options for Electric Transmission Infrastructure Improvements

The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Noncontact surface thermometry for microsystems: LDRD final report.

We describe a Laboratory Directed Research and Development (LDRD) effort to develop and apply laser-based thermometry diagnostics for obtaining spatially resolved temperature maps on working microelectromechanical systems (MEMS). The goal of the effort was to cultivate diagnostic approaches that could adequately resolve the extremely fine MEMS device features, required no modifications to MEMS device design, and which did not perturb the delicate operation of these extremely small devices. Two optical diagnostics were used in this study: microscale Raman spectroscopy and microscale thermoreflectance. Both methods use a low-energy, nonperturbing probe laser beam, whose arbitrary wavelength can be selected for a diffraction-limited focus that meets the need for micron-scale spatial resolution. Raman is exploited most frequently, as this technique provides a simple and unambiguous measure of the absolute device temperature for most any MEMS semiconductor or insulator material under steady state operation. Temperatures are obtained from the spectral position and width of readily isolated peaks in the measured Raman spectra with a maximum uncertainty near {+-}10 K and a spatial resolution of about 1 micron. Application of the Raman technique is demonstrated for V-shaped and flexure-style polycrystalline silicon electrothermal actuators, and for a GaN high-electron-mobility transistor. The H II Region of a Primordial Star (open access)

The H II Region of a Primordial Star

The concordance model of cosmology and structure formation predicts the formation of isolated very massive stars at high redshifts in dark matter dominated halos of 10{sup 5} to 10{sup 6} Msun. These stars photo-ionize their host primordial molecular clouds, expelling all the baryons from their halos. When the stars die, a relic H II region is formed within which large amounts of molecular hydrogen form which will allow the gas to cool efficiently when gravity assembles it into larger dark matter halos. The filaments surrounding the first star hosting halo are largely shielded and provide the pathway for gas to stream into the halo when the star has died. We present the first fully three dimensional cosmological radiation hydrodynamical simulations that follow all these effects. A novel adaptive ray casting technique incorporates the time dependent radiative transfer around point sources. This approach is fast enough so that radiation transport, kinetic rate equations, and hydrodynamics are solved self-consistently. It retains the time derivative of the transfer equation and is explicitly photon conserving. This method is integrated with the cosmological adaptive mesh refinement code enzo, and runs on distributed and shared memory parallel architectures. We report a measurement of the longitudinal double-spinasymmetry A_LL and the differential cross section for inclusivemidrapidity jet production in polarized proton collisions at sqrt(s)=200GeV. The cross section data cover transverse momenta 5<pT<50GeV/c and agree with next-to-leading order perturbative QCD evaluations.The A_LL data cover 5<pT<17 GeV/c and disfavor at 98 percentC.L. maximal positive gluon polarization in the polarizednucleon.

Neutral Kaon Interferometry in Au+Au collisions at sqrt(s_NN) =200 GeV

We present the first statistically meaningful results fromtwo-K0s interferometry in heavy-ion collisions. A model that takes theeffect of the strong interaction into account has been used to fit themeasured correlation function. The effects of single and coupled channelwere explored. At the mean transverse mass m_T = 1.07 GeV, we obtain thevalues R = 4.09 +- 0.46 (stat.) +- 0.31 (sys) fm and lambda = 0.92 +-0.23 (stat) +- 0.13 (sys), where R and lambda are the invariant radiusand chaoticity parameters respectively. The results are qualitativelyconsistent with m_T systematics established with pions in a scenariocharacterized by a strong collective flow.

Rapidity and species dependence of particle production at largetransverse momentum for d+Au collisions at psNN = 200 GeV

We determine rapidity asymmetry in the production of charged pions, protons and anti-protons for large transverse momentum (p{sub T}) for d+Au collisions at {radical}s{sub NN} = 200 GeV. The rapidity asymmetry is defined as the ratio of particle yields at backward rapidity (Au beam direction or -ve rapidity) to those at forward rapidity (d beam direction or +ve rapidity). The identified hadrons are measured in the rapidity regions |y| &lt; 0.5 and 0.5 &lt; |y| &lt; 1.0 for the p{sub T} range 2.5 &lt; p{sub T} &lt; 10 GeV/c. We observe significant rapidity asymmetry for charged pion and proton+anti-proton production in both rapidity regions. The asymmetry is larger for 0.5 &lt; |y| &lt; 1.0 than for |y| &lt; 0.5 and is almost independent of particle type. The measurements are compared to various model predictions employing multiple scattering, energy loss, nuclear shadowing, saturation effects, and recombination, and also to a phenomenological parton model. We find that asymmetries are sensitive to model parameters and show model-preference. The rapidity dependence of {pi}{sup -}/{pi}{sup +} and {bar p}/p ratios in peripheral d+Au and forward neutron-tagged events are used to study the contributions of valence quarks and gluons to particle production at high p{sub T}. …

Strange Particle Production in $p+p$ Collisions at $\sqrt{s}$= 200GeV

We present strange particle spectra and yields measured atmid-rapidity in sqrt text s=200 GeV proton-proton (p+p) collisions atRHIC. We find that the previously observed universal transverse mass(mathrm mT \equiv\sqrt mathrm p_T 2+\mathrm m2) scaling of hadronproduction in p+p collisions seems to break down at higher \mt and thatthere is a difference in the shape of the \mt spectrum between baryonsand mesons. We observe mid-rapidity anti-baryon to baryon ratios nearunity for Lambda and Xi baryons and no dependence of the ratio ontransverse momentum, indicating that our data do not yet reach thequark-jet dominated region. We show the dependence of the mean transversemomentum (\mpt) on measured charged particle multiplicity and on particlemass and infer that these trends are consistent with gluon-jet dominatedparticle production. The data are compared to previous measurements fromCERN-SPS, ISR and FNAL experiments and to Leading Order (LO) and Next toLeading order (NLO) string fragmentation model predictions. We infer fromthese comparisons that the spectral shapes and particle yields from $p+p$collisions at RHIC energies have large contributions from gluon jetsrather than quark jets.

Transverse momentum and centrality dependence of high-ptnon-photonic electron suppression in Au+Au collisions at $\sqrt{s_{NN}}$= 200 GeV

The STAR collaboration at RHIC reports measurements of theinclusive yield of non-photonic electrons, which arise dominantly fromsemi-leptonic decays of heavy flavor mesons, over a broad range oftransverse momenta (1.2<pt<10 gevc) in pp, dAu, and AuAucollisions at sqrt sNN = 200 GeV. The non-photonic electron yieldexhibits unexpectedly large suppression in central AuAu collisions athigh pt, suggesting substantial heavy quark energy loss at RHIC. Thecentrality and \pt dependences of the suppression provide constraints ontheoretical models of suppression.

Prototype Weigh-In-Motion Performance

Oak Ridge National Laboratory (ORNL) has developed and patented methods to weigh slowly moving vehicles. We have used this technology to produce a portable weigh-in-motion system that is robust and accurate. This report documents the performance of the second-generation portable weigh-in-motion prototype (WIM Gen II). The results of three modes of weight determination are compared in this report: WIM Gen II dynamic mode, WIM Gen II stop-and-go mode, and static (parked) mode on in-ground, static scales. The WIM dynamic mode measures axle weights as the vehicle passes over the system at speeds of 3 to 7 miles per hour (1.3 to 3.1 meters/second). The WIM stop-and-go mode measures the weight of each axle of the vehicle as the axles are successively positioned on a side-by-side pair of WIM measurement pads. In both measurement modes the center of balance (CB) and the total weight are obtained by a straight-forward calculation from axle weights and axle spacings. The performance metric is measurement error (in percent), which is defined as 100 x (sample standard deviation)/(average); see Appendix A for details. Functionally Graded Cathodes for Solid Oxide Fuel Cells

One primary suspected cause of long-term performance degradation of solid oxide fuels (SOFCs) is the accumulation of chromium (Cr) species at or near the cathode/electrolyte interface due to reactive Cr molecules originating from Cr-containing components (such as the interconnect) in fuel cell stacks. To date, considerable efforts have been devoted to the characterization of cathodes exposed to Cr sources; however, little progress has been made because a detailed understanding of the chemistry and electrochemistry relevant to the Cr-poisoning processes is still lacking. This project applied multiple characterization methods - including various Raman spectroscopic techniques and various electrochemical performance measurement techniques - to elucidate and quantify the effect of Cr-related electrochemical degradation at the cathode/electrolyte interface. Using Raman microspectroscopy the identity and location of Cr contaminants (SrCrO{sub 4}, (Mn/Cr){sub 3}O{sub 4} spinel) have been observed in situ on an LSM cathode. These Cr contaminants were shown to form chemically (in the absence of current flowing through the cell) at temperatures as low as 625 C. While SrCrO{sub 4} and (Mn/Cr){sub 3}O{sub 4} spinel must preferentially form on LSM, since the LSM supplies the Sr and Mn cations necessary for these compounds, LSM was also shown to be an active site for …

Xi0 and anti-Xi0 Polarization Measurements at 800-GeV/c

The polarization of {Xi}{sup 0} and {bar {Xi}}{sup 0} hyperons produced by 800 GeV/c protons on a BeO target at a fixed targeting angle of 4.8 mrad is measured by the KTeV experiment at Fermilab. The result of 9.7% for {Xi}{sup 0} polarization shows no significant energy dependence when compared to a result obtained at 400 GeV/c production energy and at twice the targeting angle. The polarization of the {Xi}{sup 0} is measured for the first time and found to be consistent with zero. They also examine the dependence of polarization on production p{sub t}.

Measurement of direct photon emission in the K(L) ---> pi+ pi- gamma decay mode (open access)

Measurement of direct photon emission in the K(L) ---> pi+ pi- gamma decay mode

In this paper the KTeV collaboration reports the analysis of 112.1 x 10{sup 3} candidate K{sub L} {yields} {pi}{sup +}{pi}{sup -}{gamma} decays including a background of 671 {+-} 41 events with the objective of determining the photon production mechanisms intrinsic to the decay process. These decays have been analyzed to extract the relative contributions of the Cp violating bremsstrahlung process and the CP conserving M1 and CP violating E1 direct photon emission processes. The M1 direct photon emission amplitude and its associated vector form factor parameterized as |{bar g}{sub M1}|(1 + a{sub 1}/a{sub 2}/(M{sub {rho}}{sup 2}-M{sub K}{sup 2}) + 2M{sub K}E{sub {gamma}}) have been measured to be |{bar g}{sub M1}| = 1.198 {+-} 0.035(stat) {+-} 0.086(syst) and a{sub 1}/a{sub 2} = =0.738 {+-} 0.007(stat) {+-} 0.018(syst) GeV{sup 2}/c{sup 2} respectively. An upper limit for the CP violating E1 direct emission amplitude |g{sub E1}| {le} 0.1 (90%CL) has been found. The overall ratio of direct photon emission (DE) to total photon emission including the bremsstrahlung process (IB) has been determined to be DE/(DE + IB) = 0.689 {+-} 0.021 for E{sub {gamma}} {ge} 20 MeV.

An upper limit to the photon fraction in cosmic rays above 10**19-eV from the Pierre Auger Observatory

An upper limit of 16% (at 95% c.l.) is derived for the photon fraction in cosmic rays with energies above 10{sup 19} eV, based on observations of the depth of shower maximum performed with the hybrid detector of the Pierre Auger Observatory. This is the first such limit on photons obtained by observing the fluorescence light profile of air showers. This upper limit confirms and improves on previous results from the Haverah Park and AGASA surface arrays. Additional data recorded with the Auger surface detectors for a subset of the event sample, support the conclusion that a photon origin of the observed events is not favored.

This Safety Analysis Report for Packaging (SARP) documents the analysis and testing performed on and for the 9977 Shipping Package, referred to as the General Purpose Fissile Package (GPFP). The performance evaluation presented in this SARP documents the compliance of the 9977 package with the regulatory safety requirements for Type B packages. Per 10 CFR 71.59, for the 9977 packages evaluated in this SARP, the value of ''N'' is 50, and the Transport Index based on nuclear criticality control is 1.0. The 9977 package is designed with a high degree of single containment. The 9977 complies with 10 CFR 71 (2002), Department of Energy (DOE) Order 460.1B, DOE Order 460.2, and 10 CFR 20 (2003) for As Low As Reasonably Achievable (ALARA) principles. The 9977 also satisfies the requirements of the Regulations for the Safe Transport of Radioactive Material--1996 Edition (Revised)--Requirements. IAEA Safety Standards, Safety Series No. TS-R-1 (ST-1, Rev.), International Atomic Energy Agency, Vienna, Austria (2000). Using 355 pb{sup -1} of data collected by the CDF II detector in p{bar p} collisions at {radical}s = 1.96 TeV at the Fermilab Tevatron, they study the fully reconstructed hadronic decays B{sub (s)}{sup 0} {yields} D{sub (s)}{sup -}{pi}{sup +} and B{sub (s)}{sup 0} {yields} D{sub (s)}{sup -} {pi}{sup +}{pi}{sup +}{pi}{sup -}. They present the first measurement of the ratio of branching fractions {Beta}(B{sub s}{sup 0} {yields} D{sub s}{sup -}{pi}{sup +}{pi}{sup +}{pi}{sup -})/{Beta}(B{sup 0} {yields} D{sup -} {pi}{sup +}{pi}{sup +}{pi}{sup -}) = 1.05 {+-} 0.10(stat.) {+-} 0.22(syst.). They also update their measurement of {Beta}(B{sub s}{sup 0} {yields} D{sub s}{sup -} {pi}{sup +})/{Beta}(B{sup 0} {yields} D{sup -} {pi}{sup +}) to 1.13 {+-} 0.08(stat.) {+-} 0.23(syst.) improving the statistical uncertainty by more than a factor of two. They find {Beta}(B{sub s}{sup 0} {yields} D{sub s}{sup -} {pi}{sup +}) = [3.8 {+-} 0.3(stat.) {+-} 1.3(syst.)] x 10{sup -3} and {Beta}(B{sub s}{sup 0} {yields} D{sub s}{sup -} {pi}{sup +}{pi}{sup +}{pi}{sup -}) = [8.4 {+-} 0.8(stat.) {+-} 3.2(syst.)] x 10{sup -3}.

The authors present the first observation of the baryon decay {Lambda}{sub b}{sup 0} {yields} {Lambda}{sub c}{sup +} {pi}{sup -} followed by {Lambda}{sub c}{sup +} {yields} pK{sup -} {pi}{sup +} in 106 pb{sup -1} p{bar p} collisions at {radical}s = 1.96 TeV in the CDF experiment. IN order to reduce systematic error, the measured rate for {Lambda}{sub b}{sup 0} decay is normalized to the kinematically similar meson decay {bar B}{sup 0} {yields} D{sup +}{pi}{sup -} followed by D{sup +} {yields} {pi}{sup +}K{sup -}{pi}{sup +}. To identify the Z{prime} {yields} e{sup +}e{sup -} signal, both the dielectron invariant mass distribution and the angular distribution of the electron pair are used. No evidence of a signal is found, and 95% confidence level lower limits are set on the Z{prime} mass for several models. Limits are also placed on the mass and gauge coupling of a generic Z{prime}, as well as on the contact interaction mass scales for different helicity structure scenarios.

Measurement of the B(c)+ meson lifetime using B(c)+ ---> J/psi e+ nu(e)

The authors present a measurement of the B{sub c}{sup +} meson lifetime in the semileptonic decay mode B{sub c}{sup +} {yields} J/{psi}e{sup +}{nu}{sub e} using the CDF II detector at the Fermilab Tevatron Collider. From a sample of about 360 pb{sup -1} of p{bar p} collisions at {radical}s = 1.96 TeV, they reconstruct J/{psi}e{sup +} pairs with invariant mass in the kinematically allowed range 4 &lt; M{sub J/{psi}e} &lt; 6 GeV/c{sup 2}. A fit to the decay-length distribution of 238 signal events yields a measured B{sub c}{sup +} meson lifetime of 0.463{sub -0.065}{sup +0.073}(stat) {+-} 0.036(syst) ps.

Measurement of the B0(s) - anti-B0(s) Oscillation Frequency

The authors present the first measurement of the B{sub s}{sup 0}-{bar B}{sub s}{sup 0} oscillation frequency {Delta}m{sub s}. They use 1 fb{sup -1} of data from p{bar p} collisions at {radical}s = 1.96 TeV collected with the CDF II detector at the Fermilab Tevatron. The sample contains signals of 3600 fully reconstructed hadronic B{sub s} decays and 37,000 partially reconstructed semileptonic B{sub s} decays. They measure the probability as a function of proper decay time that the B{sub s} decays with the same, or opposite, flavor as the flavor at production and they find a signal consistent with B{sub s}{sup 0}-{bar B}{sub s}{sup 0} oscillations. The probability that random fluctuations could produce a comparable signal is 0.2%. Under the hypothesis that the signal is due to B{sub s}{sup 0}-{bar B}{sub s}{sup 0} oscillations, they measure {Delta}m{sub s} = 17.31{sub -0.18}{sup +0.33}(stat.) {+-} 0.07(syst.) ps{sup -1} and determine |V{sub td}/V{sub ts}| = 0.208{sub -0.002}{sup +0.001}(exp.){sub -0.006}{sup +0.008}(theo.).

Measurement of the ratio of branching fractions B(D0 ---> K+ pi-) / B(D0 ---> K- pi+) using the CDF II Detector

The authors present a measurement of R{sub B}, the ratio of the branching fraction for the rare decay D{sup 0} {yields} K{sup +}{pi}{sup -} to that for the Cabibbo-favored decay D{sup 0} {yields} K{sup -}{pi}{sup +}. Charge conjugate decays are implicitly included. A signal of 2005 {+-} 104 events for the decay D{sup 0} {yields} K{sup +}{pi}{sup -} is obtained using the CDF II detector at the Fermilab Tevatron collider. The data set corresponds to an integrated luminosity of 0.35 fb{sup -1} produced in {bar p}p collisions at {radical}s = 1.96 TeV. Assuming no mixing, they find R{sub B} = [4.05 {+-} 0.21(stat) {+-} 0.11(syst)] x 10{sup -3}. This measurement is consistent with the world average, and comparable in accuracy with the best measurements from other experiments.
