3-D Hydrodynamic Modeling in a Geospatial Framework

3-D hydrodynamic models are used by the Savannah River National Laboratory (SRNL) to simulate the transport of thermal and radionuclide discharges in coastal estuary systems. Development of such models requires accurate bathymetry, coastline, and boundary condition data in conjunction with the ability to rapidly discretize model domains and interpolate the required geospatial data onto the domain. To facilitate rapid and accurate hydrodynamic model development, SRNL has developed a pre- and post-processor application in a geospatial framework to automate the creation of models using existing data. This automated capability allows development of very detailed models to maximize exploitation of available surface water radionuclide sample data and thermal imagery.

This movement has included many moving targets and increasing support complexity. We would like to set up a forum for Security and Support professionals to get together from across the Complex and discuss current deployments, lessons learned, and next steps. This would include what hardware, software, and hard copy based solutions are being used to manage Secure Computing. The topics to be discussed include but are not limited to: Diskless computing, port locking and management, PC, Mac, and Linux/UNIX support and setup, system imaging, security setup documentation and templates, security documentation and management, customer tracking, ticket tracking, software download and management, log management, backup/disaster recovery, and mixed media environments.

Final Report for Department of Energy Grant DE-FG02-97ER45666 ?Interface Diffusion and Deep Level Formation of SiC and Other Wide Gap Materials?

This final report describes the research effort focusing on the nature of charge transfer and localized electronic structure at semiconductor interfaces, one of the most fundamental issues in the solid state. The basic charge exchange between two materials in general is directly connected with the systematic atomic bonding changes and redistribution that occurs at the nanoscale interface. Our programhas extended our understanding of the atomic-scale nature of electrostatic barrier formation, heterojunction band offsets, and the optical and electronic features of impurity confinement in a set of model materials systems, including nanometer-scale wide band gap semiconductor and insulator structures. This fundamentally new class of materials investigation utilizes a powerful and unique combination of techniques that are revealing the atomic-scale movement, chemical bonding, and resultant charge transfer across well-defined model interfaces.

Single Transverse-Spin Asymmetries at Large-x

The large-x behavior of the transverse-momentum dependent quark distributions is analyzed in the factorization-inspired perturbative QCD framework, particularly for the naive time-reversal-odd quark Sivers function which is responsible for the single transverse-spin asymmetries in various semi-inclusive hard processes. By examining the dominant hard gluon exchange Feynman diagrams, and using the resulting power counting rule, we find that the Sivers function has power behavior (1-x){sup 4} at x {yields} 1, which is one power of (1-x) suppressed relative to the unpolarized quark distribution. These power-counting results provide important guidelines for the parameterization of quark distributions and quark-gluon correlations.

Field Test Program for Long-Term Operation of a COHPAC System for Removing Mercury from Coal-Fired Flue Gas

With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Sorbent injection technology represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. It involves injecting a solid material such as powdered activated carbon into the flue gas. The gas-phase mercury in the flue gas contacts the sorbent and attaches to its surface. The sorbent with the mercury attached is then collected by the existing particle control device along with the other solid material, primarily fly ash. During 2001, ADA Environmental Solutions (ADA-ES) conducted a full-scale demonstration of sorbent-based mercury control technology at the Alabama Power E.C. Gaston Station (Wilsonville, Alabama). This unit burns a low-sulfur bituminous coal and uses a hot-side electrostatic precipitator (ESP) in combination with a Compact Hybrid Particulate Collector (COHPAC{reg_sign}) baghouse to collect fly ash. The majority of the fly ash is collected in the ESP with the residual being collected in the COHPAC{reg_sign} baghouse. The 100-B-1 waste site was a dumping site that was divided into two areas. One area was used as a laydown area for construction materials, and the other area was used as a chemical dumping area. The 100-B-1 Surface Chemical and Solid Waste Dumping Area site meets the remedial action objectives specified in the Remaining Sites ROD. The results demonstrate that residual contaminant concentrations support future unrestricted land uses that can be represented by a rural-residential scenario. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

The 141-C waste site is a former large animal barn and biology laboratory within the 100-F Area experimental animal farm. Strontium-90, arsenic, and multiple polycyclic aromatic hydrocarbons were detected within residual demolition debris at concentrations exceeding cleanup criteria. The site has been remediated by removing approximately 900 bank cubic meters of soil and debris within the former building footprint to the Environmental Restoration Disposal Facility. The results of verification sampling demonstrated that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also showed that residual contaminant concentrations are protective of groundwater and the Columbia River.

Inline Monitors for Measuring Cs-137 in the SRS Caustic Side Solvent Extraction Process

The Department of Energy (DOE) selected Caustic-Side Solvent Extraction (CSSX) as the preferred technology for the removal of radioactive cesium from High-Level Waste (HLW) at the Savannah River Site (SRS). Before the full-scale Salt Waste Processing Facility (SWPF) becomes operational, a portion of dissolved saltcake waste will be processed through a Modular CSSX Unit (MCU). The MCU employs the CSSX process, a continuous process that uses a novel solvent to extract cesium from waste and concentrate it in dilute nitric acid. Of primary concern is Cs-137 which makes the solution highly radioactive. Since the MCU does not have the capacity to wait for sample results while continuing to operate, the Waste Acceptance Strategy is to perform inline analyses. Gamma-ray monitors are used to: measure the Cs-137 concentration in the decontaminated salt solution (DSS) before entering the DSS Hold Tank; measure the Cs-137 concentration in the strip effluent (SE) before entering the SE Hold Tank; and verify proper operation of the solvent extraction system by verifying material balance within the process. Awards of Attorneys' Fees by Federal Courts and Federal Agencies

In the United States, the general rule, which derives from common law, is that each side in a legal proceeding pays for its own attorney. There are many exceptions, however, in which federal courts, and occasionally federal agencies, may order the losing party to pay the attorneys’ fees of the prevailing party. The major common law exception authorizes federal courts (not agencies) to order a losing party that acts in bad faith to pay the prevailing party’s fees. This report discusses the Equal Access to Justice Act (EAJA), which makes the United States liable for attorneys’ fees of up to $125 per hour in many court cases and administrative proceedings that it loses (and some that it wins) and fails to prove that its position was substantially justified.
