Overview of Theory and Simulations in the Heavy Ion Fusion Science Virtual National Laboratory
The Heavy Ion Fusion Science Virtual National Laboratory (HIFS-VNL) is a collaboration of Lawrence Berkeley National Laboratory, Lawrence Livermore National Laboratory, and Princeton Plasma Physics Laboratory. These laboratories, in cooperation with researchers at other institutions, are carrying out a coordinated effort to apply intense ion beams as drivers for studies of the physics of matter at extreme conditions, and ultimately for inertial fusion energy. Progress on this endeavor depends upon coordinated application of experiments, theory, and simulations. This paper describes the state of the art, with an emphasis on the coordination of modeling and experiment; developments in the simulation tools, and in the methods that underly them, are also treated.

Testimony for the CA Assembly Legislature Utilities and Commerce Committee
Let me begin by thanking the Committee and the Assembly for inviting me to speak and present information on the topic of carbon capture and storage (sometimes called carbon sequestration or geosequestration). I am a research scientist at the Lawrence Livermore National Laboratory (LLNL) leading the Carbon Management Program. Our Laboratory is administered by the University of California for the Department of Energy's National Nuclear Security Administration. Lawrence Livermore is a multi-program laboratory with special responsibilities in national security and state-of-the-art experimental and computational capabilities that are also applied to meet other pressing national needs. In particular, LLNL pursues a broad portfolio of innovative research and development programs in energy and environmental sciences, including carbon capture and storage. It is an honor, and I believe the time is good to discuss this very promising technology pathway for greenhouse gas emissions reduction. Here I will describe the current state of knowledge and practice for carbon capture and storage, and highlight specific opportunities for benefit by deployment in California.

Calculation of Critical Experiments involving U(37)O2F2 Solution
Critical experiments were conducted at the Oak Ridge Critical Experiment Facility (ORCEF) to determine the critical concentration for an unreflected 69.2-cm-diameter sphere of UO{sub 2}F{sub 2}, at an enrichment of {approx}37 percent U{sup 235}, by weight. These experiments were a continuation of previous efforts to determine critical dimensions for fissile materials in simple geometry. Some of the earlier experiments in this vessel have been published as part of the OECD handbook. The reports concerning these experiments have only recently become available. Until August 2005, Refs. 2 and 3 were still classified. These documents, along with experimental logbooks and unclassified papers available on the experimental campaign and facility are being used to generate a computer model for this critical experiment.

FEASIBILITY OF HYDROGEN PRODUCTION USING LASER INERTIAL FUSION AS THE PRIMARY ENERGY SOURCE
The High Average Power Laser (HAPL) program is developing technology for Laser IFE with the goal of producing electricity from the heat generated by the implosion of deuterium-tritium (DT) targets. Alternatively, the Laser IFE device could be coupled to a hydrogen generation system where the heat would be used as input to a water-splitting process to produce hydrogen and oxygen. The production of hydrogen in addition to electricity would allow fusion energy plants to address a much wider segment of energy needs, including transportation. Water-splitting processes involving direct and hybrid thermochemical cycles and high temperature electrolysis are currently being developed as means to produce hydrogen from high temperature nuclear fission reactors and solar central receivers. This paper explores the feasibility of this concept for integration with a Laser IFE plant, and it looks at potential modifications to make this approach more attractive. Of particular interest are: (1) the determination of the advantages of Laser IFE hydrogen production compared to other hydrogen production concepts, and (2) whether a facility of the size of FTF would be suitable for hydrogen production.

Racetrack Magnet Designs and Technologies.
This paper presents a review of racetrack coil magnet designs and technologies for high field magnets that can be used in LHC upgrade. The designs presented here allow both ''Wind & React'' and ''React & Wind'' technologies as they are based on flat racetrack coils with large bend radii. Test results of the BNL 10.3 T ''React & Wind'' common coil magnet are also presented. A possible use of High Temperature Superconductors (HTS) in future high field accelerator magnets is examined.

Nanoscale Synthesis and Characterization Laboratory Annual Report 2005
The Nanoscale Synthesis and Characterization Laboratory's (NSCL) primary mission is to create and advance interdisciplinary research and development opportunities in nanoscience and technology. The initial emphasis of the NSCL has been on development of scientific solutions in support of target fabrication for the NIF laser and other stockpile stewardship experimental platforms. Particular emphasis has been placed on the design and development of innovative new materials and structures for use in these targets. Projects range from the development of new high strength nanocrystalline alloys to graded density materials to high Z nanoporous structures. The NSCL also has a mission to recruit and train personnel for Lab programs such as the National Ignition Facility (NIF), Defense and Nuclear Technologies (DNT), and Nonproliferation, Arms control and International security (NAI). The NSCL continues to attract talented scientists to the Laboratory.

Brazilian Trade Policy and the United States
As the largest and one of the most influential countries in Latin America, Brazil has emerged as a leading voice for developing countries in setting regional and multilateral trade agendas. Brazil is critical of U.S. trade policies such as the Byrd Amendment (repealed, but program in effect until October 1, 2007), which directs duties from trade remedy cases to affected industries, the administration of trade remedy rules, and what it considers to be discriminatory treatment in the U.S. expansion of free trade agreements in Latin America. Despite the differences, both countries recognize the potential for important gains to be had from mutually acceptable trade liberalization at all levels.

FY2006 Supplemental Appropriations: Iraq and Other International Activities; Additional Hurricane Katrina Relief
This report discusses the two separate FY2006 supplemental appropriations requests submitted on February 16, 2006. The first, totaling $72.4 billion, would fund ongoing military operations in Iraq and Afghanistan ($67.9 billion), non-DOD intelligence operations ($0.3 billion), State Department operations in Iraq and various foreign aid programs, including additional assistance for Iraq ($4.2 billion), and other counter-terrorism funding for other agencies ($12 million). The other supplemental would provide $19.8 billion for recovery and reconstruction activities in hurricane affected Gulf Coast areas. Thus, Congress is to consider during the early months of 2006 a combined spending proposal of $92.2 billion.

The Exon-Florio National Security Test for Foreign Investment
The proposed acquisition of major operations in six major U.S. ports by Dubai Ports World and of Unocal by the China National Offshore Oil Corporation sparked intense concerns among some Members of Congress and the public and has reignited the debate over what role foreign acquisitions play in U.S. national security. The United States actively promotes internationally the national treatment of foreign firms. Several Members of Congress have introduced various measures during the 2nd Session of the 109th Congress that can be grouped into four major areas: those that deal specifically with the proposed Dubai Ports World acquisition; those that focus more generally on foreign ownership of U.S. ports; those that would amend the CFIUS process; and those that would amend the Exon-Florio process.

Thermal Stability and Mechanical Behavior of Ultra-Fine Bcc Ta and v Coatings
Ultra-refined microstructures of both tantalum (Ta) and vanadium (V) are produced using electron-beam evaporation and magnetron sputtering deposition. The thermal stability of the micron-to-submicron grain size foils is examined to quantify the kinetics and activation energy of diffusion, as well as identify the temperature transition in dominant mechanism from grain boundary to lattice diffusion. The activation energies for boundary diffusion in Ta and V determined from grain growth are 0.3 and 0.2 eV{center_dot}atom{sup -1}, respectively, versus lattice diffusion values of 4.3 and 3.2 eV{center_dot}atom{sup -1}, respectively. The mechanical behavior, as characterized by strength and hardness, is found to inversely scale with square-root grain size according to the Hall-Petch relationship. The strength of Ta and V increases two-fold from 400 MPa, as the grain size decreases from 2 to 0.75 {micro}m.
