In this quarter (Q2 FY06), the DTEM underwent a substantial reconfiguration of its laser systems. The cathode laser system was changed to provide greater numbers of electrons per pulse by lengthening the time duration of the pulse to 30 ns. The greater number of electrons per pulse has allowed us to acquire high quality pulsed images and diffraction patterns. The spatial resolution in the single pulsed image has been measured at better than 20 nm. The diffraction patterns are now more comparable to conventional electron microscope operation. Examples are found in the body of the report. We summarize important achievements in the following list: (1) Instrument performance and design improvements--(A) The laser system was changed for the cathode photoemission system (75 ns at 1053 nm wavelength converted to 30ns at 211 nm wavelength) to give longer electron pulses at the same current to yield more electrons per pulse. (B) New specimen drive laser constructed. (C) New computer monitored and controlled alignment systems installed for both laser systems to facilitate laser alignment through a user friendly computer interface. From FY1989 through FY2006, 33 appropriations, authorization, or farm disaster acts added approximately $55.4 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs. The two most recent supplemental appropriations were provided in response to Hurricanes Katrina and Rita in the Gulf of Mexico and in preparation for a possible U.S. outbreak of avian influenza. Some FY1989, the vast majority of the total supplemental funding has been paid directly to farmers, primarily through two mechanisms: "market loss payments" and crop disaster payments. This report includes the total annual funding additions in the 33 acts providing economic and farm disaster assistance through USDA programs since FY1989.

This report discusses projected agricultural imports and exports for FY2006, as well as legislation that deals with federal programs in support of agricultural exports and federal aid dedicated to farms and agricultural reform.

The basic science goal in this project identifies structure/affinity relationships for selected radionuclides and existing sorbents. The task will apply this knowledge to the design and synthesis of new sorbents that will exhibit increased affinity for cesium, strontium and actinide separations. The target problem focuses on the treatment of high-level nuclear wastes. The general approach can likewise be applied to nonradioactive separations. During the fifth year of the project our studies focused along the following paths: (1) determination of Cs{sup +} ion exchange mechanism in sodium titanium silicates with sitinikite topology and the influence of crystallinity on ion exchange, (2) synthesis and characterization of novel peroxo-titanate materials for strontium and actinide separations, and (3) further refinements in computational models for the CST and polyoxoniobate materials.
