Evaluation of Ultra Clean Fuels from Natural Gas

ConocoPhillips, in conjunction with Nexant Inc., Penn State University, and Cummins Engine Co., joined with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) in a cooperative agreement to perform a comprehensive study of new ultra clean fuels (UCFs) produced from remote sources of natural gas. The project study consists of three primary tasks: an environmental Life Cycle Assessment (LCA), a Market Study, and a series of Engine Tests to evaluate the potential markets for Ultra Clean Fuels. The overall objective of DOE's Ultra Clean Transportation Fuels Initiative is to develop and deploy technologies that will produce ultra-clean burning transportation fuels for the 21st century from both petroleum and non-petroleum resources. These fuels will: (1) Enable vehicles to comply with future emission requirements; (2) Be compatible with the existing liquid fuels infrastructure; (3) Enable vehicle efficiencies to be significantly increased, with concomitantly reduced CO{sub 2} emissions; (4) Be obtainable from a fossil resource, alone or in combination with other hydrocarbon materials such as refinery wastes, municipal wastes, biomass, and coal; and (5) Be competitive with current petroleum fuels. The Jericho Option: Al-Qa'ida and Attacks on Critical Infrastructure

There is no doubt that al-Qaida and its affiliates have displayed, and continue to display, an acute interest in attacking targets that are considered to be important components of the infrastructure of the United States. What has not thus far been carried out, however, is an in-depth examination of the basic nature, historical evolution, and present scope of the organization's objectives that might help government personnel develop sound policy recommendations and analytical indicators to assist in detecting and interdicting plots of this nature. This study was completed with the financial support of the Lawrence Livermore National Laboratory, through a project sponsored by the U.S. Department of Homeland Security, Science and Technology Directorate. It is specifically intended to increase counterterrorism analysts understanding of certain features of al-Qaida's strategy and operations in order to facilitate the anticipation and prevention of attacks directed against our most critical infrastructures. The procedure adopted herein has involved consulting a wide variety of source materials that bear on the topic, ranging from sacred religious texts and historical accounts to al-Qaida-linked materials and the firsthand testimony of captured members of the group. Nuclear Energy Research Initiative Project No. 02 103 Innovative Low Cost Approaches to Automating QA/QC of Fuel Particle Production Using On Line Nondestructive Methods for Higher Reliability Final Project Report

This Nuclear Energy Research Initiative (NERI) project was tasked with exploring, adapting, developing and demonstrating innovative nondestructive test methods to automate nuclear coated particle fuel inspection so as to provide the United States (US) with necessary improved and economical Quality Assurance and Control (QA/QC) that is needed for the fuels for several reactor concepts being proposed for both near term deployment [DOE NE & NERAC, 2001] and Generation IV nuclear systems. Replacing present day QA/QC methods, done manually and in many cases destructively, with higher speed automated nondestructive methods will make fuel production for advanced reactors economically feasible. For successful deployment of next generation reactors that employ particle fuels, or fuels in the form of pebbles based on particles, extremely large numbers of fuel particles will require inspection at throughput rates that do not significantly impact the proposed manufacturing processes. The focus of the project is nondestructive examination (NDE) technologies that can be automated for production speeds and make either: (I) On Process Measurements or (II) In Line Measurements. FY 2006 Infrared Photonics Final Report

Research done by the Infrared Photonics team at Pacific Northwest National Laboratory (PNNL) is focused on developing miniaturized integrated optics and optical fiber processing methods for mid-wave infrared (MWIR) and long-wave infrared (LWIR) sensing applications by exploiting the unique optical and material properties of chalcogenide glass. PNNL has developed thin-film deposition capabilities, direct laser writing techniques, infrared photonic device demonstration, holographic optical element design and fabrication, photonic device modeling, and advanced optical metrology—all specific to chalcogenide glass. Chalcogenide infrared photonics provides a pathway to quantum cascade laser (QCL) transmitter miniaturization. The high output power, small size, and superb stability and modulation characteristics of QCLs make them amenable for integration as transmitters into ultra-sensitive, ultra-selective point sampling and remote short-range chemical sensors that are particularly useful for nuclear nonproliferation missions.

FY 2006 Miniature Spherical Retroreflectors Final Report

Research done by the Infrared Photonics team at Pacific Northwest National Laboratory (PNNL) is focused on developing miniature spherical retroreflectors using the unique optical and material properties of chalcogenide glass to reduce both performance limiting spherical aberrations. The optimized optical performance will provide efficient signal retroreflection that enables a broad range of remote detection scenarios for mid-wave infrared (MWIR) and long-wave infrared (LWIR) sensing applications. Miniature spherical retroreflectors can be developed to aid in the detection of signatures of nuclear proliferation or other chemical vapor or radiation signatures. Miniature spherical retroreflectors are not only well suited to traditional LIDAR methods for chemical plume detection and identification, but could enable remote detection of difficult semi-volatile chemical materials or low level radiation sources.

Cybercrime: The Council of Europe Convention

Forty-three countries, including the United States, have signed the Council of Europe’s Convention on Cybercrime of November 2001. The U.S. Senate ratified the Convention on August 3, 2006. The Convention seeks to better combat cybercrime by harmonizing national laws, improving investigative abilities, and boosting international cooperation. Supporters argue that the Convention will enhance deterrence, while critics counter it will have little effect without participation by countries in which cybercriminals operate freely. Others warn it will endanger privacy and civil liberties.

IMPACTS OF REDUCING CONDITIONS IN THE SATURATED ZONE AT YUCCA MOUNTAIN

Variations in groundwater redox chemistry in the saturated zone near Yucca Mountain could have significant repository to the accessible environment. This study examines geochemical data relevant to the distribution of redox impacts on processes associated with the potential transport of redox-sensitive radionuclides from the proposed conditions in the saturated zone, the relationships between redox state and solubility and sorption coefficients for technetium and neptunium, and sensitivity in transport model simulations. Results indicate evidence for a zone of reducing conditions in the volcanic rocks of the saturated zone located to the east and south of the repository and along the inferred flow paths from the repository. A working hypothesis is that these reducing conditions are related to the presence of minor pyrite in the matrix of some volcanic units. Chemical equilibrium modeling of technetium solubility using EQ3/6 software codes is used to estimate the value of solubility limits as a function of Eh. Surface complexation modeling with the EQ3 code is used to estimate neptunium sorption coefficient values as a function of Eh. A general analytical approach, one-dimensional reactive transport modeling, and the three-dimensional saturated zone site-scale transport model using the FEHM software code are used to evaluate the impacts of …

The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11

With passage of the FY2006 supplemental by both houses, Congress has appropriated a total of about $437 billion for military operations, base security, reconstruction, foreign aid, embassy costs, and veterans' health care for the three operations initiated since the 9/11 attacks: Operation Enduring Freedom (OEF) covering Afghanistan and other Global War on Terror (GWOT) operations, Operation Noble Eagle (ONE) providing enhanced security at military bases, and Operation Iraqi Freedom (OIF), Iraq. Potential oversight issues for Congress include getting estimates of the cost to repair and replace war-worn equipment and of possible offsetting cuts to DOD's regular budget because equipment is being fixed or bought earlier than planned. Congress may also want to look at ways to improve war reporting and to evaluate DOD policy and contracting decisions that affect certain types of war support costs.

NOx Sensor for Direct Injection Emission Control

The Electricore/Delphi team continues to leverage the electrochemical planar sensor technology that has produced stoichiometric planar and wide range oxygen sensors as the basis for development of a NOx sensor. Zirconia cell technology with an integrated heater will provide the foundation for the sensor structure. Proven materials and packaging technology will help to ensure a cost-effective approach to the manufacture of this sensor. The electronics technique and interface is considered to be an area where new strategies need to be employed to produce higher S/N ratios of the NOx signal with emphasis on signal stability over time for robustness and durability Both continuous mode and pulse mode control techniques are being evaluated. Packaging the electronics requires careful design and circuit partitioning so that only the necessary signal conditioning electronics are coupled directly in the wiring harness, while the remainder is situated within the ECM for durability and costs reasons. This task continues to be on hold due to the limitation that the definition of the interface electronics was unavailable until very late in the project. Exploring the Economic Value of EPAct 2005's PV Tax Credits

The market for grid-connected photovoltaics (PV) in the US has grown dramatically in recent years, driven in large part by PV grant or ''buy-down'' programs in California, New Jersey, and many other states. The recent announcement of a new 11-year, $3.2 billion PV program in California suggests that state policy will continue to drive even faster growth over the next decade. Federal policy has also played a role, primarily by providing commercial PV systems access to tax benefits, including accelerated depreciation (5-year MACRS schedule) and a business energy investment tax credit (ITC). With the signing of the Energy Policy Act of 2005 (EPAct) on August 8, the federal government is poised to play a much more significant future role in supporting both commercial and residential PV systems. Specifically, EPAct increased the federal ITC for commercial PV systems from 10% to 30% of system costs, and also created a new 30% ITC (capped at $2000) for residential solar systems. Both changes went into effect on January 1, 2006, and--absent an extension (for which the solar industry has already begun lobbying)--will last for a period of two years: the new residential ITC will expire, and the 30% commercial ITC will revert back …

Very High Pressure Single Pulse Shock Tube Studies of Aromatic Species

The principal focus of this research program is aimed at understanding the oxidation and pyrolysis chemistry of primary aromatic molecules and radicals with the goal of developing a comprehensive kinetic model at conditions that are relevant to practical combustion devices. A very high pressure single pulse shock tube is used to obtain experimental data over a wide pressure range in the high pressure regime, 5-1000 bars, at pre-flame temperatures for fuel pyrolysis and oxidation over a broad spectrum of equivalence ratios. Stable species sampled from the shock tube are analyzed using standard chromatographic techniques using GC/MS-PDD and GC/TCD-FID. Experimental data from the HPST (stable species profiles) and data from other laboratories (if available) are simulated using kinetic models (if available) to develop a comprehensive model that can describe aromatics oxidation and pyrolysis over a wide range of experimental conditions. The shock tube has been heated (1000C) recently to minimize effects due to condensation of aromatic, polycyclic and other heavy species. Work during this grant period has focused on 7 main areas summarized in the final technical report.
