The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Finite Cosmology and a CMB Cold Spot

The standard cosmological model posits a spatially flat universe of infinite extent. However, no observation, even in principle, could verify that the matter extends to infinity. In this work we model the universe as a finite spherical ball of dust and dark energy, and obtain a lower limit estimate of its mass and present size: the mass is at least 5 x 10{sup 23}M{sub {circle_dot}} and the present radius is at least 50 Gly. If we are not too far from the dust-ball edge we might expect to see a cold spot in the cosmic microwave background, and there might be suppression of the low multipoles in the angular power spectrum. Thus the model may be testable, at least in principle. We also obtain and discuss the geometry exterior to the dust ball; it is Schwarzschild-de Sitter with a naked singularity, and provides an interesting picture of cosmogenesis. Finally we briefly sketch how radiation and inflation eras may be incorporated into the model.

SPRAYTRAN 1.0 User’s Guide: A GIS-Based Atmospheric Spray Droplet Dispersion Modeling System

SPRAY TRANsport (SPRAYTRAN) is a comprehensive dispersion modeling system that is used to simulate the offsite drift of pesticides from spray applications. SPRAYTRAN functions as a console application within Environmental System Research Institute’s ArcMap Geographic Information System (Version 9.x) and integrates the widely-used, U.S. Environmental Protection Agency (EPA)-approved CALifornia PUFF (CALPUFF) dispersion model and model components to simulate longer-range transport and diffusion in variable terrain and spatially/temporally varying meteorological (e.g., wind) fields. Area sources, which are used to define spray blocks in SPRAYTRAN, are initialized using output files generated from a separate aerial-spray-application model called AGDISP (AGricultural DISPersal). The AGDISP model is used for estimating the amount of pesticide deposited to the spray block based on spraying characteristics (e.g., pesticide type, spray nozzles, and aircraft type) and then simulating the near-field (less than 300-m) drift from a single pesticide application. The fraction of pesticide remaining airborne from the AGDISP near-field simulation is then used by SPRAYTRAN for simulating longer-range (greater than 300 m) drift and deposition of the pesticide.

An Analysis of Wintertime Winds in Washington, D.C.

This report consists of a description of the wintertime climatology of wind speed and wind direction around the National Mall in Washington, D.C. Meteorological data for this study were collected at Ronald Reagan Washington National Airport (Reagan National), Dulles International Airport (Dulles), and a set of surface meteorological stations that are located on a number of building tops around the National Mall. A five-year wintertime climatology of wind speed and wind direction measured at Reagan National and Dulles are presented. A more detailed analysis was completed for the period December 2003 through February 2004 using data gathered from stations located around the National Mall, Reagan National, and Dulles. Key findings of our study include the following: * There are systematic differences between the wind speed and wind direction observed at Reagan National and the wind speed and wind direction measured by building top weather stations located in the National Mall. Design and Feasibility Assessment of a Retrospective Epidemiological Study of Coal-Fired Power Plant Emissions in the Pittsburgh Pennsylvania Region

Eighty-nine (89) percent of the electricity supplied in the 35-county Pittsburgh region (comprising parts of the states of Pennsylvania, Ohio, West Virginia, and Maryland) is generated by coal-fired power plants making this an ideal region in which to study the effects of the fine airborne particulates designated as PM{sub 2.5} emitted by the combustion of coal. This report demonstrates that during the period from 1999-2006 (1) sufficient and extensive exposure data, in particular samples of speciated PM{sub 2.5} components from 1999 to 2003, and including gaseous co-pollutants and weather have been collected, (2) sufficient and extensive mortality, morbidity, and related health outcomes data are readily available, and (3) the relationship between health effects and fine particulates can most likely be satisfactorily characterized using a combination of sophisticated statistical methodologies including latent variable modeling (LVM) and generalized linear autoregressive moving average (GLARMA) time series analysis. This report provides detailed information on the available exposure data and the available health outcomes data for the construction of a comprehensive database suitable for analysis, illustrates the application of various statistical methods to characterize the relationship between health effects and exposure, and provides a road map for conducting the proposed study. LITHOSTRATIGRAPHY AND SHEAR-WAVE VELOCITY IN THE CRYSTALLIZED TOPOPAH SPRING TUFF, YUCCA MOUNTAIN, NEVADA

Evaluation of the seismic response of the proposed spent nuclear fuel and high-level radioactive waste repository at Yucca Mountain, Nevada, is in part based on the seismic properties of the host rock, the 12.8-million-year-old Topopah Spring Tuff. Because of the processes that formed the tuff, the densely welded and crystallized part has three lithophysal and three nonlithophysal zones, and each zone has characteristic variations in lithostratigraphic features and structures of the rocks. Lithostratigraphic features include lithophysal cavities, rims on lithophysae and some fractures, spots (which are similar to rims but without an associated cavity or aperture), amounts of porosity resulting from welding, crystallization, and vapor-phase corrosion and mineralization, and fractures. Seismic properties, including shear-wave velocity (V{sub s}), have been measured on 38 pieces of core, and there is a good ''first order'' correlation with the lithostratigraphic zones; for example, samples from nonlithophysal zones have larger V{sub s} values compared to samples from lithophysal zones. Some samples have V{sub s} values that are beyond the typical range for the lithostratigraphic zone; however, these samples typically have one or more fractures, ''large'' lithophysal cavities, or ''missing pieces'' relative to the sample size. Development and applications of GREET 2.7 -- The Transportation Vehicle-CycleModel.

Argonne National Laboratory has developed a vehicle-cycle module for the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model. The fuel-cycle GREET model has been cited extensively and contains data on fuel cycles and vehicle operations. The vehicle-cycle model evaluates the energy and emission effects associated with vehicle material recovery and production, vehicle component fabrication, vehicle assembly, and vehicle disposal/recycling. With the addition of the vehicle-cycle module, the GREET model now provides a comprehensive, lifecycle-based approach to compare the energy use and emissions of conventional and advanced vehicle technologies (e.g., hybrid electric vehicles and fuel cell vehicles). This report details the development and application of the GREET 2.7 model. The current model includes six vehicles--a conventional material and a lightweight material version of a mid-size passenger car with the following powertrain systems: internal combustion engine, internal combustion engine with hybrid configuration, and fuel cell with hybrid configuration. The model calculates the energy use and emissions that are required for vehicle component production; battery production; fluid production and use; and vehicle assembly, disposal, and recycling. 2005 White Paper on Institutional Capability Computing Requirements

This paper documents the need for a significant increase in the computing infrastructure provided to scientists working in the unclassified domains at Lawrence Livermore National Laboratory (LLNL). This need could be viewed as the next step in a broad strategy outlined in the January 2002 White Paper (UCRL-ID-147449) that bears essentially the same name as this document. Therein we wrote: 'This proposed increase could be viewed as a step in a broader strategy linking hardware evolution to applications development that would take LLNL unclassified computational science to a position of distinction if not preeminence by 2006.' This position of distinction has certainly been achieved. This paper provides a strategy for sustaining this success but will diverge from its 2002 predecessor in that it will: (1) Amplify the scientific and external success LLNL has enjoyed because of the investments made in 2002 (MCR, 11 TF) and 2004 (Thunder, 23 TF). (2) Describe in detail the nature of additional investments that are important to meet both the institutional objectives of advanced capability for breakthrough science and the scientists clearly stated request for adequate capacity and more rapid access to moderate-sized resources.
