This Safety Analysis Report for Packaging (SARP) documents the analysis and testing performed on and for the 9977 Shipping Package, referred to as the General Purpose Fissile Package (GPFP). The performance evaluation presented in this SARP documents the compliance of the 9977 package with the regulatory safety requirements for Type B packages. Per 10 CFR 71.59, for the 9977 packages evaluated in this SARP, the value of ''N'' is 50, and the Transport Index based on nuclear criticality control is 1.0. The 9977 package is designed with a high degree of single containment. The 9977 complies with 10 CFR 71 (2002), Department of Energy (DOE) Order 460.1B, DOE Order 460.2, and 10 CFR 20 (2003) for As Low As Reasonably Achievable (ALARA) principles. The 9977 also satisfies the requirements of the Regulations for the Safe Transport of Radioactive Material--1996 Edition (Revised)--Requirements. IAEA Safety Standards, Safety Series No. TS-R-1 (ST-1, Rev.), International Atomic Energy Agency, Vienna, Austria (2000). The 9977 package is designed, analyzed and fabricated in accordance with Section III of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 1992 edition.

We describe several experiments performed at the LLNL Site 300 firing range and on the LLNL 1/3 scale gun to investigate the deceleration of small projectiles (l {approx} 3-5 [mm]) in low-density foam ({rho} {approx} 0.08-0.32 [g/cm{sup 3}]). The experiments at the firing range researched a passive velocity diagnostic based on Faraday's law of induction, while experiments on the 1/3 scale gun investigated the effects of varying projectile surface area, projectile shape, and foam density on the drag coefficient c{sub d}. Analysis shows that the velocity diagnostic has an uncertainty on the order of 1 percent for projectiles with velocity v {approx} 0.8-1.2 [km/s]. The 1/3 scale gun experiments, dubbed the Krispy Kreme series, included nine shots considering the combinations of 3 projectile surface areas with 3 target densities. The experiments used Tantalum square surface area block projectiles (with an initial velocity v{sub 0} {approx} 1.2 [km/s], a common thickness T = 2.67 [mm], and square side lengths of 3, 4, and 5 [mm]) decelerating in polyurethane foams (with densities {rho}{sub f} of 0.08, 0.16 and 0.32 [g/cm{sup 3}]). N,N.-Ethylenebisstearimide (EBS) is one of the most commonlyused lubricants in the powder metallurgy (PM) industry in the sintering process. During sintering, the lubricated powder compacts are heat-treated to temperatures in excess of 1,200 °C thus fusing adjacent particles and yielding a part with improved mechanical strength. Delubrication commonly is achieved in the first zone of a sintering furnace by heating the part to temperatures in the 500-600 °C temperature range at a fixed rate and under controlled atmospheric conditions; this strategy minimizes defects, carbon contamination, and compact deformation. The de-lubricated part then enters the second zone (commonly in the 1200-1300 °C temperature range) for sintering. The third zone cools the sintered part at a desired rate to obtain the requisite micro-structural properties. Controlled delubrication is imperative towards achieving high quality parts for the following reasons: the elevated thermal gradient at the transition between the first and second zones can cause parts to expand rapidly and develop microscopic fissures (.blistering.); improper gas flows and belt speeds can lead to carbon deposition on the part and at the grain boundaries (sooting); delubrication products deposit throughout the furnace, even in the coolers, which are far removed from the preheating chamber, leading to significant …

This report provides basic information on the Urban Search and Rescue (US&R) task forces and presents some issues that might be addressed by Congress.

The appearance of BSE (bovine spongiform encephalopathy or “mad cow disease”) in North America in 2003 raised meat safety concerns and disrupted trade for cattle and beef producers. A major issue for Congress has been how to rebuild foreign confidence in the safety of U.S. beef and regain lost markets like Japan and Korea. Among other issues are whether additional measures are needed to further protect the public and cattle herd, and concerns over the relative costs and benefits of such measures for consumers, taxpayers and industry.

This white paper presents the scientific motivation and preliminary logistical plans for a proposed ASP field campaign to be carried out in the summer of 2007. The primary objective of this campaign is to use the DOE Gulfstream-1 aircraft to make measurements characterizing the chemical, physical and optical properties of aerosols below, within and above large fields of fair weather cumulus and to use the NASA Langley Research Center’s High Spectral Resolution Lidar (HSRL) to make independent measurements of aerosol backscatter and extinction profiles in the vicinity of these fields. Separate from the science questions to be addressed by these observations will be information to add in the development of a parameterized cumulus scheme capable of including multiple cloud fields within a regional or global scale model. We will also be able to compare and contrast the cloud and aerosol properties within and outside the Oklahoma City plume to study aerosol processes within individual clouds. Preliminary discussions with the Cloud and Land Surface Interaction Campaign (CLASIC) science team have identified overlap between the science questions posed for the CLASIC Intensive Operation Period (IOP) and the proposed ASP campaign, suggesting collaboration would benefit both teams.

Encouraged by the latest SNO results, we consider the lepton mixing matrix in the approximation that the {nu}{sub 2} mass eigenstate is trimaximally (democratically) mixed. This suggests a new parameterization of the remaining mixing degrees of freedom, which eschews mixing angles, dealing instead, directly with the complex parameter U{sub e3} of the mixing matrix. Unitarity triangles then take a particularly simple form, which we hope will facilitate comparison with experiment.

Prostate cancer (PC) is the second leading cause of male U.S. cancer deaths, with African-Americans having the highest rate of PC mortality worldwide, as well as more abnormal results from screening tests that correlate with current or eventual PC. A 3-year prospective clinic-based study is studying the performance of current (PSA and DRE) vs. (% free PSA) clinical biomarkers of PC risk in 400 African-American men 50 to 70 years of age who undergo PC screening in Oakland, CA (East Bay San Francisco area), as well as possible association of PC screening results for these men with their dietary exposures to the cancer-causing heterocyclic amine, 2-amino-1-methyl-6-phenylimidazo[4,5-b]pyridine (PhIP) that forms when meat is cooked. This study expands an ongoing NIH-funded study (by the same research team) to add a new %-free-PSA test, results of which will be compared with PSA/DRE results and PhIP exposures estimated by dietary interviews. For 392 men studied under the NIH protocol, an odds ratio (95% CL) of 32 (3.2, 720) for highly elevated PSA ({ge}20 ng/mL) was observed in the highest 15% vs. the lower 50% of estimated daily PhIP intakes. The overall goal of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities at Hanford. To meet this goal, CH2M HILL Hanford Group, Inc. tasked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediments from within Waste Management Area (WMA) C. This report is the first of two reports written to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from borehole C4297, installed adjacent to Tank C-105, and from borehole 299-E27-22, installed directly north of the C Tank Farm. Sediments from borehole 299-E27-22 were considered to be background uncontaminated sediments against which to compare contaminated sediments for the C Tank Farm characterization effort. This report also presents our interpretation of the data in the context of sediment types, the vertical extent of contamination, the migration potential of the contaminants, and the likely source of the contamination in the vadose zone and groundwater below the C Tank Farm. In this paper we revisit the topological twisted sigma model with H-flux. We explicitly expand and then twist the worldsheet Lagrangian for bi-Hermitian geometry. we show that the resulting action consists of a BRST exact term and pullback terms, which only depend on one of the two generalized complex structures and the B-field. We then discuss the topological feature of the model.
