Personal Fuel Appliance

This report summarizes the progress made in Phase I of Stuart's Personal Fueling Appliance Program. Phase I concluded in March 2002 with the demonstration and deployment of several working models. As proposed in the original project plan, working models of the PFA were built to prove feasibility and technically market the concept. Future follow up phases of the project, Phase II and III, will take the concept through prototyping development to pre-production of commercially viable product. The Phase I program successfully demonstrate a home fueling system capable of running on a household circuit, 220V/40 Amp/single phase or equivalent. Connected to a source of ''drinking water'' the system has all the functions necessary to convert water and electricity to high-pressure hydrogen fuel. Pressures of up to 3600 psig were achieved on demonstration systems and higher pressures up to 5000 psig were achieved in the lab. The development program spanned building 3 series of prototypes: White Box (1 unit built 1998), PFA Series 100 (4 units built 1999-2000), and Series 200 (6 units built 2000-02). Advanced in controls and process learned in the PFA program have been embodied in Stuart's larger fuel appliances.

Quantum interferometry in rho{sup 0} production in ultra-peripheral heavy ion collisions

In {rho}{sup 0} photoproduction in ultra-peripheral heavy ion collisions, either ion can be the photon emitter or the target. The two possibilities are indistinguishable, and they should be able to interfere, reducing {rho}{sup 0} production at low transverse momentum, p{sub T} < {h_bar}/<b>, where <b> is the median impact parameter. The two {rho}{sup 0} production points are separated by <b> {approx} 18-46 fm, while the {rho}{sup 0} decay before travelling 1 fm. The two decay points are well separated in spacetime, so the decays proceed independently and any interference must involve the final state {pi}{sup +}{pi}{sup -}. This requires a non-local wave function.

Questions and Answers Regarding Actions to Take When Ending Shelter-in-Place

Shelter-in-place has found increasing acceptance as an effective protective action option for communities participating in the Chemical Stockpile Emergency Preparedness Program. Studies have confirmed that it can provide optimum protection under certain accident conditions. However, emergency managers and planners, as well as the public, continue to be troubled by the need to end sheltering when the plume has passed in order to avoid sustained exposure to the small amount of agent that has penetrated the shelter. One of the concerns posed by this necessity is uncertainty regarding what hazards will then be faced in the environment outside the shelter and what actions can be taken to avoid those hazards. This report attempts to address those uncertainties. It recognizes that there is an extremely low probability that the environment outside the shelter will be contaminated with chemical agent residue. However, as people comply with an official recommendation to leave their shelters, they probably can't be certain that the environment is free from contamination. Therefore, this report identifies and explains specific and simple actions they can take to avoid the possibility of exposure to chemical agent hazards outside their shelters. Correspondence issued by the General Accounting Office with an abstract that begins "Reliable information is critical to informed decision making and to oversight of the procurement system. The Federal Procurement Data System (FPDS) has been the federal government's central database of information on federal procurement actions since 1978. Congress and executive branch agencies rely on FPDS to assess the impact that governmentwide acquisition policies and processes are having on the system generally, as well as with respect to specific geographical areas, markets, and socio-economic goals. Yet despite the importance of the data, we continue to find that FPDS data are inaccurate and incomplete. Although we have not fully assessed the extent of reporting errors, we have found sufficient problems to warrant concern about the current reliability of FPDS information."

Search for major genes with progeny test data to accelerate the development of genetically superior loblolly pine

This research project is to develop a novel approach that fully utilized the current breeding materials and genetic test information available from the NCSU-Industry Cooperative Tree Improvement Program to identify major genes that are segregating for growth and disease resistance in loblolly pine. If major genes can be identified in the existing breeding population, they can be utilized directly in the conventional loblolly pine breeding program. With the putative genotypes of parents identified, tree breeders can make effective decisions on management of breeding populations and operational deployment of genetically superior trees. Forest productivity will be significantly enhanced if genetically superior genotypes with major genes for economically important traits could be deployed in an operational plantation program. The overall objective of the project is to develop genetic model and analytical methods for major gene detection with progeny test data and accelerate the development of genetically superior loblolly pine. Specifically, there are three main tasks: (1) Develop genetic models for major gene detection and implement statistical methods and develop computer software for screening progeny test data; (2) Confirm major gene segregation with molecular markers; and (3) Develop strategies for using major genes for tree breeding.

North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. CRADA Final Report: Properties of Vacuum Deposited Thin Films of Lithium Phosphorous Oxynitride (Lipon) with an Expanded Composition Range

Thin films of an amorphous, solid-state, lithium electrolyte, referred to as ''Lipon'', were first synthesized and characterized at ORNL in 1991. This material is typically prepared by magnetron sputtering in a nitrogen plasma, which allows nitrogen atoms to substitute for part of the oxygen ions of Li{sub 3}PO{sub 4}. Lipon is the key component in the successful fabrication of ORNL's rechargeable thin film microbatteries. Cymbet and several other US Companies have licensed this technology for commercialization. Optimizing the properties of the Lipon material, particularly the lithium ion conductivity, is extremely important, yet only a limited range of compositions had been explored prior to this program. The goal of this CRADA was to develop new methods to prepare Lipon over an extended composition range and to determine if the film properties might be significantly improved beyond those previously reported by incorporating a larger N component into the film. Cymbet and ORNL investigated different deposition processes for the Lipon thin films. Cymbet's advanced deposition process not only achieved a higher deposition rate, but also permitted independent control the O and N flux to the surface of the growing film. Deliquescence of NaCl-NaNO3 and KNO3-NaNO3 Salt Mixtures at 90C

We conducted reversed deliquescence experiments in saturated NaCl-NaNO3-H2O and KNO{sub 3}-NaNO{sub 3}-H{sub 2}O systems at 90 C to determine relative humidity and solution composition. NaCl, NaNO{sub 3}, and KNO{sub 3} represent members of dust salt assemblages that are likely to deliquesce and form concentrated brines on high-level radioactive waste package surfaces in a repository environment at Yucca Mountain, NV, USA. Model predictions agree with experimental results for the NaCl-NaNO{sub 3}-H{sub 2}O system, but underestimate relative humidity by as much as 8% and solution composition by as much as 50% in the KNO{sub 3}-NaNO{sub 3}-H{sub 2}O system.

Final Technical Report covering siting, permitting, and drilling two geothermal temperature gradient holes. This report provides a summary of geotechnical and geophysical data that led to the siting, drilling, and completion of 2 temperature gradient holes in the geothermal anomaly at Lightning Dock Known Geothermal Resource Area in the Animas Valley of New Mexico. Included in this report is a summary of institutional factors and data defining the well drilling process and acquiring drilling permits. Data covering the results of the drilling and temperature logging of these two holes are provided. The two gradient holes were sited on federal geothermal leases owned by Lightning Dock Geothermal, Inc. and both holes were drilled into lakebed sediments some distance from the intense shallow geothermal anomaly located in the eastern half of Section 7, Township 25 South, Range 19 West.

Radiation Parameterization for Three-Dimensional Inhomogeneous Cirrus Clouds Applied to ARM Data and Climate Models

OAK-B135 (a) We developed a 3D radiative transfer model to simulate the transfer of solar and thermal infrared radiation in inhomogeneous cirrus clouds. The model utilized a diffusion approximation approach (four-term expansion in the intensity) employing Cartesian coordinates. The required single-scattering parameters, including the extinction coefficient, single-scattering albedo, and asymmetry factor, for input to the model, were parameterized in terms of the ice water content and mean effective ice crystal size. The incorporation of gaseous absorption in multiple scattering atmospheres was accomplished by means of the correlated k-distribution approach. In addition, the strong forward diffraction nature in the phase function was accounted for in each predivided spatial grid based on a delta-function adjustment. The radiation parameterization developed herein is applied to potential cloud configurations generated from GCMs to investigate broken clouds and cloud-overlapping effects on the domain-averaged heating rate. Cloud inhomogeneity plays an important role in the determination of flux and heating rate distributions. Clouds with maximum overlap tend to produce less heating than those with random overlap. REDUCING RISK IN LOW-PERMEABILITY GAS FORMATIONS: UNDERSTANDING THE ROCK/FLUID CHARACTERISTICS OF ROCKY MOUNTAIN LARAMIDE BASINS

An anomalous velocity model was constructed for the Wind River Basin (WRB) based on {approx}2000 mi of 2-D seismic data and 175 sonic logs, for a total of 132,000 velocity/depth profiles. Ten cross sections were constructed through the model coincident with known gas fields. In each cross section, an intense, anomalously slow velocity domain coincided with the gas-productive rock/fluid interval. The anomalous velocity model: (1) Easily isolates gas-charged rock/fluid systems characterized by anomalously slow velocities and water-rich rock/fluid systems characterized by normal velocities; and (2) Delineates the regional velocity inversion surface, which is characterized by steepening of the Ro/depth gradient, a significant increase in capillary displacement pressure, a significant change in formation water composition, and acceleration of the reaction rate of smectite-to-illite diagenesis in mixed-layer clays. Gas chimneys are observed as topographic highs on the regional velocity inversion surface. Beneath the surface are significant fluid-flow compartments, which have a gas-charge in the fluid phase and are isolated from meteoric water recharge. Water-rich domains may occur within regional gas-charged compartments, but are not being recharged from the meteoric water system (i.e., trapped water). Technical Basis for Also Using Health-Risk Assessment to Establish Contaminant Boundaries for Corrective Action Units (CAUs) of the Underground Test Area (UGTA) at the Nevada Test Site (NTS)

This technical basis document serves two purposes. First, it provides a detailed discussion of the rationale and procedures suitable for deriving a risk-based contaminant boundary that will protect public health unambiguously, along with examples that are intended as illustrative only to facilitate understanding. Second, it explains the benefits of using such information as the framework for fostering risk communication to educate, inform, and enlighten, and importantly, to fully disclose the goals and structure of contaminant boundaries. To determine a contaminant boundary within a CAU, standards or criteria must be adopted that establish whether groundwater is safe or unsafe for public (and worker) use. For purposes of this discussion, drinking water consumption is considered the pathway of exposure. However, in practice, a realistic land-use scenario must be described and agreed upon before a prospective, realistic risk-based calculation is performed. Otherwise, it will not be clear whether consumption of drinking water is a even appropriate. For example, the future land use that is defined may not even permit access to the contaminated water (e.g., denial of use by law and stewardship; or a lack of accessibility), and in that situation there would be no exposure and no potential health consequences. This report documents the US. Department of Transportation Specification 7A (DOT-7A) Type A compliance test and evaluation results for the Hedgehog-II packaging systems. The approved Hedgehog-II packaging configurations provide primary and secondary containment. The approved packaging configurations described within this report are designed to ship Type A quantities of radioactive materials, normal form. Contents may be in solid or liquid form. Liquids transported in the approved 1 L glass bottle assembly shall have a specific gravity of less than or equal to 1.6. Liquids transported in all other approved configurations shall have a specific gravity of less than or equal to 2.0. The solid contents, including packaging, are limited in weight to the gross weight of the as-tested liquids and bottles. The approved Hedgehog-II packaging configurations described in this report may be transported by air, and have been evaluated as meeting the applicable International Air Transport Association/International Civil Aviation Organization (IATA/ICAO) Dangerous Goods Regulations in addition to the DOT requirements.

Genetic Engineering of a Radiation-Resistant Bacterium for Biodegradation of Mixed Wastes--Final Report

Aqueous mixed low level wastes (MLLW) containing radionuclides, solvents, and/or heavy metals represent a serious current and future problem for DOE environmental management and cleanup. In order to provide low-cost treatment alternatives under mild conditions for such contained wastes, we have proposed to use the radiation-resistant bacterium, Deinococcus radiodurans. This project has focused on developing D. radiodurans strains for dual purpose processes: cometabolic treatment of haloorganics and other solvents and removal of heavy metals from waste streams in an above-ground reactor system. The characteristics of effective treatment strains that must be attained are: (a) high biodegradative and metal binding activity; (b) stable treatment characteristics in the absence of selection and in the presence of physiological stress; (c) survival and activity under harsh chemical conditions, including radiation. The result of this project has been a suite of strains with high biodegradative capabilities that are candidates for pilot stage treatment systems. In addition, we have determined how to create conditions to precipitate heavy metals on the surface of the bacterium, as the first step towards creating dual-use treatment strains for contained mixed wastes of importance to the DOE. The objective of the proposed work is to develop an intelligent distributed fiber optical sensor system for real-time monitoring of high temperature in a boiler furnace in power plants. Of particular interest is the estimation of spatial and temporal distributions of high temperatures within a boiler furnace, which will be essential in assessing and controlling the mechanisms that form and remove pollutants at the source, such as NOx. The basic approach in developing the proposed sensor system is three fold: (1) development of high temperature distributed fiber optical sensor capable of measuring temperatures greater than 2000 C degree with spatial resolution of less than 1 cm; (2) development of distributed parameter system (DPS) models to map the three-dimensional (3D) temperature distribution for the furnace; and (3) development of an intelligent monitoring system for real-time monitoring of the 3D boiler temperature distribution. Under Task 1, the efforts focused on developing an innovative high temperature distributed fiber optic sensor by fabricating in-fiber gratings in single crystal sapphire fibers. Scalar Dark Matter From Theory Space

The scalar dark matter candidate in a prototypical theory space little Higgs model is investigated. We review all details of the model pertinent to a relic density calculation. We perform a thermal relic density calculation including couplings to the gauge and Higgs sectors of the model. We find two regions of parameter space that give acceptable dark matter abundances. The first region has a dark matter candidate with a mass {Omicron}(100 GeV), the second region has a candidate with a mass greater than {Omicron}(500 GeV). The dark matter candidate in either region is an admixture of an SU(2) triplet and an SU(2) singlet, thereby constituting a possible WIMP (weakly interacting massive particle).
