Angular distributions of electrons photoemitted from core levels of oriented diatomic molecules: Multiple scattering theory in non-spherical potentials

We use multiple scattering in non-spherical potentials (MSNSP) to calculate the angular distributions of electrons photoemitted from the 1s-shells of CO and N2 gas-phase molecules with fixed-in-space orientations. For low photoelectron kinetic energies (E<50 eV), as appropriate to certain shape-resonances, the electron scattering must be represented by non-spherical scattering potentials, which are naturally included in our formalism. Our calculations accurately reproduce the experimental angular patterns recently measured by several groups, including those at the shape-resonance energies. The MSNSP theory thus enhances the sensitivity to spatial electronic distribution and dynamics, paving the way toward their determination from experiment.

Composition Effects on Aluminide Oxidation Performance: Objectives for Improved Bond Coats

Formerly, the role of metallic coatings on Ni-base superalloys was simply to limit environmental attack of the underlying substrate. However, a new paradigm has been established for metallic coatings adapted as bond coats for thermal barrier coatings. It is no longer sufficient for the coating to just minimize the corrosion rate. The metallic coating must also form a slow-growing external Al{sub 2}O{sub 3} layer beneath the overlying low thermal conductivity ceramic top coat. This thermally grown oxide or scale must have near-perfect adhesion in order to limit spallation of the top coat, thereby achieving a long coating lifetime. While oxidation is not the only concern in complex thermal barrier coating systems, it is, however, a primary factor in developing the next generation of bond coats. Therefore, a set of compositional guidelines for coatings is proposed in order to maximize oxidation performance. These criteria are based on test results of cast alloy compositions to quantify an d understand possible improvements as a basis for further investigations using coatings made by chemical vapor deposited (CVD). Experimental work includes furnace cycle testing and in-depth characterization of the alumina scale, including transmission electron microscopy (TEM).

Current federal elementary and secondary education assistance programs have a broad range of accountability requirements, including: targeting of resources on specific “high need” pupil groups, localities, or schools; limitations on the authorized uses of funds; fiscal accountability requirements, such as maintenance of effort; procedural requirements, such as parental participation or equitable treatment of pupils attending non-public schools; staff qualifications; reporting; outcome; and evaluation requirements.

Experimental analysis of high-resolution soft x-ray microscopy

The soft x-ray, full-field microscope XM-1 at Lawrence Berkeley National Laboratory's (LBNL) Advanced Light Source has already demonstrated its capability to resolve 25-nm features. This was accomplished using a micro zone plate (MZP) with an outer zone width of 25 nm. Limited by the aspect ratio of the resist used in the fabrication, the gold-plating thickness of that zone plate is around 40 nm. However, some applications, in particular, biological imaging, prefer improved efficiency, which can be achieved by high-aspect-ratio zone plates. We accomplish this by using a bilayer-resist process in the zone plate fabrication. As our first attempt, a 40-nm-outer-zone-width MZP with a nickel-plating thickness of 150 nm (aspect ratio of 4:1) was successfully fabricated. Relative to the 25-nm MZP, this zone plate is ten times more efficient. Using this high-efficiency MZP, a line test pattern with half period of 30 nm is resolved by the microscope at photon energy of 500 eV. Furthermore, with a new multilayer mirror, the XM-1 can now perform imaging up to 1.8 keV. An image of a line test pattern with half period of 40 nm has a measured modulation of 90%. This report first explains why the nexus between farm labor shortages and immigration policy has again arisen. It next examines the composition of the seasonal agricultural labor force and presents the arguments of grower and farmworker advocates concerning its adequacy relative to employer demand. The report closes with an analysis of the trends in (un)employment, time worked and wages of legal and illegal farmworkers to determine if they are consistent with the existence of a nationwide shortage of domestically available farmworkers.

Higher-Order Semi-Implicit Projection Methods

A semi-implicit form of the method of spectral deferred corrections is applied to the solution of the incompressible Navier-Stokes equations. A methodology for constructing semi-implicit projection methods with arbitrarily high order of temporal accuracy in both the velocity and pressure is presented. Three variations of projection methods are discussed which differ in the manner in which the auxiliary velocity and the pressure are calculated. The presentation will make clear that project methods in general need not be viewed as fractional step methods as is often the practice. Two simple numerical examples re used to demonstrate fourth-order accuracy in time for an implementation of each variation of projection method.

Inertial Fusion and High-Energy-Density Science in the United States

Inertial fusion and high-energy density science worldwide is poised to take a great leap forward. In the US, programs at the University of Rochester, Sandia National Laboratories, Los Alamos National Laboratory, Lawrence Livermore National Laboratory (LLNL), the Naval Research Laboratory, and many smaller laboratories have laid the groundwork for building a facility in which fusion ignition can be studied in the laboratory for the first time. The National Ignition Facility (NIF) is being built by the Department of Energy's National Nuclear Security Agency to provide an experimental test bed for the US Stockpile Stewardship Program (SSP) to ensure the dependability of the country's nuclear deterrent without underground nuclear testing. NIF and other large laser systems being planned such as the Laser MegaJoule (LMJ) in France will also make important contributions to basic science, the development of inertial fusion energy, and other scientific and technological endeavors. NIF will be able to produce extreme temperatures and pressures in matter. This will allow simulating astrophysical phenomena (on a tiny scale) and measuring the equation of state of material under conditions that exist in planetary cores.

Plasma ignition schemes for the SNS radio-frequency driven H- source

The H{sup -} ion source for the Spallation Neutron Source (SNS) is a cesiated, radio-frequency driven (2 MHz) multicusp volume source which operates at a duty cycle of 6% (1 ms pulses and 60 Hz). In pulsed RF driven plasma sources, ignition of the plasma affects the stability of source operation and the antenna lifetime. We are reporting on investigations of different ignition schemes, based on secondary electron generation in the plasma chamber by UV light, a hot filament, a low power RF plasma (cw, 13.56 MHz), as well as source operation solely with the high power (40 kW) 2 MHz RF. We find that the dual frequency, single antenna scheme is most attractive for the operating conditions of the SNS H{sup -} source.

Public Assistance: PARIS Project Can Help States Reduce Improper Benefit Payments

A letter report issued by the General Accounting Office with an abstract that begins "Public assistance programs make millions of dollars in improper payments every year. Some of these improper payments occur because state and local agencies that run the programs lack adequate, timely information to determine recipients' eligibility for assistance. This inability to share information can result in both federal and state tax dollars being needlessly spent on benefits for the same individuals and families in more than one state. In 1997, the Department of Health and Human Services (HHS) began a project to help states share eligibility information with one another. The public assistance reporting information system (PARIS) interstate match helps states share information on public assistance programs, such as Temporary Assistance for Needy Families (TANF) and Food Stamps, to identify individuals or families who may be receiving benefit payments in more than one state simultaneously. Officials in almost all of the 16 states and the District of Columbia that participated in PARIS said that the project has helped identify improper TANF, Medicaid, or Food Stamp payments. The Role of Risk Analysis and Risk Management in Environmental Protection

The recent change in the leadership in the Senate affects the prospects in the 107th Congress for comprehensive legislation that would mandate increased use of risk analysis by the U.S. Environmental Protection Agency (EPA). Although the key Senate proposal for such risk legislation in the 106th Congress had bipartisan sponsorship, it was opposed by many Democrats, including party leadership. No comprehensive risk legislation has been proposed in the 107th Congress, although "unbiased" risk analysis would be required by H.R. 324, a bill to amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (i.e., Superfund).

Simulation of Edge Plasmas in DIII-D Double-Null Configurations

We present fluid model simulation results for the edge plasma in the DIII-D tokamak with unbalanced double-null magnetic configurations, including cross field drifts. Input parameters are typical of low-power operation in DIII-D. For high-recycling the plasma tends to be detached from all divertor plates. Midplane plasma and electric field profiles are relatively insensitive to the magnetic imbalance. Divertor heat flux profiles exhibit sharp peaks due to cross-field drifts when the ion grad-B drift direction is away from the x-point toward the magnetic axis.

Testimony issued by the General Accounting Office with an abstract that begins "In August 2000, the National Aeronautics and Space Administration's (NASA) space shuttle program was at a critical juncture. Its workforce had declined significantly since 1995, its flight rate was to double to support the assembly of the International Space Station, and costly safety upgrades were planned to enhance the space shuttle's operation until at least 2012. Workforce reductions were jeopardizing NASA's ability to safely support the shuttle's planned flight rate. Recognizing the need to revitalize the shuttle's workforce, NASA ended its downsizing plans for the shuttle program and began to develop and equip the shuttle fleet with various safety and supportability upgrades. NASA is making progress in revitalizing the shuttle program's workforce. NASA's current budget request projects an increase of more than 200 full-time equivalent staff through fiscal year 2002. NASA has also focused more attention on human capital management in its annual performance plan. However, considerable challenges still lie ahead. Because many of the additional staff are new hires, they will need considerable training and will need to be integrated into the shuttle program. U.S. Export-Import Bank: Views on Inspector General Oversight

Correspondence issued by the General Accounting Office with an abstract that begins "GAO has supported the creation of independent inspector general (IG) offices in appropriate federal departments, agencies, and entities through the Inspector General Act of 1978. Under the act, the Export-Import Bank is not required to have IG offices but must report its annual audit and investigative activity to both the Office of Management and Budget and Congress. IG oversight of the Export-Import Bank could be established in several ways. First, the IG Act could be amended to establish an IG appointed either by the President or by the Export-Import Bank Chairman. Also, an already existing IG office could provide independent audits and investigations of the bank. Finally, a memorandum of understanding, which acts as a contract for outside IG services and would not require an amendment to the IG Act, could be created. In the final analysis, the placement of IGs in specific agencies is a policy decision to be decided by Congress."
