1-10 Mbar Laser-Driven Shocks Using the Janus Laser Facility

We report preliminary results using the Lawrence Livermore National Laboratory (LLNL) Janus laser facility to generate high pressure laser-driven shocks in the 1-10 Mbar regime. These experiments address various issues, including shock steadiness, planarity, uniformity and low target preheat, important for making precision EOS measurements on a small (E < 250 J) laser facility. A brief description of the experimental techniques, target design and measurements will be given.

A 3-year plan for beam science in the heavy-ion fusion virtual national laboratory

In December 1998, LBNL Director Charles Shank and LLNL Director Bruce Tarter signed a Memorandum of Agreement to create the Heavy-Ion Fusion Virtual National Laboratory (HIF-VNL) with the purpose of improving the efficiency and productivity of heavy ion research through coordination of the two laboratories' efforts under one technical director. In 1999, PPPL Director Robert Goldston signed the VNL MOA for PPPL's heavy-ion fusion group to join the VNL. LBNL and LLNL each contribute about 45% of the $10.6 M/yr trilab VNL effort, and PPPL contributes currently about 10% of the VNL effort. The three labs carry out collaborative experiments, theory and simulations of a variety of intense beam scientific issues described below. The tri-lab HIF VNL program is part of the DOE Office of Fusion Energy Sciences (OFES) fusion program. A short description of the four major tasks areas of HIF-VNL research is given in the next section. The task areas are: High Current Experiment, Final Focus/Chamber Transport, Source/Injector/Low Energy Beam Transport (LEBT), and Theory/Simulation. The Gordon Research Conference on Archaea: Ecology, Metabolism [and Molecular Biology] was held at Proctor Academy, Andover, New Hampshire, August 5-10, 2001. The conference was attended by 135 participants. The attendees represented the spectrum of endeavor in this field, coming from academia, industry, and government laboratories, and included US and foreign scientists, senior researchers, young investigators, and students. Emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate discussion about the key issues in the field today. Session topics included the following: Ecology and genetic elements; Genomics and evolution; Ecology, genomes and gene regulation; Replication and recombination; Chromatin and transcription; Gene regulation; Post-transcription processing; Biochemistry and metabolism; Proteomics and protein structure; Metabolism and physiology. Activation of theMercury Laser System: A Diode-Pumped Solid-State Laser Driver for Inertial Fusion

Initial measurements are reported for the Mercury laser system, a scalable driver for rep-rated inertial fusion energy. The performance goals include 10% electrical efficiency at 10 Hz and 100 J with a 2-10 ns pulse length. We report on the first Yb:S-FAP crystals grown to sufficient size for fabricating full size (4 x 6 cm) amplifier slabs. The first of four 160 kW (peak power) diode arrays and pump delivery systems were completed and tested with the following results: 5.5% power droop over a 0.75 ms pulse, 3.95 nm spectral linewidth, far field divergence of 14.0 mrad and 149.5 mrad in the microlensed and unmicrolensed directions respectively, and 83% optical-to-optical transfer efficiency through the pump delivery system.

Aggregation and metal ion extraction properties of novel, silicon-substituted alkylenediphosphonic acids.

In conjunction with efforts to develop novel actinide extractants exhibiting solubility in supercritical carbon dioxide, the effect of adding silicon-based functionalities to diphosphonic acids has been investigated. Specifically, a series of silyl-substituted diphosphonic acids has been prepared and characterized, and their aggregation and metal ion extraction properties compared with alkyl-substituted diphosphonic acids, reagents previously demonstrated to be effective extractants of actinides from acidic aqueous media into various organic solvents. In addition, the influence of the number of methylene groups bridging the phosphorus atoms of the diphosphonic acids on their extraction behavior has been investigated. Variations in the extraction behavior of the compounds arising from differences in the number of bridging methylene groups have been shown to be attributable to a combination of factors, in particular, the aggregation state of the ligand, the size of the chelate rings formed upon complexation, the basicity of the phosphoryl group and the relative acidities of the ligands.

Air Traffic Control: Role of FAA's Modernization Program in Reducing Delays and Congestion

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the Federal Aviation Administration's (FAA) efforts to modernize the nation's air traffic control (ATC) system and its relationship to other initiatives to address the escalating crises of insufficient capacity facing the aviation industry. Specifically, GAO reviews the (1) extent of the delay and congestion problems and the contribution of the ATC system to them, (2) progress and problems encountered in FAA's ATC modernization program, and (3) importance of a continued focus on delivering ATC equipment and on human capital issues as policymakers seek to address delays and congestion. GAO found that the national airspace system (NAS) is facing significant capacity problems. Last year, more than 25 percent of nationwide flights were canceled, delayed or diverted. These actions affected 163 million passengers who, on average, were delayed almost an hour. Inefficiencies in the ATC system contribute to the delays and congestion. Modernizing equipment, along with other changes in the ATC system, is expected to help increase the capacity of NAS between 5 and 15 percent. ALS superbend magnet performance

The Lawrence Berkeley National Laboratory has been engaged in the design, construction and testing of four superconducting dipoles (Superbends) that are installed in three arcs of the Advanced Light Source (ALS), with the fourth magnet as a spare. This represents a major upgrade to the ALS providing an enhanced flux and brightness at photon energies above 10 keV. In preparation for installation, an extensive set of tests and measurements have been conducted to characterize the magnetic and cryogenic performance of the Superbends and to fiducialize them for accurate placement in the ALS storage ring. The magnets are currently installed, and the storage ring is undergoing final commissioning. This paper will present the results of magnetic and cryogenic testing.

Alternative Motor Fuels and Vehicles: Impact on the Transportation Sector

Testimony issued by the General Accounting Office with an abstract that begins "The transportation sector accounts for roughly two thirds of the nation's petroleum consumption and one quarter of the total U.S. energy use. Several steps have been taken during the last 25 years either to reduce petroleum consumption or to increase fuel diversity in the transportation sector, including tax incentives, mandates for alternative fuel vehicles, and laws to promote automobile fuel efficiency. This testimony discusses the extent of alternative fuel vehicle acquisition and fuel use, some of the barriers inhibiting greater use of alternative fuels and vehicles, and the federal tax incentives used to promote the use of alternative motor fuels and vehicles. So far, alternative fuels and vehicles have not made much of a dent in the conventional fuel and vehicle dominance of the U.S. vehicle fleet, primarily because of fundamental economic obstacles, such as the relatively low price of oil, insufficient availability of alternative fuel refueling infrastructure, and the relatively high cost of some alternative fuel vehicles. Annual Report for NERI Proposal No.2000-0109 on Forewarning of Failure in Critical Equipment at Next-Generation Nuclear Power Plants

This annual report describes the first year's accomplishments under the NERI2000-109 project. We present a model-independent approach to quantify changes in the nonlinear dynamics underlying time-serial data. From time-windowed data sets, we construct discrete distribution functions on the phase space. Condition change between base case and test case distribution functions is assessed by dissimilarity measures via L{sub 1}-distance and {chi}{sup 2} statistic. The discriminating power of these measures is first tested on noiseless model data, and then applied for detecting dynamical change in power from a motor-pump system. We compare the phase-space dissimilarities with traditional linear and nonlinear measures used in the analysis of chaotic systems. We also assess the potential usefulness of the new measures for robust, accurate, and timely forewarning of equipment failure.

Anti-Money Laundering: Efforts in the Securities Industry

A letter report issued by the General Accounting Office with an abstract that begins "To disguise illegally obtained funds, money launderers have traditionally targeted banks, which accept cash and arrange domestic and international fund transfers. However, criminals seeking to hide illicit funds may also be targeting the U.S. securities markets. Although few documented cases exist of broker-dealer or mutual fund accounts being used to launder money, law enforcement agencies are concerned that criminals may increasingly try to use the securities industry for that purpose. Most broker-dealers or firms that process customer payments for mutual funds are subject to U.S. anti-money laundering requirements. However, unlike banks, most of these firms are not required to report suspicious activities. The Treasury Department is now developing a rule requiring broker-dealers to report suspicious activities. Treasury expects that the rule will be issued for public comment by the end of this year. Various intergovernmental groups, such as the Financial Action Task Force, have been working on recommendations that call for member nations to take various steps to combat money laundering through their financial institutions, including requiring securities firms to report suspicious activities. The Class 2 Project at West Welch was designed to demonstrate the use of advanced technologies to enhance the economics of improved oil recovery (IOR) projects in lower quality Shallow Shelf Carbonate (SSC) reservoirs, resulting in recovery of additional oil that would otherwise be left in the reservoir at project abandonment. Accurate reservoir description is critical to the effective evaluation and efficient design of IOR projects in the heterogeneous SSC reservoirs. Therefore, the majority of Budget Period 1 was devoted to reservoir characterization. At-wavelength characterization of the extreme ultraviolet Engineering Test Stand Set-2 optic

At-wavelength interferometric characterization of a new 4x-reduction lithographic-quality extreme ultraviolet (EUV) optical system is described. This state-of-the-art projection optic was fabricated for installation in the EUV lithography Engineering Test Stand (ETS) and is referred to as the ETS Set-2 optic. EUV characterization of the Set-2 optic is performed using the EUV phase-shifting point diffraction interferometer (PS/PDI) installed on an undulator beamline at Lawrence Berkeley National Laboratory's Advanced Light Source. This is the same interferometer previously used for the at-wavelength characterization and alignment of the ETS Set-1 optic. In addition to the PS/PDI-based full-field wavefront characterization, we also present wavefront measurements performed with lateral shearing interferometry, the chromatic dependence of the wavefront error, and the system-level pupil-dependent spectral-bandpass characteristics of the optic; the latter two properties are only measurable using at-wavelength interferometry.

Benchmarking Residential Energy Use

Interest in rating the real-life energy performance of buildings has increased in recent years, and real-life efficiency performance rating of buildings is important for any sustainable energy future. Work on rating commercial buildings energy performance has shown important promise for helping increase commercial sector energy efficiency. Since residential buildings account for over half of all buildings-related energy use in the US, methods to rate residential energy performance should also be important. Initial work on the 1993 Residential Energy Consumption Survey has been conducted to examine issues and approaches for residential energy performance rating tools, and some of these issues and approaches are presented in this paper. A method is presented for developing an energy performance rating or ranking procedure for residences in the US based on regression analyses covering the entire residential sector, which covers mobile homes to apartments in large buildings. The same approach could be applied to subsets, such as single family detached houses. Significant additional work on the best methods to use to rate residential energy performance, causes of high and low performance, and other applications of these methods is needed.

Best Practices: DOD Teaming Practices Not Achieving Potential Results

A chapter report issued by the General Accounting Office with an abstract that begins "GAO examined how best practices could help the Department of Defense (DOD) maximize the benefits of integrated product teams in its development of weapon systems. GAO conducted eight case studies--three from leading commercial firms; four from DOD programs experiencing cost, schedule, and performance problems; and one from a DOD program that has been meeting its objectives. GAO found that effective integrated product teams can make significant development decisions quickly and without relying on heavy consultations with organizations outside of the team. These teams have developed and delivered superior products within predicted time frames and budgets--often cutting calendar time in half compared with earlier products delivered without such teams. Officials from the more successful programs GAO reviewed--three commercial and one from DOD--all cited integrated product teams as a main factor in achieving such results. GAO found that the teams did not operate as effectively in the four DOD programs that were not meeting cost and schedule objectives. Their decision-making processes were sequential and involved many outside consultations for information and approval."

A thin end window allows the instrument to measure exposure rates from non-penetrating radiation (i.e., beta radiation). Correction factors are provided for contact measurements with beta and gamma disk sources, gamma beams and, finally, general area beta fields. Beta correction factors are based on the instrument's response to 204Tl, selected as the most conservative isotope for beta correction factors, as indicated in previous studies of similar instruments using 204Tl, 147Pm, and 90Sr(Y) isotopes (LANL 1982). Gamma correction factors are based on 137Cs, considered the predominant source of gamma radiation on the Hanford Site.
