The Department of Energy conducts programs relating to energy resources, national nuclear security, environmental quality, and science. In each of these areas, the US is facing significant challenges. Our economic well-being depends on the continuing availability of reliable and affordable supplies of clean energy. Our Nation's security is threatened by the proliferation of weapons of mass destruction. Our environment is under threat from the demands a more populated planet and the legacies of 20th-century activities. Science and the technology derived from it offer the promise to improve the Nation's health and well-being and broadly expand human knowledge. In conducting its programs, the Department of Energy (DOE) employs unique scientific and technical assets, including 30,000 scientists, engineers, and other technical staff, in a complex of outstanding national laboratories that have a capital value of over $45 billion. Through its multidisciplinary research and development activities and its formidable assemblage of scientific and engineering talent, DOE focuses its efforts on four programmatic business lines: (1) Energy Resources--promoting the development and deployment of systems and practices that provide energy that is clean, efficient, reasonably priced, and reliable. Uncanistered Spent Nuclear fuel Disposal Container System Description Document

The Uncanistered Spent Nuclear Fuel (SNF) Disposal Container System supports the confinement and isolation of waste within the Engineered Barrier System of the Monitored Geologic Repository (MGR). Disposal containers are loaded with intact uncanistered assemblies and/or individually canistered SNF assemblies and sealed in the surface waste handling facilities, transferred to the underground through the access drifts, and emplaced in the emplacement drifts. The Uncanistered SNF Disposal Container provides long-term confinement of the commercial SNF placed inside, and withstands the loading, transfer, emplacement, and retrieval loads and environments. The Uncanistered SNF Disposal Container System provides containment of waste for a designated period of time, and limits radionuclide release. The disposal container maintains the waste in a designated configuration, withstands maximum handling and rockfall loads, limits the individual SNF assembly temperatures after emplacement, limits the introduction of moderator into the disposal container during the criticality control period, resists corrosion in the expected handling and repository environments, and provides containment of waste in the event of an accident. Multiple boiling water reactor (BWR) and pressurized water reactor (PWR) disposal container designs are needed to accommodate the expected range of spent fuel assemblies and provide long-term confinement of the commercial SNF. OAK-B135 University of Washington Lab Report to SNEAP, 1999. The NPL tandem Van de Graaff accelerator chains ran 1869 hours between 9/1/98 and 8/31/99. The DEIS ran 356 hours and the SpIS ran 667. There were 28 experiment-days in which the LINAC and tandem were used together and seven days when the tandem was used, with one of the external ion sources, as a tandem. Four of these were with light ions and three with heavy ions. There were 68 days of Tandem Terminal Ion Source (TIS) development or repair, and 46 days of TIS installation or removal or changing TIS ion species. The TIS/tandem was used a total of 70 days to deliver p, d, {sup 3}He, or {sup 4}He beams for use by an experimenter. There were 47 experiment-days during which the injector deck was used to generate C{sub 60} or LiF{sub 3} clusters, which were then investigated without further acceleration. They had 25 tank openings over the year. There were three scheduled openings for the installation or removal of the TIS, and seven to change the TIS ion species. Utility advanced turbine systems (ATS) technology readiness testing

The overall objective of the Advanced Turbine System (ATS) Phase 3 Cooperative Agreement between GE and the US Department of Energy (DOE) is the development of a highly efficient, environmentally superior, and cost-competitive utility ATS for base-load utility-scale power generation, the GE 7H (60 Hz) combined cycle power system, and related 9H (50 Hz) common technology. The major effort will be expended on detail design. Validation of critical components and technologies will be performed, including: hot gas path component testing, sub-scale compressor testing, steam purity test trials, and rotational heat transfer confirmation testing. Processes will be developed to support the manufacture of the first system, which was to have been sited and operated in Phase 4 but will now be sited and operated commercially by GE. This change has resulted from DOE's request to GE for deletion of Phase 4 in favor of a restructured Phase 3 (as Phase 3R) to include full speed, no load (FSNL) testing of the 7H gas turbine. Technology enhancements that are not required for the first machine design but will be critical for future ATS advances in performance, reliability, and costs will be initiated. Much of the ''H'' technology design is based on proven, established technologies. The major technologies of the combined cycle powertrain, including the bearing designs, the evaluation methods for rotor dynamics, the compressor and turbine blading designs, and the generator field construction methods are all either direct applications of proven design technology or evolutionary refinement of existing designs. It is for these reasons that GE expects that the reliability of the new ''H'' Class generating system will be fully commensurate with the levels associated with today's ''F'' Class combined cycle power plants. With maintenance and operations performed at ''best practice'' levels, the new ''H'' Class plant should reach its full reliability potential of 97.0% or better.

UTILIZATION OF LIGHTWEIGHT MATERIALS MADE FROM COAL GASIFICATION SLAGS

The integrated-gasification combined-cycle (IGCC) process is an emerging technology that utilizes coal for power generation and production of chemical feedstocks. However, the process generates large amounts of solid waste, consisting of vitrified ash (slag) and some unconverted carbon. In previous projects, Praxis investigated the utilization of ''as-generated'' slags for a wide variety of applications in road construction, cement and concrete production, agricultural applications, and as a landfill material. From these studies, we found that it would be extremely difficult for ''as-generated'' slag to find large-scale acceptance in the marketplace even at no cost because the materials it could replace were abundantly available at very low cost. It was further determined that the unconverted carbon, or char, in the slag is detrimental to its utilization as sand or fine aggregate. It became apparent that a more promising approach would be to develop a variety of value-added products from slag that meet specific industry requirements. This approach was made feasible by the discovery that slag undergoes expansion and forms a lightweight material when subjected to controlled heating in a kiln at temperatures between 1400 and 1700 F. UTSI/CFFF MHD PROGRAM COMPLETION AND RELATED ACTIVITY

Maintenance work on the DOE CFFF facility and other related government property is no longer authorized under this contract in accordance with the DOE-UT Settlement Agreement. Environmental remediation preservation of the facility continued. Government property has been transferred to UTSI as owner which frees up many items for proper disposal. Actions are underway to dispose of other wastes, and control pests and water at the DOE CFFF. Only one high temperature superconductivity project is active under Task 6. Under the particular Subtask 6.02, samples of nickel obtained from Plastronics, Inc. were coated with the LAO precursor solution. These coated samples have been characterized using the x-ray diffraction unit, and the results from the x-ray diffraction characterizations were further analyzed using a statistical program to develop multi-regression coefficients. Based on these regression coefficients, the variables that have significant effect on the coating of LAO over nickel substrate have been identified. A Master of Science thesis was prepared describing these findings and it will be defended in front of the committee members during July, 2000.

WABASH RIVER COAL GASIFICATION REPOWERING PROJECT

The close of 1999 marked the completion of the Demonstration Period of the Wabash River Coal Gasification Repowering Project. This Final Report summarizes the engineering and construction phases and details the learning experiences from the first four years of commercial operation that made up the Demonstration Period under Department of Energy (DOE) Cooperative Agreement DE-FC21-92MC29310. This 262 MWe project is a joint venture of Global Energy Inc. (Global acquired Destec Energy's gasification assets from Dynegy in 1999) and PSI Energy, a part of Cinergy Corp. The Joint Venture was formed to participate in the Department of Energy's Clean Coal Technology (CCT) program and to demonstrate coal gasification repowering of an existing generating unit impacted by the Clean Air Act Amendments. The participants jointly developed, separately designed, constructed, own, and are now operating an integrated coal gasification combined-cycle power plant, using Global Energy's E-Gas{trademark} technology (E-Gas{trademark} is the name given to the former Destec technology developed by Dow, Destec, and Dynegy). The E-Gas{trademark} process is integrated with a new General Electric 7FA combustion turbine generator and a heat recovery steam generator in the repowering of a 1950's-vintage Westinghouse steam turbine generator using some pre-existing coal handling facilities, interconnections, and other auxiliaries. …

Waste Crate and Container Imaging Using the Vehicle and Cargo Inspection System. Innovative Technology Summary Report

The Vehicle and Cargo Inspection System (VACIS) is a highly penetrating gamma ray imaging system that provides a means to non-invasively image crate contents prior to crate disassembly. The VACIS unit uses a 1.6 Curie collimated source (Cesium-137) aimed at a linear detector to create an image as the unit passes by the crate. In the demonstrated mobile unit, the source and detector were mounted on a boom truck. As the crate passed between the source and detector, a near real-time composite image of the contents was constructed from the linear image of the VACIS unit&#x27;s on board computer and recorded on disk.

Waste Emplacement/Retrieval System Description Document

The Waste Emplacement/Retrieval System transports Waste Packages (WPs) from the Waste Handling Building (WHB) to the subsurface area of emplacement, and emplaces the WPs once there. The system also, if necessary, removes some or all of the WPs from the underground and transports them to the surface. Lastly, the system is designed to remediate abnormal events involving the portions of the system supporting emplacement or retrieval. During emplacement operations, the system operates on the surface between the WHB and North Portal, and in the subsurface in the North Ramp, access mains, and emplacement drifts. During retrieval or abnormal conditions, the operations areas may also extend to a surface retrieval storage site and South Portal on the surface, and the South Ramp in the subsurface. A typical transport and emplacement operation involves the following sequence of events. A WP is loaded into a WP transporter at the WHB, and coupled to a pair of transport locomotives. The locomotives transport the WP from the WHB, down the North Ramp, and to the entrance of an emplacement drift. Once docked at the entrance of the emplacment drift, the WP is moved outside of the WP transporter, and engaged by a WP emplacement gantry. …
