Poland petroleum refinery sludge lagoon demonstration project

The US Department of Energy and the Institute for Ecology of Industrial Area have been working together to develop mutually beneficial, cost-effective environmental remediation technologies such as the demonstration of bioremediation techniques for the clean up of acidic petroleum sludge impacted soils at an oil refinery in southern Poland. After an expedited site characterization, treatability study, and a risk assessment study, a remediation strategy was devised. The waste material was composed primarily of high molecular weight paraffinic and polynuclear aromatic hydrocarbons. A biopile design which employed a combination of passive and active aeration in conjunction with nutrient and surfactant application as used to increase the biodegradation of the contaminants of concern.

Post-Remediation Biomonitoring of Pesticides in Marine Waters Near the United Heckathorn Superfund Site, Richmond, California

This report, PNNL-11911 Rev. 1, was published in July 2000 and replaces PNNL-11911, which was published in September 1998. The revision corrects tissue concentration units that were reported as dry weight but were actually wet weight, and updates conclusions based on the correct reporting units. Marine sediment remediation at the United Heckathorn Superfund Site was completed in April 1997. Water and mussel tissues were sampled in January 1998 from four stations near Lauritzen Canal in Richmond, California, for the first post-remediation monitoring of marine areas near the United Heckathorn Site. Dieldrin and DDT were analyzed in water samples, tissue samples from resident mussels, and tissue samples from transplanted mussels deployed for 4 months. Concentrations of dieldrin and total DDT in water and total DDT in tissue were compared to pre-remediation data available from the California State Mussel Watch program (tissues) and the Ecological Risk Assessment for the United Heckathorn Superfund Site (tissues and water). Chlorinated pesticide concentrations in water samples were similar to pre-remediation levels and did not meet remediation goals. Mean dieldrin concentrations in water ranged from 0.65 ng/L to 18.1 ng/L and were higher than the remediation goal (0.14 ng/L) at all stations. Mean total DDT concentrations in …

Water and mussel tissues were sampled in January 1998 from four stations near Lauritzen Canal in Richmond, California, for the first post-remediation monitoring of marine areas near the United Heckathorn Site. Dieldrin and DDT were analyzed in water samples, tissue samples from resident mussels, and tissue samples from transplanted mussels deployed for 4 months. Concentrations of dieldrin and total DDT in water and total DDT in tissue were compared to pre-remediation data available from the California State Mussel Watch program (tissues) and the Ecological Risk Assessment for the United Heckathorn Superfund Site (tissues and water). Biomonitoring results indicated that pesticides were still bioavailable in the water column, and have not been reduced from pre-remediation levels. Annual biomonitoring will continue to assess the effectiveness of remedial actions at the United Heckathorn Site.

Continuum description of avalanches in granular media.

A continuum theory of partially fluidized granular flows is proposed. The theory is based on a combination of the mass and momentum conservation equations with the order parameter equation which describes the transition between flowing and static components of the granular system. We apply this model to the dynamics of avalanches in chutes. The theory provides a quantitative description of recent observations of granular flows on rough inclined planes (Daerr and Douady 1999): layer bistability, and the transition from triangular avalanches propagating downhill at small inclination angles to balloon-shaped avalanches also propagating uphill for larger angles.

Spatiotemporal dynamics of a shallow fluidized bed.

An experimental and theoretical study of the dynamics of an air-fluidized thin granular layer is presented. Near the threshold of instability, the system exhibits critical behavior with remarkably long transient dynamics. Above the threshold of fluidization the system undergoes a Hopf bifurcation as the layer starts to oscillate at a certain frequency due to a feedback between the layer dilation and the airflow rate. Based on our experimental data, we formulate a the simple dynamical model which describes the transition in a shallow fluidized bed.

A process model of natural attenuation in drainage from a historic mining district

A process model was used to better understand the controls on the chemical evolution of drainage in a historic mining district. At the Pecos Mine Operable Unit, New Mexico, drainage near the waste rock pile is acidic (pH varies from 3.0--5.0) and carries high concentrations of Zn, Al, Cu and Pb. As drainage flows toward the Pecos River, pH increases to greater than 7 and heavy metal content decreases. A process model of natural attenuation in this drainage shows the main controls on pH are reaction with a local bedrock that contains limestone, and concurrent mixing with tributary streams. Models that account for both calcite dissolution and mixing reproduce the observed decrease in aqueous metal concentrations with increasing pH. Contaminant concentrations attenuate primarily via two distinct pathways: Al, Cu, Fe and Pb precipitate directly from solution, whereas Zn, Mg, Mn and SO{sub 4} concentrations decrease primarily through dilution. Additionally, Pb adsorbs to precipitating hydroxide surfaces.

Failure and Reliability Analysis for the Master Pump Shutdown System

The Master Pump Shutdown System (MPSS) will be installed in the 200 Areas of the Hanford Site to monitor and control the transfer of liquid waste between tank farms and between the 200 West and 200 East areas through the Cross-Site Transfer Line. The Safety Function provided by the MPSS is to shutdown any waste transfer process within or between tank farms if a waste leak should occur along the selected transfer route. The MPSS, which provides this Safety Class Function, is composed of Programmable Logic Controllers (PLCs), interconnecting wires, relays, Human to Machine Interfaces (HMI), and software. These components are defined as providing a Safety Class Function and will be designated in this report as MPSS/PLC. Input signals to the MPSS/PLC are provided by leak detection systems from each of the tank farm leak detector locations along the waste transfer route. The combination of the MPSS/PLC, leak detection system, and transfer pump controller system will be referred to as MPSS/SYS. The components addressed in this analysis are associated with the MPSS/SYS. Disaster Mitigation Assistance Bills in the 106th Congress: Comparison of Provisions

The Administration initiative to shift federal emergency management policy away from a "response and recovery" emphasis has generated little congressional controversy, although some have raised concerns about the cost effectiveness of implementing a mitigation strategy. Greater attention, it is generally argued, should be given to mitigation (loss reduction) efforts before disasters occur in order to reduce future losses. Legislation (H.R. 707, S. 1691) pending before the 106th Congress would amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) which authorizes federal assistance when the President declares that a catastrophe has overwhelmed state and local resources.

Large Scale Isosurface Bicubic Subdivision-Surface Wavelets for Representation and Visualization

We introduce a new subdivision-surface wavelet transform for arbitrary two-manifolds with boundary that is the first to use simple lifting-style filtering operations with bicubic precision. We also describe a conversion process for re-mapping large-scale isosurfaces to have subdivision connectivity and fair parameterizations so that the new wavelet transform can be used for compression and visualization. The main idea enabling our wavelet transform is the circular symmetrization of the filters in irregular neighborhoods, which replaces the traditional separation of filters into two 1-D passes. Our wavelet transform uses polygonal base meshes to represent surface topology, from which a Catmull-Clark-style subdivision hierarchy is generated. The details between these levels of resolution are quickly computed and compactly stored as wavelet coefficients. The isosurface conversion process begins with a contour triangulation computed using conventional techniques, which we subsequently simplify with a variant edge-collapse procedure, followed by an edge-removal process. This provides a coarse initial base mesh, which is subsequently refined, relaxed and attracted in phases to converge to the contour. The conversion is designed to produce smooth, untangled and minimally-skewed parameterizations, which improves the subsequent compression after applying the transform. RAMI modeling of plant systems for proposed tritium production and extraction facilities

The control of life-cycle cost is a primary concern during the development, construction, operation, and decommissioning of DOE systems and facilities. An effective tool that can be used to control these costs, beginning with the design stage, is called a reliability, availability, maintainability, and inspectability analysis or, simply, RAMI for short. In 1997, RAMI technology was introduced to the Savannah River Site with applications at the conceptual design stage beginning with the Accelerator Production of Tritium (APT) Project and later extended to the Commercial Light Water Reactor (CLWR) Tritium Extraction Facility (TEF) Project. More recently it has been applied to the as-build Water Treatment Facilities designed for ground water environmental restoration. This new technology and database was applied to the assessment of balance-of-plant systems for the APT Conceptual Design Report. Initial results from the Heat Removal System Assessment revealed that the system conceptual design would cause the APT to fall short of its annual production goal. Using RAM technology to immediately assess this situation, it was demonstrated that the product loss could be gained back by upgrading the system's chiller unit capacity at a cost of less than $1.3 million. OAK (B204) Task III: UCSD/DIII-D/Textor FY-97-98 Accomplishments. A comprehensive report on the physics of pump limiters and particularly, the characterization of ALT-II, was published in Nuclear Fusion, bringing the project to a closure. The performance of the toroidal pump limiter was characterized under full auxiliary heating of 7 MW of NBI and ICRH and full pumping, as stated in the project milestones. Relevant highlights are: (1) Pumping with ALT-II allows for density control. (2) The achieved exhaust efficiency is 4% during NBI operation and near 2% during OH or ICRH operation. (3) We have shown that an exhaust efficiency of 2% is sufficient to satisfy the ash removal requirements of fusion reactors. (4) The plasma particle efflux and the pumped flux both increase with density and heating power. (5) The particle confinement time is less than the energy confinement time by a factor of 4. In summary, pumped belt limiters could provide the density control and ash exhaust requirements of fusion reactors.
