2009 Pilot Scale Fluidized Bed Steam Reforming Testing Using the Thor (Thermal Organic Reduction) Process: Analytical Results for Tank 48h Organic Destruction - 10408

The Savannah River Site (SRS) must empty the contents of Tank 48H, a 1.3 million gallon Type IIIA HLW storage tank, to return this tank to service. The tank contains organic compounds, mainly potassium tetraphenylborate that cannot be processed downstream until the organic components are destroyed. The THOR{reg_sign} Treatment Technologies (TTT) Fluidized Bed Steam Reforming (FBSR) technology, herein after referred to as steam reforming, has been demonstrated to be a viable process to remove greater than 99.9% of the organics from Tank 48H during various bench scale and pilot scale tests. These demonstrations were supported by Savannah River Remediation (SRR) and the Department of Energy (DOE) has concurred with the SRR recommendation to proceed with the deployment of the FBSR technology to treat the contents of Tank 48H. The Savannah River National Laboratory (SRNL) developed and proved the concept with non-radioactive simulants for SRR beginning in 2003. By 2008, several pilot scale campaigns had been completed and extensive crucible testing and bench scale testing were performed in the SRNL Shielded Cells using Tank 48H radioactive sample. The Center of Excellence for Hazardous Materials Management award was used to establish the organization and initiate investigations of hazardous waste issues along the U.S.-Mexico border. Scientific investigations conducted during the execution of this grant contributed significant data and established new sampling protocols to the dimension, frequency and severity of hazardous materials (e.g., heavy metals) along the U.S.-Mexico border. Additionally, new protocols and assessments with distinct Homeland Security implications were embedded thus establishing a baseline that will be significant for related investigations in the future.

Medicare Managed Care: Observations about Medicare Cost Plans

A letter report issued by the Government Accountability Office with an abstract that begins "Medicare cost plans--managed care plans paid based on the reasonable costs of delivering Medicare-covered services--enroll a small number of beneficiaries compared to Medicare Advantage (MA), Medicare's managed care program in which the plans accept financial risk if their costs exceed fixed payments received for each enrolled beneficiary. Despite the small enrollment, industry representatives stated that cost plans provide a managed care option in areas that traditionally had few or no MA plans. Current law allows existing cost plans to continue operating unless specific MA plans of sufficient enrollment serve the same area. In such cases, the cost plan must discontinue serving that area beginning in 2011. The Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) required the Government Accountability Office (GAO) to examine issues related to the conversion of Medicare cost plans to MA plans. In response, GAO (1) determined the MA options available to beneficiaries in cost plans, (2) described key differences for beneficiaries between cost plans, MA plans, and Medicare fee-for-service (FFS); (3) determined the extent to which organizations offering cost plans also offer MA plans; and (4) described concerns cost plans …

This pre-conceptual engineering study is intended to assist in supporting the critical decision (CD) 0 milestone by providing a basis for the justification of mission need (JMN) for the handling and disposal of liquid effluents. The ETF baseline strategy, to accommodate (WTP) requirements, calls for a solidification treatment unit (STU) to be added to the ETF to provide the needed additional processing capability. This STU is to process the ETF evaporator concentrate into a cement-based waste form. The cementitious waste will be cast into blocks for curing, storage, and disposal. Tis pre-conceptual engineering study explores this baseline strategy, in addition to other potential alternatives, for meeting the ETF future mission needs. Within each reviewed case study, a technical and facility description is outlined, along with a preliminary cost analysis and the associated risks and benefits.

This report describes a 2008 acoustic telemetry survival study conducted by the Pacific Northwest National Laboratory for the Portland District of the U.S. Army Corps of Engineers. The study estimated the survival of juvenile Chinook salmon and steelhead passing Bonneville Dam (BON) and its spillway. Of particular interest was the relative survival of smolts detected passing through end spill bays 1-3 and 16-18, which had deep flow deflectors immediately downstream of spill gates, versus survival of smolts passing middle spill bays 4-15, which had shallow flow deflectors.

Systems Analysis of an Advanced Nuclear Fuel Cycle Based on a Modified UREX+3c Process

The research described in this report was performed under a grant from the U.S. Department of Energy (DOE) to describe and compare the merits of two advanced alternative nuclear fuel cycles -- named by this study as the “UREX+3c fuel cycle” and the “Alternative Fuel Cycle” (AFC). Both fuel cycles were assumed to support 100 1,000 MWe light water reactor (LWR) nuclear power plants operating over the period 2020 through 2100, and the fast reactors (FRs) necessary to burn the plutonium and minor actinides generated by the LWRs. Reprocessing in both fuel cycles is assumed to be based on the UREX+3c process reported in earlier work by the DOE. Conceptually, the UREX+3c process provides nearly complete separation of the various components of spent nuclear fuel in order to enable recycle of reusable nuclear materials, and the storage, conversion, transmutation and/or disposal of other recovered components. Output of the process contains substantially all of the plutonium, which is recovered as a 5:1 uranium/plutonium mixture, in order to discourage plutonium diversion. Mixed oxide (MOX) fuel for recycle in LWRs is made using this 5:1 U/Pu mixture plus appropriate makeup uranium. A second process output contains all of the recovered uranium except the …

A discontinuous Galerkin front tracking method for two-phase flows with surface tension

A Discontinuous Galerkin method for solving hyperbolic systems of conservation laws involving interfaces is presented. The interfaces are represented by a collection of element boundaries and their position is updated using an arbitrary Lagrangian-Eulerian method. The motion of the interfaces and the numerical fluxes are obtained by solving a Riemann problem. As the interface is propagated, a simple and effective remeshing technique based on distance functions regenerates the grid to preserve its quality. Compared to other interface capturing techniques, the proposed approach avoids smearing of the jumps across the interface which leads to an improvement in accuracy. Numerical results are presented for several typical two-dimensional interface problems, including flows with surface tension.

Effectiveness of Urban Shelter-in-Place. III: Commercial Districts

In the event of a toxic chemical release to the atmosphere, shelter-in-place (SIP) is an emergency response option available to protect public health. This paper is the last in a three-part series that examines the effectiveness of SIP at reducing adverse health effects in communities. We model a hypothetical chemical release in an urban area, and consider SIP effectiveness in protecting occupants of commercial buildings. Building air infiltration rates are predicted from empirical data using an existing model. We consider the distribution of building air infiltration rates both with mechanical ventilation systems turned off and with the systems operating. We also consider the effects of chemical sorption to indoor surfaces and nonlinear chemical dose-response relationships. We find that commercial buildings provide effective shelter when ventilation systems are off, but that any delay in turning off ventilation systems can greatly reduce SIP effectiveness. Using a two-zone model, we find that there can be substantial benefit by taking shelter in the inner parts of a building that do not experience direct air exchange with the outdoors. Air infiltration rates vary substantially among buildings and this variation is important in quantifying effectiveness for emergency response. Functionalization of Hydrogen-free Diamond-like Carbon Films using Open-air Dielectric Barrier Discharge Atmospheric Plasma Treatments

A dielectric barrier discharge (DBD) technique has been employed to produce uniform atmospheric plasmas of He and N2 gas mixtures in open air in order to functionalize the surface of filtered-arc deposited hydrogen-free diamond-like carbon (DLC) films. XPS measurements were carried out on both untreated and He/N2 DBD plasma treated DLC surfaces. Chemical states of the C 1s and N 1s peaks were collected and used to characterize the surface bonds. Contact angle measurements were also used to record the short- and long-term variations in wettability of treated and untreated DLC. In addition, cell viability tests were performed to determine the influence of various He/N2 atmospheric plasma treatments on the attachment of osteoblast MC3T3 cells. Current evidence shows the feasibility of atmospheric plasmas in producing long-lasting variations in the surface bonding and surface energy of hydrogen-free DLC and consequently the potential for this technique in the functionalization of DLC coated devices.

The future status of Kosovo is the most sensitive and potentially destabilizing political question in the Balkans. The United States and its main European allies are expected to recognize Kosovo's independence in early 2008, over the heated objections of Serbia and Russia. Several pieces of legislation on Kosovo's status were introduced in the first session of the 110th Congress. The second session of the 110th Congress may also consider legislation on Kosovo's status or Kosovo's post-status development.

Landscape Measures of Rangeland Condition in the BLM Owyhee Pilot Project: Shrub Canopy Mapping, Vegetation Classification, and Detection of Anomalous Land Areas

In 2006, the BLM tasked PNNL to collaborate in research being conducted under the Owyhee Uplands Pilot Project to assess rangeland condition. The objective of this effort was to provide Owyhee Uplands Pilot Project with a sophisticated suite of data and tools to assist in evaluating the health and condition of the Owyhee Uplands study area. We focused on three technical areas. The first involved enhancing existing algorithms to estimate shrub canopy cover in the Lower Reynolds Creek Watershed. The second task involved developing and applying a strategy to assess and compare three vegetation map products for the Idaho portion of the Owyhee study area. The third task developed techniques and data that can be used to identify areas exhibiting anomalous rangeland conditions (for example exotic plants or excessive bare soil exposure). This report documents the methods used, results obtained, and conclusions drawn.

Questions remain over the adequacy of steps taken by the Federal Emergency Management Agency (FEMA) to ensure that claims paid by the National Flood Insurance Program (NFIP) cover only those damages caused by flooding. GAO was asked to evaluate (1) issues that arise when multiple insurance policies provide coverage for losses from a single event, (2) state regulators' oversight of loss adjusters, and (3) information that NFIP collects to assess the accuracy of damage determinations and payments. GAO collected data from FEMA, reviewed reinspection reports and relevant policies and procedures, and interviewed state regulatory officials and others about adjuster oversight and NFIP."

TECHNOLOGY DEMONSTRATION OF SLUDGE MASS REDUCTION VIA ALUMINUM DISSOLUTION: GLASS FORMULATION PROCESSING WINDOW PREDICTIONS FOR SB5

Composition projections for Sludge Batch 5 (SB5) were developed, based on a modeling approach at the Savannah River National Laboratory (SRNL), to evaluate possible impacts of the Al-dissolution process on the availability of viable frit compositions for vitrification at the Defense Waste Processing Facility (DWPF). The study included two projected SB5 compositions that bound potential outcomes (or degrees of effectiveness) of the Al-dissolution process, as well as a nominal SB5 composition projection based on the results of the recent Al-dissolution demonstration at SRNL. The three SB5 projections were the focus of a two-stage paper study assessment. A Nominal Stage assessment combined each of the SB5 composition projections with an array of 19,305 frit compositions over a wide range of waste loading (WL) values and evaluated them against the DWPF process control models. The Nominal Stage results allowed for the down-selection of a small number of frits that provided reasonable projected operating windows (typically 27 to 42 wt% WL). The frit/sludge systems were mostly limited by process related constraints, with only one system being limited by predictions of nepheline crystallization, a waste form affecting constraint.
