This annual report summarizes previously unreported data collected to fulfill the contractual obligations for BPA project No.1990-044-00, 'Coeur d'Alene Subbasin Fisheries Habitat Enhancement', during the 2006 calendar year. Even though the contract performance period for this project crosses fiscal and calendar years, the timing of data collection and analysis, as well as implementation of restoration projects, lends itself to this reporting schedule. The 2006 performance period marked the first year that BPA implemented its Process Improvement Initiative with the Pisces system serving as the vehicle for developing statements of work and tracking project performance. This document attempts to provide some consistency between the project objectives, around which past reports have been structured, and the new work element format adopted for use in Pisces. The report is formatted into three primary sections that respectively provide results and discussion of: (1) monitoring and evaluation of biological and physical habitat indicators; (2) implementation of restoration and enhancement projects; and (3) education and outreach work performed during 2006. The relevant work elements and/or milestones found in the statement of work are listed under these section headings and described in the body of the report.

Deep oxidation of methane on particles derived from YSZ-supported Pd-Pt-(O) coatings synthesized by pulsed filtered cathodic arc

Methane conversion tests were performed on Pd, PdOy, Pd0.6Pt0.4Oy and Pd0.4Pt0.6Oy thin films deposited on yttria stabilized zirconia (YSZ) substrates. Pt containing films exhibited poor activity and high reducibility. As-deposited Pd and PdOy films showed good activity and transformed, during the cycling process, to particles dispersed on the YSZ substrates. The higher reaction rate of initially PdOy films was explained by a better dispersion of the catalyst. A drop of the reaction rate was observed when the temperature exceeded 735oC and 725oC for initially Pd and PdOy, respectively, which can be associated with the high-temperature reduction of PdO into Pd.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1990, GAO has designated the Department of Defense's (DOD) inventory management as a high-risk area. It is critical that the military services and the Defense Logistics Agency effectively and efficiently manage DOD's secondary inventory to ensure that the warfighter is supplied with the right items at the right time. It is also imperative that they maintain good stewardship over the billions of dollars invested in their inventory. GAO reviewed the Navy's management of secondary inventory and determined (1) the extent to which on-hand and on-order secondary inventory reflected the amount needed to support current requirements and (2) causes for the Navy's having secondary inventory in excess of current requirements or, conversely, for having inventory deficits. To address these objectives, GAO analyzed Navy secondary inventory data (spare parts such as aircraft and ship engines and their components and accessories) from fiscal years 2004 through 2007."

EFFECTS OF TRITIUM GAS EXPOSURE ON THE GLASS TRANSITION TEMPERATURE OF EPDM ELASTOMER AND ON THE CONDUCTIVITY OF POLYANILINE

Four formulations of EPDM (ethylene-propylene diene monomer) elastomer were exposed to tritium gas initially at one atmosphere and ambient temperature for between three and four months in closed containers. Material properties that were characterized include density, volume, mass, appearance, flexibility, and dynamic mechanical properties. The glass transition temperature was determined by analysis of the dynamic mechanical property data per ASTM standards. EPDM samples released significant amounts of gas when exposed to tritium, and the glass transition temperature increased by about 3 C. during the exposure. Effects of ultraviolet and gamma irradiation on the surface electrical conductivity of two types of polyaniline films are also documented as complementary results to planned tritium exposures. Future work will determine the effects of tritium gas exposure on the electrical conductivity of polyaniline films, to demonstrate whether such films can be used as a sensor to detect tritium. Surface conductivity was significantly reduced by irradiation with both gamma rays and ultraviolet light. The results of the gamma and UV experiments will be correlated with the tritium exposure results.

When a state department of transportation (DOT) receives federal funding for highway projects from the Federal Highway Administration (FHWA), the projects must comply with the National Environmental Policy Act (NEPA), the Davis-Bacon prevailing wage requirement, the Disadvantaged Business Enterprise (DBE) program, and the Buy America program. While complying with these requirements, states must use limited transportation dollars efficiently. As requested, GAO addressed (1) the types of benefits and costs associated with these requirements for federal-aid highway projects; (2) the influence of these federal requirements on states' decisions to use nonfederal or federal funds for highway projects; and (3) the challenges associated with the federal requirements and strategies used or proposed to address the challenges. Index Theorem for Topological Excitations on R^3 \times S^1 and Chern-Simons Theory

We derive an index theorem for the Dirac operator in the background of various topological excitations on an R{sup 3} x S{sup 1} geometry. The index theorem provides more refined data than the APS index for an instanton on R{sup 4} and reproduces it in decompactification limit. In the R{sup 3} limit, it reduces to the Callias index theorem. The index is expressed in terms of topological charge and the {eta}-invariant associated with the boundary Dirac operator. Neither topological charge nor {eta}-invariant is typically an integer, however, the non-integer parts cancel to give an integer-valued index. Our derivation is based on axial current non-conservation--an exact operator identity valid on any four-manifold--and on the existence of a center symmetric, or approximately center symmetric, boundary holonomy (Wilson line). We expect the index theorem to usefully apply to many physical systems of interest, such as low temperature (large S{sup 1}, confined) phases of gauge theories, center stabilized Yang-Mills theories with vector-like or chiral matter (at S{sup 1} of any size), and supersymmetric gauge theories with supersymmetry-preserving boundary conditions (also at any S{sup 1}). A letter report issued by the Government Accountability Office with an abstract that begins "In Medicare Part D, enrollees in stand-alone prescription drug plans (PDPs) are allowed to switch plans during an annual coordinated election period (AEP) set under law from November 15 to December 31, with new coverage effective January 1. The Centers for Medicare & Medicaid Services (CMS) required that plan sponsors send an Annual Notice of Change (ANOC)--using either its model or a nonmodel format--before the 2008 AEP. Among other things, GAO examined: (1) stakeholders' views of the model ANOC and CMS's efforts to assure its effectiveness, and (2) how the scheduling of the AEP affects the enrollment process for beneficiaries switching PDPs. Neutron Computed Tomography of Freeze/thaw Phenomena in Polymer Electrolyte Fuel Cells

This report summarizes the final year's progress of the three-year NEER program. The overall objectives of this program were to 1) design and construct a sophisticated hight-resolution neutron computed tomography (NCT) facility, 2) develop novel and sophisticated liquid water and ice quantification analysis software for computed tomography, and 3) apply the advanced software and NCT capability to study liquid and ice distribution in polymer electrolyte fuel cells (PEFCs) under cold-start conditions. These objectives have been accomplished by the research team, enabling a new capability for advanced 3D image quantification with neutron imaging for fuel cell and other applications. The NCT water quantification methodology and software will greatly add to the capabilities of the neutron imaging community, and the quantified liquid water and ice distribution provided by its application to PEFCs will enhance understanding and guide design in the fuel cell community.

One- and two-dimensional infrared spectroscopic studies of solution-phase homogeneous catalysis and spin-forbidden reactions

Understanding chemical reactions requires the knowledge of the elementary steps of breaking and making bonds, and often a variety of experimental techniques are needed to achieve this goal. The initial steps occur on the femto- through picosecond time-scales, requiring the use of ultrafast spectroscopic methods, while the rate-limiting steps often occur more slowly, requiring alternative techniques. Ultrafast one and two-dimensional infrared and step-scan FTIR spectroscopies are used to investigate the photochemical reactions of four organometallic complexes. The analysis leads to a detailed understanding of mechanisms that are general in nature and may be applicable to a variety of reactions.

The Department of Energy Savannah River Site vitrifies nuclear waste incident to defense programs through its Defense Waste Processing Facility (DWPF). The piping in the DWPF seal pot jumper configuration must withstand the stresses during an unlikely but potential deflagration event, and maintain its safety function for a 20-year service life. Carbon fiber-reinforced epoxy composites (CFR) were proposed for protection and reinforcement of piping during such an event. The proposed CFR materials have been ASME-approved (Section XI, Code Case N-589-1) for post-construction maintenance and is DOT-compliant per 49CFR 192 and 195. The proposed carbon fiber/epoxy composite reinforcement system was originally developed for pipeline rehabilitation and post-construction maintenance in petrochemical, refineries, DOT applications and other industries. The effects of ionizing radiation on polymers and organic materials have been studied for many years. The majority of available data are based on traditional exposures to gamma irradiation at high dose rates ({approx}10,000 Gy/hr) allowing high total dose within reasonable test periods and general comparison of different materials exposed at such conditions. However, studies in recent years have shown that degradation of many polymers are sensitive to dose rate, with more severe degradation often observed at similar or even lower total doses when exposed …

The U.S. Department of Energy's Office of Environmental Management (DOE-EM) was established to achieve the safe and compliant disposition of legacy wastes and facilities from defense nuclear applications. A large majority of these wastes and facilities are 'one-of-a-kind' and unique to DOE. Many of the programs to treat these wastes have been 'first-of-a-kind' and unprecedented in scope and complexity. This has meant that many of the technologies needed to successfully disposition these wastes were not yet developed or required significant re-engineering to be adapted for DOE-EM's needs. The DOE-EM program believes strongly in reducing the technical risk of its projects and has initiated several efforts to reduce those risks: (1) Technology Readiness Assessments to reduce the risks of deployment of new technologies; (2) External Technical Reviews as one of several steps to ensure the timely resolution of engineering and technology issues; and (3) Technical Risk Ratings as a means to monitor and communicate information about technical risks. This paper will present examples of how Technology Readiness Assessments, External Technical Reviews, and Technical Risk Ratings are being used by DOE-EM to reduce technical risks.

StreamNet Project : Annual Report Fiscal Year 2008.

Fiscal Year 2008 (FY-08) represents a transitional year for the StreamNet project. While the project continued to acquire/update, standardize, georeference and disseminate fish-related data for the state, some tribal and one federal fisheries agencies, it also took on several new initiatives and is anticipating new regional guidance on data needs. Passage of the Columbia Basin Accords caused an administrative change within the project, separating the work done by the Columbia River Inter-Tribal Fish Commission (CRITFC) out to a separate contract with BPA. This will change the structure of the StreamNet contract but not change the relationship with the StreamNet Library or data developed by CRITFC, and will likely increase the availability of tribal data to StreamNet due to increased funding for tribal data efforts. This change will take effect in FY-09. We also expect that data work will be adjusted in the future in response to executive level policy direction in the Columbia Basin based on efforts to establish priorities under a regional data management framework. The U.S. Department of Energy's Office of Environmental Management (DOE-EM) was established to achieve the safe and compliant disposition of legacy wastes and facilities from defense nuclear applications. The scope of work is diverse, with projects ranging from single acquisitions to collections of projects and operations that span several decades and costs from hundreds of millions to billions US$. The need to be able to manage and understand the technical risks from the project to senior management level has been recognized as an enabler to successfully completing the mission. In 2008, DOE-EM developed the Technical Risk Rating as a new method to assist in managing technical risk based on specific criteria. The Technical Risk Rating, and the criteria used to determine the rating, provides a mechanism to foster open, meaningful communication between the Federal Project Directors and DOE-EM management concerning project technical risks. Four indicators (technical maturity, risk urgency, handling difficulty and resolution path) are used to focus attention on the issues and key aspects related to the risks. A letter report issued by the Government Accountability Office with an abstract that begins "The Terrorism Risk Insurance Act of 2002 (TRIA) is credited with stabilizing insurance markets after the September 11, 2001, attacks by requiring insurers to offer terrorism coverage to commercial property owners (property/casualty insurance), and specifying that the federal government is liable for a large share of related losses. While TRIA covers attacks involving conventional weapons, insurers may use exceptions that may exclude coverage for attacks with nuclear, biological, chemical, or radiological (NBCR) weapons, which has raised concerns about the potential economic consequences of such attacks. TRIA's 2007 reauthorization directed GAO to review (1) the extent to which insurers offer NBCR coverage, (2) factors that contribute to the willingness of insurers to provide NBCR coverage, and (3) policy options for expanding coverage for NBCR risks. To do this work, GAO reviewed studies and reports and interviewed more than 100 industry participants about the availability of NBCR coverage in the market.
